BUT WESTERN DIPLOMATS SAY THE AGREEMENT WAS NOT ENOUGH. THE WESTERN POWERS ARE DEMANDING THAT SERBIA WITHDRAW FORCES THAT HAVE BEEN POUNDING VILLAGES IN SOUTHERN KOSOVO, ALONG THE ALBANIAN BORDER.
