  • [01] SOME 488 WORKERS CARRY OUT ILLEGAL LABOUR

    KORCA, DEC 28 (ATA)- By B. Fejzullai, The number of the workers carrying out illegal work in various private firms in Korca during 1991 is 488.

    "The illegal work is typical mainly in the construction firms, in bake houses and several alcoholic beverages production firms," the inspector of the State Labour Inspectorate at the district Labour Department, Arjan Stratoberda, told ATA.

    According to the Korca district labour department the number of the workers engaged in illegal work in this district is larger that the above mentioned figure, as there are many people carrying out activities without license. jz/lm/k

    TIRANA, DEC 29 9ATA)- Today's Rilindja Demokratike covers the news conference of the Albanian Deputy Premier and Foreign Minister, Tritan Shehu, on Saturday under the title :"Albania towards full integration into Eur.-Atlantic structures".

    The paper reports on Saturday's meeting of Albanian President Sali Berisha and his wife with children in Tirana to celebrate together on the eve of the New Year 1997.

    Zeri i Popullit says that:"Police carry out raid on SP offices" and "The government responsible for the grave economic situation". The paper says that :"The opposition should regain political initiative".

    Republika says that: "The republicans discuss the statute. Its re- drafting is determined". The paper also says that: "On the New Year the traders raise prices by 20 per cent". Among the social topics we mention:"Children of prisoners sell Cigarettes or beg".

    Albania says that:"The new year is threatened by scandalous prices". In regard to the news conference of Foreign Minister Shehu, under the headline: "Shehy makes the balance-sheet of the Albanian diplomacy", the paper carries the article:"Freedoms are not won by sleeping".

    Koha Jone carries the editorial:"Usurers agree with the figure of five", regarding the accord reached by the most powerful rentier companies, including Vefa, Kamberi and Gjallica to give the same amount of income to their investors. The paper also carries the report: "Influx of refugees at border points".

    Regarding the usuries phenomenon which has become massive in Albania, Dita Informacion carries pronouncements of the head of the world Confraternity, Father Reshati, and the Head of the Moslem Community, Hafiz Sabri Koci, under the title: "Allah is against usuries". The paper also says that: "Police carry out raid on SP offices in Koplik".

    Gazeta Shqiptare carries an interview of Albanian Premier Aleksander Meksi in which he makes the balance sheet of the year 1996 and speaks of the government's goals for the future.

    [03] "SEAMENS ALBANIA" INVESTS $3.5 MILLION TO MODERNISE QUAY IN DURRES SEA- PORT

    DURRES, DEC 29 (ATA)-By S. Gjordeni, The private firm :"Seamens Albania", created two years ago in Durres, one of the most powerful firms in this city in the import-export of cement, has invested 3.5 million dollars for the modernisation of a quay in the port.

    The firm has extended its activity to almost the whole country, maintaining close ties with 15 private firms engaged in handling this construction material. It employs 75 workers.

    The president of this firm, Besim Dika, says that for the next year some other millions of dollars will be invested in the port's quays. A modern storehouse with an investment of 400 thousand dollars is as well being built.

    The objective of the firm is to extend its activity all over Albania and supply the construction sector with first class cement brought from Italy as well as export the Albanian cement to various foreign markets.

    With the increase of investment and expansion of its activity, during 1997 this firm will employ another 75 workers. a.ke/kei/lm/k

    [04] ACCUSED OF ICON THEFT ARRESTED

    TIRANA, DEC 29 (ATA)-The accused of stealing three icons by the great Albanian painter, Onufri, which belonged to the 14th century and were of an incalculable museum values, was arrested Saturday.

    According to the investigations carried out, Ndreko Kosta held these icons in his house.

    The police had long since been trying to uncover the authors of the robbery and the icons themselves.

    Several days ago, Thomaida Kosta, the mother of Ndreko Kosta, who was in Switzerland, handed over the three icons to the police telling them that they had long since been in her house and that she "knew her son had left them there".

    Ndreka Kosta, after returning home from Switzerland and learning of his mother's act, went to the police station and said that he would help the Albanian justice to uncover the real authors of the theft, as, according to him, he had bought them from other people.

    However, the police accompanied Kosta to the prosecutor's office, and later the Tirana Court decided to arrest him.

    The investigation office is working to further uncover the mystery of the three icons theft. kei/lm/k

    [05] ALBANIAN PRESIDENT ISSUES DECREE ON AMNESTY

    TIRANA, DEC 29 (ATA)- President of the Republic of Albania Sali Berisha on Sunday, based on article 28, point 14, of the law 7 491, dated April 29, 1991 "On the main constitutional provisions", issued the decree 1 678, dated December 29, 1996 on Amnesty, according to the President's Press and Information office.

    The decree benefits full or partial amnesty from six months to six years 102 people serving sentence for various penal offences. a.ke/kei/lm/k

    [06] ALBANIAN INTERIOR MINISTER HOLDS NEWS CONFERENCE

    TIRANA, DEC 29 (ATA) By A. Baci, F.Nikolla.

    Interior Minister Halit Shamata stated on Sunday at a news conference that the number of crimes for 1996 has reached 5 341, 85 per cent of whose authors have been uncovered.

    Shamata made the annual analysis of the activity of the insitution he runs. He underlined the fact that "169 crimes per 100 000 inhabitants or one crime in every 100 minutes have averagely taken place during this year. This figure, compared to one year ago, has been reduced to 32 crimes for 100 000 inhabitants, Shamata said.

    The number of crimes has fallen by 16 per cent with the discovering capacity increasing by one per cent, he said.

    "Some 198 penal offences, which have taken place during the previous years, have been discovered during 1996".

    The criminal activity of several groups posing a social threat has been discovered during 1996. Shamata mentioned the criminal groups in the cities of Berat, Shkoder, Korca and Durres, the terrorist organisation "Albanian Justice revenge", the group of vehicle robbery, the group which falsified official documents and vouchers and others.

    The crimes against the individual amount to 1 457 cases, 93 per cent of which have been discovered.

    "In contrast with one year ago the number of these crimes has been reduced by 8.4 per cent, which the discovery capacity has remained the same, " Shamata said.

    During this year there have been 204 cases of deliberate killings, 83.4 per cent of which have been discovered.

    Dwelling on the act of raping he said that "during 1996 there have been 107 cases, which have been uncovered by 100 per cent. This year there have been seven cases more of this crime as opposed to the last year."

    "Some 13 cases of robberies occurring in the past years have been discovered during this year," said Shamata mentioning here the robbery in the Savings Bank in Tirana and Vlora, the robberies which resulted in the death of two moneychangers in Tirana, the theft of the Epitaph of Gllavenica and other cases.

    Speaking of the improvement of the legislation which regulates the activity of the Albanian police, Shamata said that the avenues for a more efficient attacking policy are the new legal base, the creation of the police structures in accordance with the directions in which the criminal activity is committed and the special relations defended by law that are affected by this activity as well as the qualification of the police effective. For this reason the draft-law on "The State Police" has been prepared.

    Recently the People's Assembly approved a package of laws to strengthen penal sanctions against those who commit crimes like prostitution, theft or document falsification in the financial activity, organisation of illegal traffic, illegal possession of weapons and other crimes.

    Two agreements of cooperation have been signed and two protocols have been renewed with Italy and Turkey during 1996, Shamata said. Seminars have been held in Germany, the U.S., Italy, France and an agreement has been signed for the release of an aid in police equipment worth one million D.M. with the FR of Germany.

    "Media should play an important role in sensitizing the citizens of the danger threatening those cultivating drug. I do not think there is an organised crime in Albania. I also do not think there can be a drug refinery in Albania, but only a traffic of it," Shamata said. a.ke/kei/lm/k
