    Summary of the political and economic news in the Turkish press this morning.

    [01] NATIONAL SOVEREIGNTY AND CHILDREN'S DAY CELEBRATED

    The 77th anniversary of National Sovereignty and Children's Day was celebrated throughout Turkey, in Turkey's foreign embassies abroad and in the Turkish Republic of Northern Cyprus.

    President of the Republic Suleyman Demirel welcomed to the presidential palace children from 38 countries in Turkey to attend Turkish Radio and Television (TRT) holiday celebrations./Milliyet/

    [02] NATO MILITARY CHIEFS WRESTLE WITH COMMAND POSTS

    NATO's military chiefs met on Tuesday to try and agree to a streamlined command structure which would allow the alliance to cut defence expenditure while gaining greater flexibility for more varied types of missions.

    The Chief of the Turkish General Staff, General Ismail Hakki Karadayi, who attended the the summit in Brussels, met his Greek counterpart General Athanasios Tzoganiz. It was noted that the generals discussed "trust building measures" at the meeting. The Chairman of the Military Committee, General Klaus Naumann, said in a later press meeting that they attached special importance to Turco-Greek relations./Sabah/

    [03] UN TO GIVE $120 MILLION TO DEVELOP THE EAST, SOUTHEAST

    United Nations representative to Turkey, Paul van Hanswick de Jonge has said that in three to four years $120 million will be given to Turkey to develop east and southeast Anatolia. De Jonge told the Anatolia news agency that they would not only give the $120 million but will provide technical support as well.

    De Jonge said the Turkish education sector was in need of support and there was a huge difference between the ratios of educated people from the east and west of Turkey.

    On the economy Jonge said that when compared to five years ago, Turkey has made spectacular growth. "Turkey has a special place among the developing countries and has great economic potential. Because of the latest developments in the Turkish economy, foreign capital has been positive toward Turkey and there has been new investment" according to de Jonge./All papers/

    [04] ALBRIGHT-VAN DER BROEK MEETING

    The Washington visit of Hans van der Broek, EU Commissioner for Foreign affairs has confirmed once more that the Cyprus and Turkish-Greek disputes continue to be an important item on the agenda of US-EU relations. During a meeting with Hans van der Broek on Monday, US Secretary of State Madeleine Albright discussed the current status of many issues in the Aegean. Both officials agreed on the need to make sure that Turkey feels that it is a part of the West and that it is invited to participate as a member of the West in various forums. /Milliyet/

    [05] TURKISH SOLDIERS ARRIVE IN ALBANIA

    209 more Turkish soldiers out of the 850 Turkish troops being sent to Tirana arrived in strife-ridden Albania to support international efforts to restore calm in the country. The Turkish soldiers were welcomed by Turkish Ambassador in Tirana Ahmet Okcun, the Albanian Naval Forces Commander and commanders of the multinational force deployed in the country. According to high-level military sources, Turkey will be responsible for the Albanian capital Tirana, Tirana Airport and the northern part of Albania./Hurriyet/

    [06] PANGALOS GETS HIS ANSWER

    Hoping to put Ankara in a difficult position, Greek Foreign Minister Teodoros Pangalos has been trying some "secret dealing" to the advantage of Greece -this in connection with the Greek veto against Turkey blocking EU funds.

    Saying that Greece would lift the veto if Turkey signed a new document prepared by Greece, Pangalos hoped to swing a deal against Turkey, but Ankara has sent a very cool reply to Pangalos letting him know very clearly that his diplomatic trickery has not succeeded. /Hurriyet/

    [07] MIXED FEELINGS IN ATHENS OVER NEW DIALOGUE

    Members of the Greek government have voted against setting up a new dialogue with Turkey. Some leading ministers even have come out against new talks to resolve differences between Turkey and Greece. On the other hand, other members of the Athens government have come out in favour of new talks and sharply reproved those against taking the initiative for new dialogue between Ankara and Athens. /Cumhuriyet/

    [08] XENOPHOBIA DISCUSSED IN GERMAN PARLIAMENT

    Refugee living quarters in Germany suffered 109 arson attacks in 1996, taking the lives of 12 refugees and injuring 107, the Anatolia news agency reported. The statement also noted that there were 151 incidents of xenophobic racism in February, 130 in January, and 158 in December.

    Meanwhile , a fire that killed three members of a Turkish family in the German province of Dortmund is being investigated by the provincial prosecutors aoofice, which has announced that the cause of the fire was still not clear./Cumhuriyet/

    [09] US FIRMS SUPPORT TURKEY

    American helicopter manufacturers have urged the Clinton administration to lobby the US Congress to secure Turkey's $3 billion helicopter joint production project. In a letter to US President Clinton, the McDonnel Douglas and Bell Textron companies expressed their anxiety that Ankara would start looking for new markets if the anti-Turkish attitude of the US administration concerning arms transfers continues. /Hurriyet/

    [10] EGYPT-TURKEY GAS PIPELINE

    A pipeline to carry natural gas from Egypt to Turkey remains under discussion, alongside plans to export Egyptian liquefied natural gas by tanker, Egyptian Oil Minister Hamdi El-Banbi said on Tuesday. Banbi told a news conference that the liquified natural gas (LGN) plant, for which a site has been chosen west of Port Said, could handle only four billion cubic meters of gas a year, less than a half of the 10 billion cubic meters interested companies are talking about. Amoco Corp of the US and the Italian oil company Agip are negotiating the details with Turkey. /All papers/

    [11] BLACK SEA 'BUSINESS SUMMIT'

    A "Black Sea Business Conference" to be held in Istanbul on 28-30 April under the auspices of Turkish President Suleyman Demirel and organized by the Black Sea Economic Cooperation (BSEC) Business Council and Foreign Economic Relations Committee is to turn out to be a summit of heads of state. It is reported that presidents of Georgia, Eduard Shevardnadze, Emile Constontinescu of Romania, Petru Lucinschi of Moldovia and Leonid Kuchma of Ukraine will participate in the conference. Armenian President Ter Petrosyan will also participate in the conference. /Milliyet/

    [12] BULGARIAN PRESIDENT: WE DO NOT SUPPORT PKK ACTIVITIES

    Bulgarian President Peter Stoyanov said that they would not permit the Kurdistan Workers' Party (PKK) to be launched in Bulgaria. At press meeting after the meeting of the Parliamentarian Assembly of the European Council Stoyanov said that they had assured Turkey that they would not to let any PKK activities in their territory.

    Further, newly elected Bulgarian Prime Minister, Ivan Kostov, said that they would struggle against every terrorist organization which threatened their neighbours./Milliyet/Sabah_

    [13] TURKEY'S FIRST WIND POWER STATION IN CESME

    Turkey's first "wind power station" will operate in Cesme next year, the Anatolia news agency reported. Mustafa Mendilcioglu, deputy chairman of the Electrical Energy Research Directorate, said that international companies had come up with proposals for establishing the power station and had prepared feasibility reports.

    [14] ATATURK GESTURE FROM GERMANY

    Germany is supporting Ataturk Week activities. A room in which Mustafa Kemal Ataturk stayed on 19 December 1917 at the Park Hotel in the Bad Kreuznach district of Germany has been dubbed the "Ataturk Room" and a bust of Ataturk has been erected at the hotel entrance. Delivering a speech at a ceremony organized during the week, Ambassador Vural stated that Turco-German friendship was very strong. Interior Minister of Pfalz Province, Walter Zuber, stated that Ataturk determined the future of modern Turkey and said: "This enabled the exchange of views between the Islamic and Western cultures and connected Turkey to the West". /Sabah/

    [15] DUTCH ADVISERS ARE COMING TO TURKEY

    Chairman of the Bursa Branch of the Muslim Industrialists' and Businessmen's Association (MUSIAD) Mehmet H.Burkay, has stated that they will cooperate with the Netherlands Management Consultancy Group of (NMCP) in which experts, retired from giant companies such as Phillips, Shell and Akzo, act as professional consultants. Burkay said that Ir.D.W Schenderling, a NMCP expert, would come to Bursa on 1 May to hold talks with MUSIAD companies and would stay for one week. /Sabah/

    [16] PETKIM RUNNING AT FULL CAPACITY

    General Director of the Petro-Chemicals Petkim plant, Mehmet Yilmaz pointed out that the capacity utilization rate in all production units has reached 99-100 percent and said: "This high utilization of capacity rate has not been seen in any other country in the world". He added that this rate was 89 percent in Japan, 93 percent in the US and 91 percent in Europe. He noted that the capacity utilization rate was an important element in decreasing costs, and increasing the profit. /Sabah/
