    Sarajevo, July 17, 1996 (Press TWRA)

    The highest officials of the Bosnian and BH Federation governments yesterday singned an agreement , with representatives of a U.S. firmm MPRI, on beginning of the Train & Equip programwhich will lead to the reorganisation of the Federation army along the same lines as those of the NATO countries. James Pardew, U.S. Special Envoy formilitary affairs stated that the process of establishing military balance has begun today will ensure a lasting stability in the region. Pardew affirmed that the U.S. did not want a repetition of the unequal conflict of the last four years in Bosnia. President Alija Izetbegovic said that the signing of this agreement was a first step towards establishing a real military balance .The President of the Muslim -Croat Federation Kresimir Zubak added that all the guarantees have been provided for the successful training of the BH Federation defence forces.In Washington yesterday, State Department spokesman Nicholas Burns stated that this event marks the beginning of the 13-month-long program which could be prolonged for an additional 12 months.

    The head of the OSCE's BH Mission ,Robert Frowick, met last night in Pale with the "acting President" of the Republika Srpska, Biljana Plavsic,the chairman of the Serb Assembly, M. Krajisnik and the 'foreign minister' A.Buha. Serbian media in Pale reported that negotiations took place regarding the participation of SDS in the September 14 general elections and the Karadzic case.

    In another development, Biljana Plavsic told the Novi Sad daily Dnevnik that the Bosnian Serbs will not be participate in a unitary and sovereign Bosnia because they would be second class citizens of such a state. She stated that the Union will partly endanger the independent character of the Republika Srpska and the Muslim-Croat Federation but that the Republika Srpska " might gain some advantages out of this Union, especially economic ones.

    [03] PROLONGATION OF VOTER REGISTRATION PERIOD

    The OSCE Office in Sarajevo announced that the temporary electoral commission decided yesterday to prolong the period of voter registration for the September 14 election. This decision was made in order to enable all voters, especially refugees to have more time to register.
