  • [01] KOSOVA TRADE UNION DELEGATION MEETS BRITISH PARLIAMENTARIANS

    PRISHTINE, FEB 3 (QIK) (ATA)- The Trade Union delegation from Kosova, composed of Dr. Agim Hyseni, chairman of the Trade Unions of Education, Science and Culture, Skender Sejdiu, deputy chairman of the Golesh Miners' Trade Unions, and Shazivar Begu, secretary of the Stariterg Miners' Trade Union, met recently with parliamentarians of the Labour Party, John Austin Walke, Carlvin Macdonald and Nigel Griffiths.

    Agim Hyseni familiarised the British parliamentarians of the grave situation of the workers in Kosova laying special stress on the Education workers, who since 1990 have been faced with apartheid, and the schools have been closed by the Serb regime to some 20 000 teachers and 400 000 Albanian pupils.

    During the talks parliamentarian Carlvin Macdonald expressed his views which do not very much differ from the official policy of Great Britain regarding the solution of the Kosova issue, based on the stand against changing border.

    Parliamentarian John Austi Wolker expressed his support for the peaceful movement in Kosova lead by President Rugova. He added that a wrong step has been made in not including the Kosova issue in the Dayton agreement.

    He stressed that the right to self-determination of the Albanians of Kosova until secession should be recognised and accepted. ag/kled/lm/k

    [02] HUMANITARIAN AIDS FOR SHKODRA HOSPITALS

    SHKODER, FEB 3 (ATA) By Myfit Malja: The association Rotary Club of Italy brought recently for the hospitals of Shkodra (northern Albania) different equipment for the surgery, cardiology, orthopedics, as well as for the other wards of these institutions.

    "Along with these equipment, whose value reach in 150 million liras for these hospitals, 6 ambulances will also arrive", the coordinator of this association, Dom Karlo Cakro told ATA.

    The aids brought from Rotary Club, which has a four year activity in Shkodra, reach the amount of 1 million dollars. /s.sh/eva/mt/e

    [03] THE THIRD KILLED IN SERB POLICE MASSACRE IS STUDENT FROM JUNIK

    PRISHTINE, FEB 2 (ATA)- The third killed in the police massacre on January 31 near Vushtrria is the 22 year old student of the Prishtine University, Edmond Hoxha, from Junik of the Decan commune, the Council for the Defence of Human Rights and Freedoms in Prishtine reported today.

    His identity has not bee provided in the speculative report of the Serb police, according to which three Albanian terrorists have allegedly been killed. b.j/ag/lm/sh/

    [04] LAWYER ADMITTING ARRESTED ALBANIANS HAVE NOT USED VIOLENCE

    PRISHTINE, FEB 3 (ATA)- Referring to the latest campaign of arrests in Kosova, lawyer Nekibe Kelmendi told the Kosova Information Centre that the arrested Albanians, accused of being members of the National Movement for the Liberation of Kosova, have never committed violent acts.

    She remarked that during arrests and detainments, brutal violence is being used against the arrested and the legal procedures are being gravely violated in order to make them utter self-accusing statements.

    The lawyer said that in this process, too, the defence attorneys of the arrested had not been able to meet their clients before they were handed over to the inquirer, although the constitution of the so-called FRY guarantees all the citizens that since the moment of arrest they have the right to engage defence lawyers, who can contact them.

    This new wave of arrests includes mainly political and humanitarian activists, especially student youths.

    Kelmendi expressed her concern over the fact that the international community and various organisations, like OSCE, are not seriously engaged in halting as soon as possible the terror against the Albanians in Kosova, especially against the arrested.

    Speaking of the brutal and inhuman tortures exerted by the Serb police against the arrested, she said that two of them have been placed in a shock- room of the surgery clinic of the Prishtine hospital, administered by the installed Serbs. Their identity is kept very secret and contact with them is impossible because their room is guarded by police forces.

    One of the arrested is being given artificial respiration. ag/kei/lm/sh/

    [05] GJALLICA CREDITORS TO BECOME ITS SHAREHOLDERS

    TIRANA, FEB 3 (ATA) - The creditors of the trade company Gjallica sh.p.k is thought to become jointowners of this company, because it does not have money in its cash offices, reports Albania paper on Sunday citing sources near the managers of this company.

    Quoting the same sources, Albania paper reports that the big abuses and the robbery caused the quick collapse of the company.

    Over the last weeks of December it was reported that 40 million dollars disappeared and some days later Gjallica began to experience ruin.

    Meanwhile, it has remained an enigma how 40 million dollars disappeared.

    The reimbursement of Gjallica returns was interrupted on December 20th last year, promising that it would start after five days, meanwhile that the Ad Petroli complex was added to the immovable assets of Gjallica which has cost $5 million.

    Albania reports that the salt-mines, Adi Petrol, brick factories, and a polyclinic are the only property of Gjallica which can repay the creditors, who will become shareholders in the assets of the company and it will continue the profitable activity.

    The paper reports that all the news which say Gjallica will distribute the money on February 6th are not true, because the company does not have money. The paper reports that the left wing press aims at gathering many people at Gjallica offices in order to have the possibility for violent acts. Gjallica has exercised its activity as a loan-taking company, especially in southern Albania.

    On January 24th this year, the Court of Vlora district declared the beginning of procedure of Gajllica's failure. /kei/mt/sh/

    [06] DLK WOMEN FORUM SENDS LETTER TO INTERNATIONAL RED CROSS

    PRISHTINE, FEB 3 (QIK) (ATA)- The Presidency of the Women Forum of the Democratic League of Kosova (DLK), presided over by their chairwoman, Dr. Edi Shkriu, held a meeting today with the chairwomen of this forum's branches in Kosova.

    The meeting examined the situation in Kosova after the latest arrests. The Presidency of the DLK Women's Forum addressed a letter to the International Red Cross office in Prishtine. The letter says that a wave of massive arrests of Albanians, especially of the student youth, has began in Kosova since January 26.

    The letter says that the arrested are being exposed to unprecedented tortures, such as in the case of Nait Xhemal Hasani, 31, from Prizren, who, as a result of the Serb Police torture is being kept alive through artificial respiration.

    "We address to you, as international humanitarian organisations, to visit the arrested people and convince yourselves of the use of violence against them and inform the U.N., the Human Rights Subcommission, of this in order to call a halt to violence," the letter says. ag/eva/lm/E

    [07] VEFA HOLDING MAKES OFFICIAL REDUCE OF RETURNS FOR ITS CREDITORS

    TIRANA, FEB 3 (ATA) - Vefa Holding company made official the reduce of returns form 5 per cent to 3 per cent for its own creditors.

    The decision was taken Sunday from the president of the company, Vehbi Alimucaj, who aims at the gradual reduce of interest rates until they reach the acceptable returns of banks in Albania.

    He motivated this reduce with the increase of guarantee for its creditors and the continuity of investments temporarily blocked.

    Alimucaj has stressed that the return of capitals for those creditors who have deposited small amounts will start and "the general repayment of money will start as soon as possible".

    The new returns will cover not only the new creditors of Vefa company, but even those who have old contracts with it. /eva/mt/k

    [08] STABILISATION OF LEK IN ALBANIA STARTS

    TIRANA, FEB 3 (ATA)- By A. Gjata,

    One USD today, February 1, was converted in the free market up to 124 leks, while in the bank to 115. The sudden increase of the value of the dollar on the last day of January, in which one USD was converted up to 134 leks, was explained by bank specialists as a psychological phenomenon created in the people due the to collapse of the pyramid schemes.

    Because of these schemes' failure, people rushed to the money-change market to convert the lek into foreign currency for fear of a further devaluation.

    After this, Finance Minister Ritvan Bode stressed that the banks had taken all measures to preserve the stability of macro-economy and that of the lek.

    From February 1, the lek has strengthened towards the foreign currency.

    The specialists hold that also after February 5, with the beginning of the distribution of the money frozen in the bank affiliates, the lek will keep its stability.

    "The money will not be distributed at once, but gradually, also being alternated with the distribution of bank certificates," the bank experts says.

    "This measure is most necessary to protect the lek against some unexpected devaluation." kei/lm/E

    [09] RALLY OF LEFT OPPOSITION AND THE RLSH IN SHKODRA FAILS

    SHKODRA, FEB 3 (ATA) - By M Malja: The rally, which the forces of the left opposition and the Right League of Shkodra had notified two days ago in support of the people who have lost their money in the pyramid schemes, failed to be held today.

    At about 11 00, when the rally was decided to be held, in front of the Republika cinema of Shkodra, only a few people had gathered waiting for the rally. Although the cinema door was open, nobody entered it. Moreover, even the left party leaders, except for that of the DAP, were not present as well.

    The director of the cinema, Reshat Zaganjori, explains that "none of the left wing parties had requested to hold a meeting in our institution."

    In the square in front of the cinema there were no movement of police forces as well.

    The chairman of the Legality Movement party told ATA that "a meeting of the left wing forces and the Right League of Shkodra had decided, two days ago, to hold a rally today. But then, this decision was refuted by the presidency of our party and that of Balli Kombetar."ssh/xh/Z/

    [10] LABOUR CONTRACT BETWEEN ALBPETROL AND INDEPENDENT OIL TRADE UNION SIGNED

    TIRANA, FEB 3 (ATA) - The labour contract between Albpetrol and the Independent Oil Trade Union was signed today, spokesman of this corporation reports.

    The contract was discussed in a recent meeting between leader of Albpetrol and the oil trade union council, which represented the employed as a party.

    The spokesman said that "the discussion was fruitful for some of the points presented in the contract. Through understanding and tolerance, all the points of the contract were adopted and some of them improved, among which those related with the division of the profit, the working conditions, the transport, etc.

    In the name of the leading staff of Albpetrol, the contract was signed by General Director Afrim Jupi and for the employed part by chairman of the council of the Independent Oil Trade Union Veli Fejzullai. ssh/kei/xh/Z/

    [11] COURT JAILS THE CULPRITS OF THE TORCHING AND DESTRUCTIONS IN SOME TOWNS

    TIRANA, FEB 3 (ATA) - The penal case for 24 people involved in the torching and destructions in the towns of Lushnja and Berat was examined in the Tirana court recently.

    The judges examined the form of custody for the above people, who are accused of "carrying out violent acts towards public property through theft, damage and destruction, which aim at disturbing the public order and causing fear and insecurity in people." This charge, according to article 231 of the Penal Code, envisages no less than 15 years in jail.

    After the presented proofs were examined, the judges decided that 16 people of the group of 24 be detained in prison, whereas 8 others were put to house-arrest with the obligation to regularly see the judicial police. ake/jz/xh/Z/

    [12] MEETING OF COUNCIL OF MINISTERS OF ALBANIA

    TIRANA, FEB 3 (ATA) - Under the direction of Premier Aleksander Meksi, the Council of Ministers had today a meeting. On the basis of the law "On the distribution of the bank assets of the foundations which have functioned according to fraudulent pyramid schemes," and upon the proposal of the Special Commission, the Council of Ministers approved the mode and criteria of the distribution of the bank assets of these foundations. The decision says that the distribution will start on February 5.

    The National Commercial Bank will distribute the bank assets of the foundation "People's Democracy Xhaferri," whereas the Savings Bank will distribute the bank assets of the foundation "Populli."

    The distribution will be made in two stages. The first one starts on February 5, 1997 and in an equal percentage for all the creditors according to foundations and to Article 5 of the law on foundations. The second stage will start with the completion of the selling process of all other assets existing in the name of the foundations. The distribution of the deposits will be made in cash or through savings books. The turn of the distribution of the money will be fixed according to the deadlines for the return of the money by the foundations. The first date will be the earliest date. The banks will announce through mass media the places, the dates for the money to be distributed, as well as the number of the people to be present by the counters on the set date.

    The meeting also took other decisions and approved agreements with Argentine and Chile to lift visas for diplomatic and official service passports, etc. ake/jz/xh/Z/

    [13] DIPLOMATIC CONFERENCE TO EQUALIZE DIPLOMAS FOR THE BRANCHES OF ART

    TIRANA, FEB 3 (ATA) - By Eva Allushi: Upon the initiative of the World Federation of the Schools of Music, the Diplomatic Conference to equalize Diplomas was held in Sofia from January 27-February 2, 1997.

    Sources of the Foreign Ministry report that this conference, the first of this kind, aimed at creating and international diploma in the fields of music, ballet and folklore.

    The conference was attended by diplomats and specialists from a number of countries of Europe, Asia, Africa and America. The Albanian delegation, which was led by the director for the Cultural Cooperation in the Foreign ministry, Met Dervishi, signed the final act in the Sofia Convention.

    "The signing of this convention," said Mr Dervishi, "creates possibilities to keep a high level of teaching and interpretation of the music, ballet and folklore, and for for an international diploma in these disciplines, whose draft will be made by experts defined by the participating countries." ake/jz/xh/Z/

    [14] ELBASAN UNIVERSITY AND THAT OF PRISHTINE SIGN COOPERATION AGREEMENT

    TIRANA, FEB 3 (ATA) - By Atlant Frasheri: The University of Elbasan and the University of Prishtine yesterday signed an agreement of cooperation in a meeting held in the rectorate of the Aleksander Xhuvani University of Elbasan.

    According to the agreement, which was signed by the rector of the Elbasan University, Dr Bardhyl Musai and the rector of the University of Prishtine, Prof Dr Ejup Statovci, "the two universities will exchange scientific specialists at all levels of studies to take part in scientific and professional projects, will exchange groups of students, etc.

    According to the agreement, a coordinating commission consisting of four members, will also be set up. kled/xh/sh/

    [15] SOCIALIST EXPERTS OF ECONOMY DEMAND THE SOLUTION TO THE PYRAMID SCHEME QUESTION THROUGH A GOVERNMENT RESIGNATION

    TIRANA, FEB 3 (ATA) - By Agim Baci: Inflation, unemployment, pyramid- schemes and solution to the questions of the Albanian economy, gathered socialists today in a seminar on the topic: "Albanian economy in collapse."

    Socialists have insisted in the idea of creating a technical government, as the only beginning for a change in the economy. Ylli Bufi was prime minister under the communist regime. He has accused all the firms with creditors as having operated on pyramid schemes.

    "The fact that these firms are in difficulty to meet their contracts with the citizens," said Bufi, "is linked with the interruption of investments from the people." The Commission of Transparency, " he said, "is formal, while the Government Commission will have it difficult to find the real culprits," said Bufi.

    But Socialists experts of economy have not managed to present any solution to the question of pyramid schemes, besides that presented by their leaders and other left opposition forces for the resignation of the government, a slogan frequently repeated recently.

    They also discussed a possible inflation of the local money.

    "Although Lek is stable now, during the past days it has been hit. The introduction of a new currency would lead to a sure inflation," speakers said.

    In a news conference last week, President Berisha dismissed the possibility for the introduction of new money and voiced his conviction for an elimination of the inflation of the Albanian Lek.

    SP Secretary Namik Dokle, after supporting the ideas of the specialists of the economy, demanded an unconditional resignation of the government.

    "We do not say that a socialist government be formed, but the government Meksi must resign because it has lost the credibility for the overcome of the crisis," said Dokle.

    In a recent decision, the government froze bank assets of two pyramid- schemes, Xhaferri and Populli, a decision which was in favour of the Albanian citizens. The government also decided to reimburse Albanian citizens who had poured their savings in these foundations. According to the decision of the Government, the distribution of the deposits will start on February 5, 1997. jz/kled/xh/sh/

    [16] RECEPTION IN THE DPA HEADQUARTERS

    TIRANA, FEB 3 (ATA) - The secretary for Foreign Relations of the Democratic Party of Albania, Albert Brojka, today met with an Italian delegation led by Mr Ranieri, Secretary for Foreign Relations of the Italian Left Democratic Party.

    They talked on the social troubles caused recently in Albania after the collapse of pyramid scheme foundations, the basic reasons and the measures taken by the government to overcome the situation.

    Mr Brojka voiced the opinion that the measures taken by the government were decisive in eliminating a further aggravation of the events and considered the measures as the best choice.

    The Italian guests stressed the need that Albanian political forces must have a round table discussion to adopt a joint stand with regard to the situation.

    Mr Brojka said that the measures by the Albanian Government have also been supported by the International Monetary Fund and other international institutions. ake/jz/xh/Z/

    [17] REPORT OF THE ALBANIAN PRIME MINISTER'S PRESS OFFICE

    TIRANA, FEB 3 (ATA) - The Special State Commission created conformed to the law "On the distribution of the bank assets of the foundations which have functioned on the basis of fraudulent pyramid schemes" gathered today under the direction of Prime Minister Aleksander Meksi.

    According to the Prime Minister's press office, the commission examined the documentation of the foundation Populli, presented by the group of experts and declared that each investor has to take 60 per cent of his deposit, according to the financial documentation of the foundation.

    The Savings Bank will announce through the press of February 4, the first districts where the distribution of the money will start on February 4, while on February 5 the distribution will start in all the districts of Albania.

    The Special Commission will gather on Feb.4 to examine the documentation of the foundation "People's Democracy Xhaferri" foundation." ake/jz/xh/Z/
