    TEXT: DOZENS OF BUSES PACKED WITH THOUSANDS OF HEAVILY-ARMED SERBIAN POLICEMEN HAVE LEFT KOSOVO SINCE MONDAY. THE MASSIVE POLICE MOVEMENT FOLLOWS A LIMITED DRAWBACK OF YUGOSLAV ARMY UNITS TO THEIR BARRACKS.

    COMMANDER SHABAN SHALA SAYS THAT THE YUGOSLAV TROOP PULLBACK IS A "MASQUERADE" THAT DOES NOT AMOUNT TO A REAL WITHDRAWAL.

    THE K-L-A IS FIGHTING FOR AN INDEPENDENT STATE IN KOSOVO. SERBIAN SECURITY FORCES HAVE BEEN ACCUSED BY WESTERN GOVERNMENTS OF USING EXCESSIVE FORCE -- AND COMMITTING ATROCITIES -- IN THEIR BATTLE AGAINST THE K-L-A.

    SOME OF THE YUGOSLAV ARMY UNITS BEING WITHDRAWN TO BARRACKS WERE ONLY DEPLOYED A WEEK AGO -- WELL AFTER NATO THREATENED TO USE AIR STRIKES. THEIR RETURN TO BARRACKS HAS RAISED WESTERN DIPLOMATIC CONCERNS THAT YUGOSLAV OFFICIALS ARE ENGAGED IN A SHOW OF COMPLIANCE, BUT NOT A REAL EFFORT TO PULLBACK FROM THE BATTLEFIELD.

    WESTERN DIPLOMATS SAY THAT AN ACTIVATION ORDER FOR POSSIBLE NATO BOMBING MAY BE EXTENDED PAST THE DEADLINE TO KEEP PRESSURE ON THE YUGOSLAV GOVERNMENT NOT TO REDEPLOY ITS FORCES.

    A SPOKESMAN FOR THE U-S-LED KOSOVO DIPLOMATIC OBSERVER MISSION SAID THAT WESTERN OBSERVERS ESTIMATED THAT FOUR-THOUSAND SERBIAN POLICEMEN HAVE LEFT KOSOVO SINCE MONDAY.

    DIPLOMATIC MISSION SPOKESMAN RICHARD HUCKABY SAID HE WAS ENCOURAGED BY THE MOVEMENT, ADDING THAT -- IN HIS WORDS -- THINGS ARE MOVING IN THE DIRECTION WE WANT TO SEE THEM GO.

    HE CAUTIONED THAT IT IS STILL TOO EARLY TO TELL IF THE SERBIAN ARMY AND POLICE PULLBACKS ARE IN COMPLIANCE WITH NATO AND U-N DEMANDS.

    AMBASSADOR HILL TOLD THE INDEPENDENT MEDIA IN BELGRADE THAT IT IS URGENT TO TRANSLATE THAT PROMISE INTO REALITY AS SOON AS POSSIBLE TO REDUCE THE VIOLENCE AND PREVENT A POTENTIAL HUMANITARIAN DISASTER IN KOSOVO.

    NATO AMBASSADORS SAY THEY ARE SATISFIED THAT THIS AMOUNTS TO SUBSTANTIVE COMPLIANCE WITH THE DEMANDS OF THE INTERNATONAL COMMUNITY. SO THEY HAVE DECIDED TO LIFT THE THREAT OF IMMEDIATE MILITARY ACTION -- WHILE WARNING THE ALLIANCE REMAINS READY AND WILLING TO USE FORCE IF THE SERBS SEND FRESH FORCES INTO KOSOVO.

    ALLIANCE SECRETARY-GENERAL JAVIER SOLANA SAYS IF THERE IS EVIDENCE OF SUBSTANTIVE NON-COMPLIANCE, NATO WILL BE READY TO USE FORCE.

    THE AMBASSADORS HAVE REQUESTED THEIR MILITARY AUTHORITIES TO REMAIN PREPARED TO CARRY OUT MILITARY OPERATIONS, IF NECESSARY. THE HUNDREDS OF AIRCRAFT AND WARSHIPS WITHIN STRIKING DISTANCE OF YUGOSLAV TARGETS REMAIN ON A STATE OF ALERT.

    MR. SOLANA CLAIMS THAT PRESIDENT MILOSEVIC ONLY MOVES [YIELDS] WHEN HE IS PRESENTED WITH A CREDIBLE THREAT OF FORCE. DESPITE THE PROGRESS THAT HAS BEEN MADE, HE ADDS THE CRISIS IS STILL FAR FROM OVER.

    NATO IS STILL DETERMINED TO SEE SUCCESSFUL NEGOTIATIONS ON A PERMANENT POLITICAL SOLUTION TO THE CRISIS IN KOSOVO.

    THE SECRETARY-GENERAL WARNS THE AUTHORIZATION FOR NATO AIR STRIKES REMAINS ACTIVE, ALTHOUGH A FURTHER MEETING OF NATO AMBASSADORS WILL BE NEEDED FOR MILITARY ACTION TO GO AHEAD.

    OFFICIALS SAY NATO HAS SOME SYMPATHY FOR ARGUMENTS BY THE YUGOSLAVIAN LEADERSHIP THAT A TOTAL WITHDRAWAL OF FORCES FROM KOSOVO WOULD EFFECTIVELY HAND OVER CONTROL OF THE PROVINCE TO KOSOVO LIBERATION ARMY REBELS.
