    MEDIA CONSIDERED UNPATRIOTIC BY THE GOVERNMENT CAN BE FINED UP TO 240-THOUSAND DOLLARS.     THE HOPE IS THAT THIS MEETING WILL BE THE FIRST, BUT NOT THE LAST, AND THAT A MORE PERMANENT POLITICAL DIALOGUE CAN BE ESTABLISHED. THE EUROPEAN UNION IS ALREADY INVOLVED IN SENDING FOOD AID TO NORTH KOREA, WHERE SHORTAGES HAVE LED TO SERIOUS STARVATION.

    EUROPE IS ALSO A PARTNER WITH THE UNITED STATES, SOUTH KOREA AND JAPAN IN A NUCLEAR PROGRAM, WHICH IS DESIGNED TO DISMANTLE NORTH KOREA'S NUCLEAR MISSILES IN RETURN FOR THE CONSTRUCTION OF NEW NUCLEAR POWER PLANTS.
