    INTRO: NATO HAS APPROVED PLANS FOR WHAT'S CALLED A RAPID REACTION FORCE TO BE STATIONED IN MACEDONIA JUST ACROSS THE BORDER FROM YUGOSLAVIA'S KOSOVO PROVINCE. V-O-A'S RON PEMSTEIN REPORTS FROM BRUSSELS THAT NATO AMBASSADORS APPROVED THE FORCE TO SUPPORT UNARMED CIVILIAN OBSERVERS IN KOSOVO.

    TEXT: THIS IS SUPPOSED TO BE A RAPID REACTION FORCE THAT WILL STAND BY IN MACEDONIA AND PULL OUT THE TWO-THOUSAND CIVILIANS, IF THEY RUN INTO TROUBLE WHILE CARRYING OUT THEIR DUTIES IN KOSOVO.

    THE APPROVAL OF THE OPERATION PLAN WAS TAKEN BY THE AMBASSADORS IN WHAT OFFICIALS CALL A "SILENT PROCEDURE." THIS IS WHEN A PREVIOUSLY DISCUSSED PLAN GOES AHEAD, IF THERE IS NO OBJECTION BY A CERTAIN TIME. WITH THIS ACTION, NATO'S SUPREME COMMANDER, GENERAL WESLEY CLARK, CAN NOW GET FORMAL OFFERS FROM THE COUNTRIES THAT HAVE AGREED TO CONTRIBUTE TROOPS TO THE STAND-BY FORCE.

    THE RAPID REACTION FORCE IS EXPECTED TO BE BETWEEN 12-HUNDRED AND 18-HUNDRED TROOPS -- ABOUT HALF OF THEM COMING FROM FRANCE. GERMANY, BRITAIN AND THE NETHERLANDS HAVE PUBLICLY ANNOUNCED PLANS TO TAKE PART IN THE FORCE, WHICH WILL BE COMMANDED ON THE GROUND BY A FRENCH GENERAL.

    NATO OFFICIALS SAY WHEN GENERAL CLARK HAS THE FORMAL OFFERS OF TROOPS, THE NATO AMBASSADORS WILL ACTIVATE THE FORCE IN MACEDONIA. THE PROBABLY WILL COME LATE NEXT WEEK.

    THE UNITED STATES DOES NOT PLAN TO TAKE PART IN THE GROUND FORCE BUT IS CONTRIBUTING OBSERVATION PLANES AND PILOTS TO NATO'S AERIAL SURVEILLANCE OF KOSOVO.

    AMBASSADORS DISCUSSED KOSOVO AT THEIR FRIDAY MEETING HERE AND AN OFFICIAL SAYS THEY EXPRESSED CONCERN THAT VIOLENCE IN THE YUGOSLAV PROVINCE COULD AGAIN DEVELOP INTO A MAJOR CONFLICT. (SIGNED)

    INTRO: A UNITED NATIONS SURVEY IN SERBIA'S KOSOVO PROVINCE SHOWS THAT 60 PERCENT OF THE HOUSES WERE DESTROYED OR SEVERELY DAMAGED IN VILLAGES WHERE FIGHTING TOOK PLACE. LISA SCHLEIN IN GENEVA REPORTS THE U-N TEAM STUDIED 240 OF THE PROVINCE'S 350 VILLAGES.

    TEXT: THE SURVEY REPORTS THAT 90 VILLAGES WERE UNAFFECTED BY THE CONFLICT, WHILE THE REMAINING 150 HAD VARYING DEGREES OF DAMAGE. FURTHERMORE, THE SURVEY FINDS ABOUT 40 PERCENT OF THE HOUSES ARE HABITABLE WITH LITTLE OR NO DAMAGE, ABOUT ONE-THIRD ARE DESTROYED, AND 29 PERCENT HEAVILY DAMAGED AND IN NEED OF MAJOR REPAIR. THE SURVEY ALSO ESTIMATES THAT 100-THOUSAND PEOPLE ARE STILL DISPLACED WITHIN KOSOVO AND THAT ANOTHER 125-THOUSAND PEOPLE ARE LIVING IN OTHER COUNTRIES.

    THE SPOKESMAN FOR THE U-N REFUGEE AGENCY (U-N-H-C-R) KRIS JANOWSKI, SAYS INFORMATION FROM THE SURVEY WILL HELP THE UNITED NATIONS KNOW WHERE ASSISTANCE IS NEEDED.

WE DON'T HAVE THAT KIND OF MATERIAL, THAT KIND OF PERSONNEL AND SO ON AND SO FORTH.     THE U-N-H-C-R SPOKESMAN ALSO SAYS SERB TROOPS ARE CONTINUING TO TERRORIZE ETHNIC ALBANIANS. HE SAYS YUGOSLAV TROOPS EARLIER THIS WEEK ENTERED A VILLAGE NEAR THE TOWN OF PRIZREN, NEAR THE BORDER WITH ALBANIA, IN SEARCH OF WEAPONS.

LAUREN COMITEAU IN THE THE HAGUE REPORTS THE FOUR DEFENDANTS -- THREE BOSNIAN MUSLIMS AND ONE CROAT -- HAVE BEEN ON TRIAL FOR A YEAR AND A HALF.

    TEXT: THE CELEBICI TRIAL HAS BEEN ONE OF EPIC PROPORTIONS FROM THE START. THE WAR CRIMES TRIBUNAL'S FIRST JOINT TRIAL SAW FOUR DEFENDANTS, EIGHT DEFENSE LAWYERS, AND A TABLE OF PROSECUTORS BATTLING IT OUT BEFORE THREE JUDGES -- OFTEN IN LESS THAN CORDIAL TERMS. ABOUT 120 WITNESSES AND 690 EXHIBITS PASSED THROUGH THE CROWDED COURTROOM AT A GLACIAL PACE.

    PROSECUTORS CHARGE THAT AT LEAST 14 BOSNIAN SERBS WERE MURDERED AT CELEBICI IN 1992, WHERE THEY WERE KEPT IN SUBHUMAN CONDITIONS. AND THEY SAY THE DEFENDANTS -- WHO RANGE FROM A COMMANDER OF MUSLIM-CROAT FORCES TO A PRISON GUARD -- ARE EITHER DIRECTLY RESPONSIBLE FOR THOSE CRIMES OR SHOULD HAVE KNOWN ABOUT THE ABUSES AND USED THEIR AUTHORITY TO STOP THEM. NOW, 20 MONTHS AND 16-THOUSAND PAGES OF COURT TRANSCRIPTS LATER, PROSECUTORS WILL FIND OUT IF THEY HAVE PROVED THE DEFENDANTS' ROLES IN THE MULTIPLE MURDERS, HORRIFIC TORTURES, AND SEXUAL ASSAULTS THAT THEY SAY AWAITED SERB PRISONERS IN CELEBICI.

    MR. BABIC TOLD THE COURT THAT TWO OF THE DEFENDANTS -- DEPUTY CAMP COMMANDER HAZIM DELIC AND PRISON GUARD ESAD LANDZO -- PUT A MASK OVER HIS EYES AND BEAT HIM UNTIL HE WAS ALMOST UNCONSCIOUS. HE SAYS ESAD LANDZO WAS THE MAN WHO POURED GASOLINE OVER HIS LEG AND THEN SET IT ON FIRE.

    MR. LANDZO TESTIFIED HE DOES NOT REMEMBER MIRKO BABIC. BUT HE SAID HE DOES REMEMBER SETTING ANOTHER MAN ON FIRE.

    HE SAID IT WAS OUT OF PURE IGNORANCE THAT HE SET A PRISONER'S CLOTHES ON FIRE, THINKING THE EFFECT WOULD NOT BE SO BAD. BUT HE HEARD HERE IN COURT THAT THE MAN WAS WEARING SYNTHETIC CLOTHING, SO THE RESULT WAS IN FACT VERY BAD.

    ESAD LANDZO IS THE ONLY ONE OF THE FOUR DEFENDANTS TO ADMIT SOME GUILT. BUT HE SAYS HIS COMMANDER, CO-DEFENDANT HAZIM DELIC, MADE HIM COMMIT THE CRIMES. HAZIM DELIC SAYS THAT IS A LIE.

    ESAD LANDZO'S LAWYER ARGUED FOR A FIVE YEAR SENTENCE FOR HER CLIENT, SAYING HE HAS BEEN REFORMED IN JAIL. BUT PROSECUTOR TERESA MCHENRY ASKED JUDGES FOR HARSHER SENTENCES FOR ALL THE DEFENDANTS WHO ARE FOUND GUILTY.

    PROSECUTORS URGED JUDGES TO HAND DOWN LIFE SENTENCES TO HAZIM DELIC AND ESAD LANDZO, WITH LESSER SENTENCES TO THE TWO OTHER DEFENDANTS.

    SINCE THE START OF THIS TRIAL, THE NUMBER OF SUSPECTS IN THE TRIBUNAL'S CUSTODY HAS JUMPED FROM SEVEN TO 26, WITH MANY OF THE NEWER SUSPECTS CHARGED WITH MORE SERIOUS CRIMES THAN THE CELEBICI DEFENDANTS.

    TEXT: TURKISH POLICE CHIEF NECATI BILICAN ANNOUNCED NEWS OF ABDULLAH OCALAN'S DETENTION BY ITALIAN POLICE FROM GERMANY WHERE HE IS ON AN OFFICIAL VISIT. MR. BILICAN SAYS THE P-K-K LEADER WAS DETAINED AT ROME AIRPORT THURSDAY EVENING AFTER GETTING OFF A PLANE FROM MOSCOW. HE WAS ALLEGEDLY CARRYING A FORGED TURKISH PASSPORT.

    TURKISH TELEVISION REPORTED THAT THE REBEL KURDISH LEADER HAD BEEN TAKEN TO AN ITALIAN MILITARY HOSPITAL FOR A PHYSICAL AND THEN PUT IN JAIL. THE REPORT COULD NOT BE INDEPENDENTLY CONFIRMED. TURKISH JUSTICE MINISTER HASAN DENIZKURDU SAID HIS COUNTRY WOULD DO EVERYTHING POSSIBLE TO EXTRADITE THE P-K-K LEADER, WHO IS ON INTERPOL'S LIST OF MOST WANTED CRIMINALS.

    TURKISH OFFICIALS SAY THEIR AMBASSADOR TO ITALY HAS ALREADY OFFICIALLY DEMANDED THE P-K-K LEADER'S EXTRADITION.

    AN ETHNIC KURD FROM TURKEY'S SOUTHERN PROVINCE OF GAZIANTEP, ABDULLAH OCALAN FOUNDED THE P-K-K IN THE LATE 1970'S. THE GROUP'S OBJECTIVE WAS TO ESTABLISH THROUGH ARMED STRUGGLE AN INDEPENDENT "KURDISTAN," CARVED MAINLY OUT OF TURKEY. THAT ARMED STRUGGLE HAS SO FAR CLAIMED NEARLY 40-THOUSAND LIVES.

    THE REBEL GROUP -- WHICH IS ESTIMATED TO HAVE AROUND FIVE-THOUSAND FIGHTERS, INCLUDING OVER 500 WOMEN -- IS REGARDED AS A TERRORIST GROUP BY TURKEY AND THE UNITED STATES.

    ABDULLAH OCALAN'S CAPTURE IS BEING HAILED BY TURKISH OFFICIALS AS A MAJOR VICTORY AGAINST THE P-K-K. BUT IN THE EYES OF MANY ETHNIC KURDS BASED IN SOUTHEAST TURKEY AND NORTHERN IRAQ, THE P-K-K IS VIEWED AS THE ONLY KURDISH MOVEMENT TO HAVE SUCCEEDED IN FORCING TURKEY TO ACKNOWLEDGE THE KURDS' EXISTENCE AS A SEPARATE ETHNIC GROUP. STILL, OBSERVERS SAY THE BRUTAL METHODS EMPLOYED BY THE REBELS, WHICH INCLUDE MURDERING KURDISH CIVILIANS WHO SIDE WITH THE TURKISH STATE, HAS REINFORCED THE GROUP'S TERRORIST IMAGE, BOTH AT HOME AND ABROAD.     PRIME MINISTER YILMAZ DESCRIBED THE ARREST OF THE P-K-K LEADER AS A MAJOR TURNING POINT IN TURKEY'S BATTLE AGAINST SEPARATIST TERRORISM.

    ABDULLAH OCALAN -- AN ETHNIC KURD FROM TURKEY'S SOUTHERN PROVINCE OF SANLIURFA -- IS A UNIVERSITY DROP OUT WITH A PASSION FOR SOCCER. HE FOUNDED THE P-K-K IN THE LATE 1970'S, WITH THE GOAL OF ESTABLISHING AN INDEPENDENT "KURDISTAN" CARVED MAINLY OUT OF TURKEY THROUGH AN ARMED STRUGGLE AGAINST THE TURKISH GOVERNMENT. NEARLY 40-THOUSAND PEOPLE HAVE DIED IN THE CONFLICT SO FAR.

    THE REBEL GROUP IS ESTIMATED TO HAVE AROUND FIVE-THOUSAND FIGHTERS INCLUDING MORE THAN 500 WOMEN. IT IS REGARDED AS A TERRORIST GROUP BY TURKEY, THE UNITED STATES, AND LEADING EUROPEAN GOVERNMENTS.
