TURKISH PRESS REVIEWAUGUST 7, 1997Summary of the economic and political news in the Turkish press this morning. [01] YILMAZ WILL VISIT WASHINGTONAt the end of September Prime Minister Mesut Yilmaz is expected to pay his first visit to the US as a head of government. During his visit, Yilmaz is expected to have a meeting with US President Bill Clinton.During the past weeks, businessmen from ANAP had unoficial contacts with officials from the Clinton administration as well as with various senators, including Newt Gingrich, the head of the House of Representatives at the US Congress. During these contacts, Prime Yilmaz's visit to Washington was also taken in hand. US sources note that Yilmaz has still not been extended an official invitation for a visit to Washinton, but add that the Clinton administration wanted to have close relations with the new Turkish prime minister. "We hope we will see the Turkish prime minister in Washington soon," they say. An eventual meeting between Yilmaz and Clinton will end the long standing coolness in high level Turco-American contacts. /Milliyet/ [02] HISTORICAL AGREEMENT WITH TRNCYesterday was a day of historical importance with respect to the improvement of relations between Turkey and the Turkish Republic of Northern Cyprus. The foreign ministers of the two countries signed yesterday with a ceremony, an agreement for the establishment of an Association Council between Turkey and the TRNC. According to the agreement, the Foreign Ministries of the two countries will act in unison in defence, security and economic issues. Observers evaluate this agreement as the first concrete step towards partial economic integration between Turkey and Northern Cyprus. /Cumhuriyet/[03] TURKISH TROOPS IN NORTHERN IRAQTurkish fighter jets bombed yesterday five Kurdistan Workers' Party (PKK) camps in Kelmehmet, Besta, Yassıkaya, Karakovan and Meydankol in Northern Iraq. Having destroyed the camps, the Turkish Armed Forces supported by 10,000 village guards have initiated a cross-border operation in Northern Iraq. /All papers/[04] STOCK EXCHANGE PRESIDENT PASSES AWAYThe President of the Istanbul Stock Exchange Market, Tuncay Artun, who was rushed in the American Hospital on Tuesday in a diabetic coma, died yesterday morning. Hospital officials said that respiratory was disconnected equipment after his heart stopped beating. /All papers/[05] KURDISH DELEGATIONS WILL VISIT ANKARAJalal Talabani, the leader of the northern Iraq opposition group, the Patriotic Union of Kurdistan (PUK) met with U.N. Secretary-General Kofi Annan, in New York on Tuesday to discuss the Iraqi "campaign of ethnic cleansing," the PUK declared in a press release on Wednesday.Talabani is coming to Ankara after talks in London next week. In addition, Foreign Ministry officials announced that a Kurdistan Democratic Party (KDP) delegation will be visiting Ankara after Talabani leaves Ankara. /Cumhuriyet/ [06] PM OUTLINES EXPORT SUPPORT MEASURESPrime Minister Mesut Yilmaz said on Tuesday one of the government's aims was to improve exports, and that to this end they would increase the capital of Eximbank, the Anatolia news agency reported.Meeting with a delegation from the Turkish Exporters Parliament (TIM), Yilmaz said during the government's first month of office they had concentrated on cutting exporters' red tape and were now ready for more direct support. "We decided to increase the capital of Eximbank, which is currently TL 15 trillion to TL 50 trillion. We are going to hand-over TL 9 trillion of it right away to enable Eximbank to respond to the cash demands of exporters. In the first seven months of 1997, Eximbank has extended TL 213 trillion of credits to the exporters and intends to raise it to TL 350 trillion," Yilmaz said. [07] TURKISH FOREIGN MINISTRY REPLY TO ATHENSThe Turkish Foreign Ministry gave a reply to a request from the Greek Prime Minister for an explaination about Turkish Prime Minister Mesut Yilmaz's statement to the Washington Post newspaper. The Foreign Ministry statement said that Prime Minister Yilmaz mentioned the UN international maritime agreement, which has not been signed by Turkey, when he noted that the "rules of law" could not be valid in the Aegean. The statement pointed out that Turkey would naturally not refuse to abide by international laws and agreements. It is expected that this statement will please the Greek government. /Sabah/[08] TURKISH FAMILIES IN APARTMENT BLAZEDuring a fire which broke out in a building in the Weisbaden district of Germany two days ago, nine people were injured. The Weisbaden police have not so far given any detailed information regarding the fire, which could be arson. An investigation is continuing. In the building, there were many Turkish and German families, in addition to other foreigners. /Sabah/[09] TURKISH TRADE CENTRE IN ERIVANEven though there have currently been no diplomatic relations between Turkey and Armenia, businessmen from the two countries have taken an important step for the development of trade cooperation. According to a protocol signed between 11 Turkish businessmen, who have visited Erivan, and the Armenian Industrialists' and Businessmen's Union, it has been agreed that a Turkish Trade Centre would be established in Erivan. An 11-person delegation, the members of which are all from the Turkish-Armenian Business Council and headed by Kaan Soyak, made contacts in Erivan. According to the protocol, a trade centre, where Turkish products will be sold, will be set up, and cooperation in banking, investments and textiles will be increased. /Sabah/[10] ALBRIGHT OPTIMISTIC ABOUT CYPRUSUS Secretary of State, Madeleine Albright, said that there were prospects for resolving the plaguing problems in Cyprus, despite the tensions arising from developments leading towards accepting Southern Cyprus into the EU. Albright pointed out that concrete moves to ease tensions on the island were expected. According to the secretary, the appointment of Richard Holbrooke as President Clinton's Special Representative in Cyprus raised hopes that there was a solution in the offing. /Milliyet/[11] NEW PAGE IN RELATIONS WITH TURKISH REPUBLICSState Minister Ahad Andican has prepared a draft on improving relations with the Central Asian Turkish republics, an issue that emerges as one of the foreign policy priorities set up by the new government. Andican submitted yesterday a plan envisaging a number of moves in this respect for Prime Minister Yilmaz's approval.The measures included in the plan are designed to improve economic relations with the Turkish republics, and especially to enhance cooperation in the energy sector. Targeting the strengthening of bilateral ties also in the fields of culture, sports and education, the plan urges Turkish officials to intensify their contacts on all levels with representatives of the Turkish republics that gained their independence in the aftermath of the disintegration of the former Soviet Union. Inviting these states into the D-8 organization of Muslem states is another steps outlined in the plan. Political observers draw attention to the fact that Prime Minister Yilmaz will pay his first foreign visit as a head of the new government to Kazakhstan and Turkmenistan, and stress that this is an indication of the importance attached to improving relations with the Turkish states by the new cabinet. /Cumhuriyet/ [12] TURKISH OLYMPIC TEAM'S SUCCESSThe Turkish team was ranked second in the 29th International Chemistry Olympics held in Montreal, Canada. The Turkish team was trained and coordinated by academicians from the Middle East Technical University in Ankara. Students from all over the world competing in the Chemistry Olympics had to perform various amazing experiments and sweat on resolving perplexing theoretical dilemmas. /Hurriyet/[13] SALT TRADE TO IMPROVE TURCO-GREEK FRIENDSHIPBergama Mayor Sefa Taskin, Chamber of Trade Chairman Ali Ihsan Surer and a number of Bergama businessmen will pay today a visit to the Greek island of Mytelene within the framework of a project for improving Turco-Greek friendship. Mayor Taskin said that they were scheduled to meet Mytelene Governor Elekhos Mathielis and Greek entrepreneurs.
