[01] DETENTION FOR SUSPECT KILLER OF JAILS GENERAL DIRECTORTIRANA, AUGUST 5 (ATA) - Judge of Tirana Law Court Ahmet Metalia decided, Saturday, measure of detention for an Albanian citizen, who is suspected to be one of the killers of Bujar Kaloshi General Director of Albanian Jails.Metalia said that the detainee is Artan Basha. The court approved the measure of detention asked by Tirana prosecutor's office. Bujar Kaloshi, 40, was killed on July 26, 1996, outside his home in the suburbs of the capital Tirana, when he had just stepped into his official car. He was shot by three persons wearing sports clothes, allegedly in cross-country race. Kaloshi at the moment of the shooting was accompanied only by the driver, who was unarmed. The killers trying to eliminate the witness pursued and attempted to kill the driver who escaped. They had heavily wounded a woman about 50, while shooting at the driver. ake/kled/fh/sh/ Albanian Telegraphic Agency[02] ITALIAN COMPANY TO ENSURE CONTINUOUS SUPPLY WITH ELECTRICITYTIRANA, AUGUST 5 (ATA)- By N.Mano,Italian company "Enel", which ranks second in the world for installed electric power and number of consumers, is assigned with the application of the project for the reconstruction of the electricity network in Tirana, Durres and Shkodra. The project, part of the economic cooperation with Albania, will be applied in three stages. After the first stage, which helped overcome emergency problems through an Italian government's grant of 6.5 billion liras, the second stage is underway. The second stage is being realised with an aid credit of 8.5 billion liras. The third stage, a fund of 11 billion liras, will deal with the reconstruction of the electricity network in other Albanian cities. kled/lm/sh/ Albanian Telegraphic Agency[03] BUILDING OF NEW CUSTOMS COMPLEX OF KAKAVIJA BEGINSGJIROKASTER, AUGUST 5 (ATA)- By Sh.Hajno, Works for the construction of a new customs complex, worth $ 1.8 million, at the border point of Kakavija in Gjirokastra district, southern Albania.The fund of 1.8 million dollars released for the construction of the Kakavija border point with Greece has been made possible by the PHARE Programme of the European Union and Albanian government funds. The construction company that has won the tender for this complex is "Tris" and the works are scheduled to be completed in five months. Over 100 workers will be employed. Kakavija's customs complex is the second of this kind built in Albania after that of Qafe Thane, border point with Madeconia. a.ke/kled/lm/sh/ Albanian Telegraphic Agency[04] PROJECT FOR QUALITATIVE ARBORICULTURETIRANA, AUGUST 5 (ATA) By S Sharrexhi - An Italian government project, worth some 2.5 billion Italian lire, will open way to the qualitative development of arboriculture in Albania.The first phase of the work started, by creating project's legal basis, right after the signature of an agreement between Albanian Ministry of Agriculture and Food and the Mediterranean Agricultural Institute in Bari (Italy). The Italian investment in this project consists in bringing plants and laboratory equipment and in offering qualitative technical assistance for the Albanian personnel and specialists. kled/fh/sh/ Albanian Telegraphic Agency[05] NEW ARCHAEOLOGICAL MUSEUM IN DURRESDURRES, AUGUST 5 (ATA) By S Gjordeni - A new archaeological museum was finished recently in Durres town.It had started from 1992 and remained unfinished for years. This museum was finished due to a German aid of DM400 released at the beginning of this year. The Albanian constructing firm "Erzeni" finished it. German specialists are expected to arrive soon to realise the inner building study. The Durres municipality has accorded some 4 million leks for adjustment of outer premises, electric energy supply and sewage systematisation. ake/kled/fh/sh/ Albanian Telegraphic Agency[06] ANTIQUES' SMUGGLERS UNDER ARRESTTIRANA, AUGUST 5 (ATA) - Police put under arrest, in Fier (South-western Albania), two smugglers of antique objects, said on Sunday, newspaper "Gazeta Shqiptare."They both, one inhabitant of Pojan town (Western part of Fieri) and the other money changer from Fier, were charged of selling to another man objects of historic value for about USD40 thousand. The judges signed detention for the two smugglers. The buyer is also hunted down by police. eva/fh/sh/ Albanian Telegraphic Agency[07] PROTEST OF FORMERLY POLITICALLY PERSECUTED DEMOCRATSTIRANA, AUGUST 5 (ATA)- The Anticommunist Association of the Formerly Politically Persecuted Democrats protests against a decision of the Appeals Court saying :"No tolerance for communist criminals".The protest has to do with the decision of July 24, 1996 on five persons responsible for the internal exile crime during communist dictatorship considered by our laws a crime against humanity. "The unexpected decision of the Appeals Court to release Haxhi Lleshi and Manush Myftiu on probation, after the Tirana Court had sentenced them to life imprisonment, and to revoke death sentences on Aranit Cela, Rrapi Mino and Zylyftar Ramizi, whom the Tirana Court had sentenced to life imprisonment, is an open challenge by certain segments of Albanian justice to the implementation of the enforced laws," the protest says. The presidency of the association expresses its concern and protests against "this absurd situation created at various levels of the Albanian courts, which consider the same crime from one extreme to the other". This fact is of greater concern when having to do with verdicts on persons directly responsible for crimes against innocent people", the protest says. "We protest against the commuted sentences levelled against five chiefs of communist genocide in Albania and are convinced they will be reexamined by our courts' high level bodies. This will serve the strengthening of the democratic order in Albania and be a very meaningful indication of the Albanian justice", the protest concludes. MORE Albanian Telegraphic Agency[09] New NATO boss in Bosnia warns violatorsSARAJEVO, Aug 5 (Reuter) - The new commander of NATO-led peace forces in Bosnia (IFOR), Admiral T. Joseph Lopez, warned factional military leaders on Monday that future violations of the Dayton peace deal would be dealt with swiftly and firmly.Lopez spoke to reporters in Sarajevo after his first meeting with army leaders from Bosnia's three formerly warring factions. "Let me be absolutely clear, we will take firm, swift action against future violations," Lopez said, referring to the factions' duty to declare and store weapons and equipment at IFOR-approved sites across Bosnia. IFOR continues to discover weapons and equipment in undeclared or unauthorized locations even though the deadline for final storage expired more than three months ago. In the latest incident only last Friday, NATO peace troops seized a cache of weapons at a Croat police station in western Bosnia, including a 106mm recoilless rifle, anti-tank weapons, grenades, mortars, mines and 20 assault rifles. "Weapons that are undeclared or in unauthorized locations will be confiscated and, if found illegal, destroyed," Lopez said outside his Sarajevo headquarters. He was accompanied by Bosnian government army General Rasim Delic, Bosnian Croat General Zivko Budimir and General Zdravko Tolimir of the Bosnian Serb army. "While significant strides have been made toward compliance there is still much more work that must be done...I am confident that, together, we will succeed in the pursuit of peace, stability and free enterprise." Lopez, an American, cast doubt on a report in Britain's Sunday Times that U.S. special forces were poised to snatch Radovan Karadzic, the former President of Bosnia's Serb Republic who has twice been indicted for war crimes. "I did see the article but I have no knowledge of any sort of operation, " he said. "IFOR is concerned with stability in this region and we will continue with our mission just as we have before." NATO's position since it began its mission here has been that it will not hunt down indictees but will detain them if they are encountered in the normal course of duty. REUTERAlbanian Telegraphic Agency[10] "VISIT" OF THE CHIEF OF "TIGERS" IN KOSOVA - AN OMINOUS WARNINGTIRANA, AUGUST 5 (ATA) - By Lindita Karadaku: Accompanied by scores of armed Serbs, Zhelko Raznjatovic, called Arkan, "visited" Kosova right after the recent incidents against Serbian police stations. Together with his paramilitary formations, he paraded on the streets of Prishtine and Podujeva.The "visit" to Kosova of the chairman of the Party of Serbian Unity right after the recent incidents is an ominous warning which shows that Kosova is part of the strategy of "tigers", paramilitary militiamen led by Arkan, authors of the massacres of 1991 in Eastern Slovenia and in 1992 in the eastern area of Bosnia. The warning becomes more ominous with the region full of Serbian soldiers, policemen and military arsenal, and on the basis of the fact that the task of "the tigers" is to "purge" what remains after the actions of the Serbian army in the suburbs and villages. Before the war in Yugoslavia, Arkan was a bandit and an ordinary criminal sentenced with 20 years of imprisonment for theft, deceit and bank robbery, wanted by the Interpol of seven countries. Time and again he has warned that he "will deal" with the question of Kosova. As a "deputy" of Kosova to the Serbian parliament, he has demanded that professional forces be installed on the borders with Albania. In July this year, Arkan "forecast" that broad conflicts may burst in Kosova in the coming year. This "forecast" has been made along his "visits" and those of his men to various places of Kosova. Serbian paper Jedinstvo" said that Arkan has threatened the Albanians with their expulsion from Kosova. The paper cites Arkan in a news conference in Peja, near the border with Albania, to have said that his party "will be committed to make all the Albanians not loyal to the Serbian state leave Kosova." The presence of Arkan and paramilitary forces in Kosova is part of the strategy of Milosevic to fight in Kosova by all manner of means. Since June 1989, on occasion of the 600th anniversary of the battle of Fushe- Kosova, Milosevic warned: "Today, after 600 years, we are again at war, this has not yet come to arms, but an armed struggle may also be a reality in the future." pas/xh/ Albanian Telegraphic Agency[11] ALBANIAN GOVERNMENT ADOPTS TWO DECISIONS IN THE EDUCATION FIELD AND SOME DRAFT LAWS IN THE FISCAL FIELDTIRANA, AUGUST 5 (ATA) - In its today's meeting, the Council of Ministers passed two important decisions in the field of education. The first decision is related with the eight form education in the mother tongue of the national minorities. Its aim is a greater possibility for education in the mother tongue of the children of the Greek minority in the cities of Saranda, Delvina and Gjirokastra.The decision was presented to the Council of Ministers by the Ministry of Education and Sports right after the talks on this issue between the presidents Berisha and Stefanopoullos in their latest meeting in Tirana. The second decision has to do with an amendment to the decision on admissions to students in the university during 1996-1997 school year which envisages that the procedures of competition for the admission of the students from the territories outside the country's borders be made in the universities or other higher schools in the Republic of Albania. The Council of Ministers also adopted an amendment to the law on the levies for the small business. It suggests a reclassification of the small business activities for the account of taxes. The Council of Ministers also passed the following laws: "On an amendment to the law on the profits tax" which envisages that all local and foreign subjects that will start their activity in the territory of the Republic of Albania, will have a lower profit tax for a period up to two years from the beginning of the activity. The meeting also passed the law "On the ratification of the agreement on technical cooperation in the field of mining search" between the Mining and Metal Agency of Japan and the Ministry of Mining and Energy Sources of Geoalba. The Council of Ministers adopted some decisions on the organization of the work for Albania's membership in the World Trade Organization, for the adoption in principle of the financing of credits by the European Bank of Investments for the project "220 KW sub-station in Vlora and the 220 KW line in Vlore-Fier to the tune of 12 million ECU, for the changing of the transportation tariffs for passengers which envisages that beginning with September 1st, the tariffs of urban transport in the lines up to 9 km long become 10 lek, and higher railway transportation tariffs. ksh/xh/ Albanian Telegraphic Agency[12] A DUTCH NATIONAL OF ALBANIAN ORIGIN SURRENDERS IN ALBANIA AFTER KILLING HIS WIFE IN OHRIDPOGRADEC, AUGUST 5 (ATA) - Vedat Maliqi, 32 years, of Albanian nationality and Dutch citizenship, having killed his wife in his birthplace in Ohrid city, surrenders in Albania.Maliqi, living in Holland, has reached the Albanian border point of Qafe Thana on Sunday early afternoon, in a Wolswagen with the number plate ZK 92YZ, Albanian Foreign Ministry spokesman reports. Maliqi claimed he was beaten and maltreated by Macedonian police and was surrendering not to return to Macedonia any more. According to the spokesman, Maliqi has received medical treatment and after questions made to him he has declared that he had killed his wife in Ohrid and had escaped the Macedonian police. The Macedonian party has asked a meeting with the Albanian party today afternoon. ksh/xh/ Albanian Telegraphic Agency[13] GREEK CAUGHT IN SARANDA AFTER WIND HAD TAKEN HIS BOAT TO ALBANIAN WATERSSARANDA, AUGUST 5 (ATA) - Last Sunday a Greek national was caught in Albanian waters after his boat was sailing in these waters from the wind.Jorgo Korkodhime, 24, from Corfu, with a 15 horse power boat, was caught by the service units of the border police station in Kakome, Interior Ministry spokesman reports. The Greek claimed it was the wind that had taken him to the territorial waters of Albania because his boat engine had failed. According to the spokesman, the Greek national has been sent to the police commissariat. ksh/xh/ Albanian Telegraphic Agency[14] TWO ARMED DRUG-TRAFFICKERS ARRESTEDTIRANA, AUGUST 5 (ATA) - The citizens Florian Viktor Shkoza, 25, from Lac village of the commune of Vau i Dejes in Shkodra district and Pjeter Ndue Pergjeca, from the same commune of this district, were arrested last Sunday.According to the spokesman of the Albanian Interior Ministry, Shkoza and Pergjeca were caught on Saturday by the border sector service unit of Vllade, near the border sign No. 4.
