  • [01] POLICE KILL BY ACCIDENT AN INNOCENT WOMAN

    TIRANA, JAN 10 (ATA) - Police forces of Vlora Commissariat, southwestern Albania, shot dead Thursday by accident an innocent 24 year old woman, who was travelling in one of the areas where police forces exercise operations against traffickers of drugs and clandestine people.

    According to the police sources, Luciana Azizi and her husband were travelling in their car from Vlora towards Zvernec village, in Vlora district.

    In the vicinity of the village, the police patrol, which controlled the forest of Sota, area included in the scaled operations of Vlora Commissariat and riot police against the illegal traffic of drugs and clandestine people, made signal to stop the car.

    Seeing that the car, on which the victim and her husband were travelling did not stop, even after the repeated calls of police, the patrol, thinking that it had to do with traffickers, shot with pistol towards the car, causing the death of the woman. The event became suddenly object of investigations by a group of experts from the Interior Ministry and police forces of Vlora Commissariat, who arrested all the members of the patrol who caused the death of Luciana Azizi.

    The murder of Azizi is the first case during the last four years, because the Albanian law on arms envisages opening of fire by police forces only in cases when the person being shadowed opens fire.

    No order has also been given to shoot, even on traffickers. /kei/mt/k

    [02] PILOT PROJECT TO SUPPORT INCREASE ALBANIAN AGRICULTURAL PRODUCTION

    TIRANA, JAN 10 (ATA) - By S Sharrexhi: After the approval last year of an agreement between the Albanian Government and the Japanese Government for a free financing of a project by Japan for the increase of the agricultural production in Albania, this year opens the road for its application.

    "Albania's possibilities for the development of agriculture and livestock, basic sectors for the economy and for the supply of the population with a number of food articles, urged the Japanese Government to choose Albania to realise this project in the context of the assistance that it is providing mainly for the developing countries," said to ATA the director of the office of programs for agriculture in the Albanian Ministry of Agriculture and Food, Ismail Beka.

    The project is pilot and the premises to continue and promote it depend on the success of its application within this year. On the basis of the project, the Japanese Government grants Albania chemical fertilizes, pesticides, equipment and machineries mainly for irrigation and sowing of various plants.

    According to Mr Beka, it is the first time that the Japanese Government offers such a grant for Albanian agriculture and the first time that such a project is applied in the field field of agriculture in Albania. kled/xh/k

    TIRANA, JAN 10 (ATA) - "Full understanding between students and government representatives", reports Rilindja Demokratike with regard to the table of students and government representatives held Thursday. The paper highlights the interview of Interior Minister Halit Shamata under the title "Increase of public belief on police". The special UNO rapporteur on human rights in Former Yugoslavia, Elisabeth Rehn will visit Kosova next week, reports the paper. "It is sure that the course of the tiring process to solve the fate of Kosova Albanians this year will be defined by the Albanian people and the level of responsibility of their political leadership", reports the paper, citing a comment of Deutche Welle under the title "The politic realignment in the political scene of Kosova".

    Under the headline "Students reacts against the government indifferentism: Today, general strike", Zeri i Popullit carries the article "Boycott, gatherings, hungry strike". On the political page the paper carries the article "Usuries payed the politics, now the politics pays usuries". Today the meeting of the National Council of DP, crash of clans expected, reports the paper.

    "Republican Party in the 6th anniversary of its foundation", reports Republika paper under the title "RP only six years ago". "The Albanian students will start on Saturday the big strike", reports the paper under the title "Independent Student Union: We recognize none of the decisions of the Democratic Party Youth Forum".

    Newspaper Rilindja carries an interview with the president of the Republic of Kosova Ibrahim Rugova with the French paper "La Croix" under the title "Serbs should get themselves free from megalomania and the myths they have created..." Regarding the visit of the commander of the NATO Southern Wing Air Forces, Lieutenant General Richard C Bethurem in Tirana, the paper carries the article "Albania's seriousness in the Partnership for Peace."

    "Students' demands towards solution," writes the newspaper Albania. "Through negotiations we put an end to misunderstandings and some problems which are worrying the students," writes the newspaper citing the chairman of the Youth Forum of the DP, Afrim Krasniqi.

    "NATO encourages relations with Tirana," writes this paper in regard with the visit of the NATO official to Tirana. "The Commission of pyramid schemes starts working" is another article in this paper.

    "Chinese flu arrives in Albania" writes Koha Jone. The number of the sick with influenza is not declared, writes the paper. "Students in strike" writes this paper underlining that the Student Union does not recognize the results of the DP talks.

    "No agreement on percentages" writes Dita Informacion under the headline "Meeting of pyramid schemes bosses in Vlora."

    The paper also has an article "Illegitimacy defeats poverty." "Nexhmija Hoxha released from jail today" writes Gazeta Shqiptare. After five years in jail, the widow of Enver Hoxha, who was sentenced with 11 years of imprisonment by Albanian court, will be released today, writes the paper. kled/mt/xh/k

    [04] THREE BRIDGES OF FRIENDSHIP TO BE BUILT BETWEEN GREECE AND ALBANIA

    TIRANA, JAN 10 (ATA)- By E. Allushi, Three border points have been projected to be built in Permet, Sarande and Gjirokaster, southern Albania, to stimulate border cooperation with the neighboring state, Greece.

    The Cross Border programme has financed three million dollars as the first tranche for the project of the three border points with Greece.

    "The project envisages the construction of a modern customs complex, after the Council of Europe, CE, norms and standards," the specialist of the PHARE programme unit, Roland Olli, told ATA.

    The Albanian and Greek governments initiated this project to cope with the entry-exit influx.

    Meanwhile the Greek side is working to materialise this project at rapid rates. Its application will facilitate communication between Greece and Albania. eva/lm/e

    [05] ALBANIAN PRESIDENT MEETS COMMANDER OF MILITARY AIR FORCES OF NATO SOUTHERN FLANK

    TIRANA, JAN 10 (ATA)-Albanian President Sali Berisha met today before noon the commander of the Military Air Forces of NATO Southern Flank, Lieutenant General Richard Bethurem.

    Berisha appreciated the successful and fruitful cooperation of Albania with NATO in the framework of the Partnership for Peace programme and with the U.S.in the military field and expressed thanks for the generous assistance and support provided in this direction.

    Berisha stressed that Albania evaluates NATO's role in Albania. He said that Albania has committed itself to meet the criteria for its full membership in this alliance.

    Berthurem especially appreciated the efforts and achievements of the Albanian defence forces in bilateral and bilateral exercises, to reach the required standards for membership and assured President Berisha of NATO's continuous and increasing cooperation with Albania. kei/lm/E

    [06] GERMAN COMPANY TO INVEST $83 MILLION IN ALBANIAN CHROME INDUSTRY

    TIRANA, JAN 10 (ATA)-By A. Keko,

    The German Company "Preussag" has signed a contract for carrying out investment in chrome industry in Albania.

    "Preussag" will invest some $ 83 million in the Bulqize-Burrel zone, northeastern Albania.

    Of priority will be the opening of a new well, the modernisation of the ferro-chrome plant in Burrel, the Bulqize mine, in which some 30 million dollars will be invested, and the development of infrastructure in these two districts. a.ke/eva/lm/E

    [07] POST-GRADUATE TRAINING-IMPORTANT COMPONENT IN HIGHER SCHOOLS

    TIRANA, DEC 10 (ATA)- By E. Allushi, The Council of Ministers recently took the decision on the functioning of postgraduate training courses in higher schools, as a significant component of the higher schools for the specialists' continuous education.

    "The functioning of these courses makes up the most serious initiative undertaken in this field," Minister of Higher Education and Scientific Researches Besnik Gjongecaj said.

    [09] BOARD OF MAGISTRACY SCHOOL CONVENES

    TIRANA, JAN 10 (ATA)- By A. Frasheri, The Board of the Magistracy High School convened for the first time since its creation a short time ago.

    The meeting, presided over by the chairman of the Supreme Court, Avni Shehu, discussed the measures to ensure the implementation of the law approved by the parliament for the functioning of the Magistracy Higher School, according to the spokesman of this court.

    This school, according to European practices, will be compulsory for all the jurists who after graduating from the Law Faculty, want to carry out the job of the judge or prosecutor.

    According to the law, those who graduate from this school, should work for 10 years as judges or prosecutors.

    The meeting set the tasks for drafting the school programme to create all the conditions for the beginning of the teaching process in October. a.ke/eva/lm/E

    [10] DICTATOR HOXHA'S WIDOW RELEASED FROM JAIL

    TIRANA, JAN 10 (ATA)- by Atlant Frasheri, Nexhmije Hoxha, 76-year-old widow of the late Albanian communist dictator, Enver Hoxha, was released from the Tirana jail on Friday, according to the spokesman of the Albanian Justice Ministry.

    She was sentenced to 11 years in jail, together with several ex-senior officials of the communist nomenclature, for creating privileges in her private life.

    She was arrested in 1991 and served over five years of the sentence term given by the Albanian justice, also including here the detainment term.

    According to the spokesman, Nexhmije Hoxha, did not benefit reduction of jail sentence from the latest amnesty of 1996, issued by the end of December. But, her jail term has been cut on two previous amnesties, issued by the President of the Republic, Sali Berisha.

    The Tirana court sentenced her to nine years in jail, while the Appeals Court to 11 years, which remained in force.

    She was jailed on abuse of office and embezzlement charges.

    Under Enver Hoxha's 40 year rule Albania experienced one of the most savage communist dictatorship in Europe, which lasted for another five years after the death of the dictator, under the leadership of the last communist president in Albania, Ramiz Alia.

    Nexhmije Hoxha followed the road of her husband and the recently published documents have proved that she has always been against political changes, which led to the toppling of the communist dictatorship and the establishment of democracy in Albania. kei/lm/k

    [11] ALBANIANS IN MONTENEGRO PROTEST NATIONAL DISCRIMINATION

    PRISHTINE, JAN 10 (ATA)- By B. Jashari, More than 2000 Albanians on Friday protested in Plave, Montenegro, demanding an end to the national discrimination by the current Montenegrin regime.

    They also demanded the immediate release from jail and an end to the pursuit of all the Albanian intellectuals in Montenegro who have studied or are studying at the Albanian language University of Prishtine.

    The protest was held by the Democratic League branches in Montenegro and the Party of Democratic Action in Plave. It was attended by Albanians from the Plave-Gucia region, Malesia, from Ulqin and other Albanian ethnic territories in Montenegro, from Kosova and other regions.

    The protest was triggered off by the imprisonment of the history teacher, Ahmet Gjonbala, and the pursuit of engineer Xhevat Ulaj, who have been sentenced by the Montenegrin court, only because they have graduated from the Albanian language University of Prishtine, according to the deputy chairman of the Democratic League in Montenegro. p.ta/shq/kei/lm

    [12] DLK DEPUTY CHAIRMAN HOLDS TALKS WITH ITALIAN POLITICIANS

    PRISHTINE, JAN 10 (ATA)- Deputy chairman of the Democratic League of Kosova Fehmi Agani met Thursday at the Italian embassy in Belgrade with Umberto Ranieri, leader of the international activity of the Democratic Union of the Italian left and deputy to the Italian Parliament, with Nichola Zingareti, secretary of the Socialist Youth International Union and with Italian ambassador in Belgrade Bascone.

    The topic of the talks was the situation in Kosova.

    The Italian representatives hailed the political stand of President Rugova and of the Albanian political movement towards the democratic processes in Serbia. They said that Rugova and his policy would find even greater support in the Italian government. p.ta/eva/lm/E
