[01] Meeting a PNT-CD headquarters
The Management, Co-ordination and Control Bureau of the PNT-CD debated upon
the parliamentary initiatives of Law 112/1996 alteration concerning the
homes taken ilegally by the communists and also the bill of amendment of
the Law 41/1995 regarding the organization of Romanian Broadcasting
Companies at the session held on Thuesday. As to the initiative to alter
the Law of Ilegally Ceased Homes it has been decided the setting up of a
comission in order to elaborate a draft which will be dicusessed also with
the partners in the guvernamental coalition. The leadership of PNT-CD also
decided that the next adjustments to the Law regarding the organization of
SRR and SRT should be discussed sooner by the Comission of Art, Culture and
Mass-media from the Chamber of Deputies after a previous consultation with
the Government. After the meeting of the PNTCD leadership , the president
of the party specified to journalists that the recent criticism made by
some partners in the guvernamental coalition concerning the decision of
closing down 17 economic units will be discussed in the coalition, as well
as with the Romanian Democratic Covention (CDR). The prime-minister Victor
Ciorbea characterized the recent statement of the Democratic Party (PD)
leader, Petre Roman, as being an unexpected one. Petre Roman declared that
the decision of closing down the 17 economic units was hasty. But whatever
might be the reasons which are at the base of these declarations we hope
that the contradictory aspects will be cleared out through meetings with
our partners, said the prime-minister, Victor Ciorbea, also adding that a
meeting will take place between PNT-CD and PD. RADOR, August 15
[02] Press Conference of the Democratic Party (PD)
Democratic Party supports the reform and considers as a first and
necessarily measure the ceasing of the economic activities which are not
profitable. DP agrees to the necessity of putting an end to any source of
loss and financial shutting off. During the press conference held on
Thuesday, the leader of DP, Petre Roman, stressed that the liquidation of a
number of enterprises cannot and must not be considered as an essence of
the reform. The liquidation is a part of the economic reorganization,
namely, an emergency measure of saving the economic general interest- says
the leader of the DP. RENEL, ROMGAZ, SNCFR and the other units have the
obligation to close with no hesitation the enterprizes which do not pay and
have gathered huge debts - says Petre Roman, motivating that the Government
is the one that carries the resposability for this action which is a part
of the reform. DP shows its concern regarding the social costs of the
liquidation activity. At the same time, the president of the DP considers
to be vital the explanation of the administrative way concerning the rights
granted for the unemployed. RADOR, August 15

[06] BNS Trade Union communique
BNS trade union concludes that the Romanian Government does not respect its
promisses regarding the salary policy for 1997. Thus, BNS trade union
considers the figures announced for the minimum salary in the country, the
indexation of salaries and the tax cuts on wage revenue as being
insufficient, a BNS trade union communique remarks. The most offending
conclusion drawn from the rounds of negotiations is that the main concern
of the government is that of closing the balance sheet of the budget, no
matter what might happen to the economy and especially to the employees.

[07] Hungarian foreign minister disagrees with the president of an
opposition party
Hungarian foreign Minister Laszlo Kovacs accused Viktor Orban, leader of
the opposition Hungarian Civical Party FIDESZ, for not understanding the
sensible character of Romania's internal political situation and the
vulnerability of the current process there, which still are quite
favourable also from the point of view of Hungarian ethnics in
Transylvania. Orban had earlier said that Laszlo Kovacs did not take the
fact that UDMR (the ethnic Hungarian party in Romania), a junior member in
the new coalition government in Romania, has to make strenuous efforts to
maintain a certain balance, while having to introduce necessary reforms,
which generate social tensions, to meet minorities' legitimate needs and to
face intensified nationalistic activity. In an interview with Romanian
newspapaer of Hungarian language "Erdely Naplo", published in the North-
East of the country, the FIDESZ president stressed that Hungary's
Government practically failed to support Huangarian ethnics in Romania to
found autonomous universities in their native language and to succeed in
getting back properties and assets of Hungarian churches seized during the
communist regime. RADOR, August 15
