    Tirana, OCT. 25 (ATA) - Italian Ambassador in the Yugoslav Federation, Francesco Bazone visited the province of Kosova recently for a periodical study of the political and economic situation of the zone with a majority ethnic Albanian population.

    The Ambassador reiterated the European call for a greater respect of the human rights and for a dialogue which would lead to a greater autonomy, but he also stressed that Europe would not support any effort leading to parting from most radical Albanian elements.

    Bazone had meetings with the prefect of the region, Aleksa Jokic, President of Kosova Ibrahim Rugova and other local political leaders. rxh/jz/xh/sh/

    [02] PARTICIPATION IN VOTING - THE MAIN IDEA OF SP

    - SP meetings for the second round of polls in Delvina and Saranda -

    TIRANA, OCT. 25 (ATA) - The SP Secretary General Rexhep Mejdani and organizational secretary of this party, Namik Dokle took part in the meetings SP held in the districts of Delvina and Saranda, where SP candidates will compete with DP for the post of the mayor.

    "The progress cannot be made with a few people," said Mr Mejdani. In this context, the people of Delvina should contribute with its vote in favour of SP, by supporting this party's candidate, Mersin Arapi.

    In Saranda, where Astrit Llane is the candidate of SP, Mejdani stressed the need of voters' participation in the ballot. ssh/kled/xh/sh/

    [03] DP LEADER CONTINUES ELECTORAL CAMPAIGN FOR THE RUNOFF

    TIRANA, OCT. 25 (ATA) - By Hajno, H Koci: Last Friday, the DP branch of Delvina, Southern Albania, held a rally in the city square in which DP chairman Tritan Shehu took part.

    Taking the floor, Shehu voiced the conviction that the Democratic Party will win on Oct.27 also in Delvina, Skrapar, Polican.

    Shehu expressed the security that in the second round of polls Delvina people will vote for the democratic alternative, which is represented by the DP candidate for Mayor in that city, Pellumb Brahimi.

    Shehu also attended a meeting held by the DP branch in Saranda. He expressed his consideration for the voters who gave their ballot to DP even in those constituencies which were considered as bastions of socialists and voiced the conviction that on Oct. 27, Saranda people will vote for the DP candidate for Mayor, Capajev Zeraj.

    Chairman of DPA was Friday in Vlora city to attend a rally held for the Sunday's runoff.

    Shehu said that the Vlora people will say 'no' to the communist phantasm and will vote for the DP alternative, for freedom and progress.

    He called on the Vlora electorate to vote for Gezim Zila, who, by implementing the DP program at local level, will carry Vlora towards the future sooner.

    Shehu also met with the inhabitants of the municipality of Himara and the city of Permet.

    In the meeting held with inhabitants of the city of Gjirokastra, the DPA chairman told them that the people of this distinguished city cannot separate their future from that of all Albania.

    Mr Shehu appealed to the Gjirokastra electorate to vote for the DP candidate Ylli Shehu on October 27 second round. ake/kei/xh/k

    [04] PRESS REVIEW

    TIRANA, OCT 26 (ATA) - With regard to the second round local elections to be held Sunday in Albania, Rilindja Demokratike paper carries the article "DP will deepen the victory". It also publishes the editorial "The blue runoff". The DP will face the runoff in 22 municipalities and 88 communes, after winning in 37 municipalities and 193 communes, reports the paper. "The socialists, falsifiers and losers", is another article published by the paper. The Albanian Socialists do not accept the loss of October 20, writes the paper among others.

    Zeri i Popullit, quoting a statement of the US State Department spokesman, Nicolas Burns, under the title "Albania: First round of local elections", writes: "While the preparations for the second round of local elections on October 27 continue, we incite the Albanian government and all the other political parties to follow the international democratic practice. "Socialists' victory requests participation in ballots and determination", writes the paper regarding the meetings of the SP leaders with the electorate. "The right wing is coming", entitles Republika paper its editorial, which says among others that it is a long time that the Albanian right wing is knocking on its electorate."The socialists embrace DP", writes the paper. The SP Deputy Chairman, Luan Hajdaraga, has approved the platform of the DP electoral campaign, writes the paper.

    "The unfair game of figures", writes "Centre Pole" under the headline "The television comedy still continues in function of the local election second round. The United States pronounce on the elections, writes the paper, and stresses that the State Department manifests the careful American attitude towards October 20.

    Rilindja paper highlights the news conference of President Rugova under the title "We need to hold local elections in Kosova", while Sindikalisti writes: "The two-day general strike to be held soon".

    "On the verge of the runoff for local elections", is an article published by "Lajmi i Dites".

    Tribuna paper publishes the interview of new Kamza Mayor, Ruxhdi Keçi entitled "Kamza will be the modern gate of Tirana".

    In the heading "Analysis", Dita Informacion carries the article "Did they really lose so gravely?", while Bashkimi paper publishes the article: "After three suspections in the most monitored elections in Albania", regarding the the local elections of October 20.

    "Albania towards a new political class" is the editorial published by Albania paper. The paper writes that Socialists of Shkodra have offered their votes to the Shkodra Right Wing, against DP.

    "October 20 is not welcomed warmly in Washington", writes Koha Jone. The Sunday runoff has led the party heads from far Tirana to return to South Albania, dominated by the phenomenon of the re-run of elections, writes the paper under the title "The parties land in South".

    "The loss in elections, Nano's fault", writes Gazeta Shqiptare. The situation of the SP before the Congress, during or after it was reflected in the ballot turnout, writes the paper. /kled/mt/k

    [05] ALBANIAN PREMIER MEETS HEADS OF DELEGATIONS TO BSEC MEETING

    TIRANA, OCT 26 (ATA)- Prime Minister Alseksander Meksi held a series of bilateral meetings with state and government heads of the countries participating in the BSEC meeting.

    The meeting with the President of Turkey, Sulejman Demirel, was a confirmation of the very good relations between the two countries. Meksi briefed Demirel on the successful development of the elections and their result.

    Meksi also made known the Albanian government's options on the correct solution of the Kosova issue.

    Demirel stressed that Albania has been and continues to be backed by Turkey.

    Meksi met with Romanian Prime Minister Vakaroju and together exchanged views on the development of the reforms in the two countries. Meksi invited the Romanian Premier for a visit to Albania.

    Invited by the Russian Prime Minister, Cernomirdin, the state and government heads conducted talks without reporters' presence.

    In his talks with Russian Prime Minister Cernomirdin, the President of Ukraine, Kucma, the President of Georgia, Shevardnadze, and the President of Azerbaidjan, Aiev, Meksi exchanged views on the situation in the region, the development of the bilateral relations and other issues.

    Meksi was received at a separate meeting by Bulgarian President Zhelju Zhelev. Meksi familiarised him with the development of the privatisation process in Albania.

    Zhelev said that the steps made by Albania, the most isolated country during the Hoxha regime, are an example not only for the Balkan countries but for the whole post-communist countries.

    On the same day Premier Meksi met with his Greek counterpart Kostas Simitis. "I express my delight at the very good relations between us, especially after the visit of President Stephanopoulos to Tirana", said Simits. He said that a new stage of our economic development should respond to this level.

    Meksi confirmed the will of the Albanian government for the development of the relations with Greece. He asked Greece's backing in signing Albania's association agreement with the EU. jz/lm/Z/

    [06] ALBANIAN-AMERICAN FUND OF ENTERPRISES HELPING ALBANIAN BUSINESS

    TIRANA, OCT 26 (ATA)- By A.Lazaj,

    The Albanian-American Fund of Enterprises, FSHAN, will provide for ten years in succession some $30 million for credits and financing to help the Small and Medium Enterprises (SME) in Albania.

    "Our aim is to help both the process of the enterprises' privatisation and the SME", said Domenick Scaglione, head of the fund's board departments, founder and president of the Intercontinental Company Inc, a trade and investment consultative firm.

    FSHAN was created by the government of the United States to encourage investment in the Albanian private sector. Since the beginning of its operation in January 1996, FSHAN, has approved financing for 12 companies worth $ 4.3 million.

    The fund has the right to grant credit and become co-owner in a company at the extent it makes investment and to offer technical assistance to encourage fresh private investment.

    FSHAN will lay special emphasis on the encouragement of the small and medium enterprises as will as of the joint ventures with U.S. or foreign capital and with Albanian partners.

    All the firms in which FSHAN invests should have at least an Albanian or American co-owner.

    The fund's policy is to finance projects beginning with 200.000 to 1.000.000 USD.

    The credits have an annual interest rate, usually 15% or more and normally have no more than five year terms.

    The fund can finance projects in all the economic sectors and in every region of the country, and has no most favourite sector. kei/lm/Z/

    [07] MACEDONIAN COURT PUNISHES ALBANIANS FOR CARRYING ALBANIAN FLAG IN RALLIES

    TIRANA, OCT 26 (ATA)- The Macedonian tribunal has declared guilty the leaders of the Democratic Prosperity Party of Albanians of Macedonia, Arber Xhaferi and Mendu Thaci, because they carried the Albanian national flag in an electoral rally two years ago, the party's information centre reports.

    The flag is considered by the Macedonian authorities a foreign state symbol.

    The party has warned that, contrary to such pressures, it would use the national flag.

    Also recently, the Macedonian media accused this Albanian party of using only the Albanian flag and not that of the Macedoniam state during the pre-electoral campaign.

    The issue of using national symbols of the nationalities in Macedonia has not yet been adjusted by law. AG/N/jz/lm/Z/

    [08] IBRAHIM RUGOVA CONSIDERES POSITIVE ELECTIONS IN ALBANIA

    TIRANA, OCT 26 (ATA)- The elections in Albania was one of the topics the President of the Republic of Kosova, Ibrahim Rugova, treated with reporters.

    Rugova accused the Belgrade Serb authorities of violence against Albanians and of obstacles to their efforts to normalise life in Kosova.

    Speaking of the international factors' constant interest and their positive changes to the Kosova issue, Rugova highlighted the proposal of the U.N. reporter on Human Rights, Elisabeth Rehn, that a special international group be formed for Kosova. he also stressed the latest commitments of the U.S. Congress.

    "The elections and their results in Albania were held under a climate of understanding and lead towards the strengthening the democratic order in Albania", said Rugova.

    He also stressed the efforts of the Albanian political forces in Kosova to consolidate legislation but "so far it has not been accomplished due to constant obstacles of the Serb power", he said. sk/n/jz/lm/Z/
