BUT WESTERN DIPLOMATS SAY THE AGREEMENT WAS NOT ENOUGH. THE WESTERN POWERS ARE DEMANDING THAT SERBIA WITHDRAW FORCES THAT HAVE BEEN POUNDING VILLAGES IN SOUTHERN KOSOVO, ALONG THE ALBANIAN BORDER.

OPPOSITION LEADER VUK DRASKOVIC EXPRESSED THE WIDELY HELD VIEW AMONG MOST SERBS THAT THE WITHDRAWAL OF FEDERAL TROOPS FROM KOSOVO WOULD MEAN SURRENDERING THE PROVINCE TO TERRORISTS.

    ANALYST PAUL KANDEL OF THE RUSSIAN ACADEMY OF SCIENCES INSTITUTE FOR EUROPE ARGUES A CASE SIMILAR TO THAT OF MR. PRIMAKOV.
