  • [01] INSECURE SITUATION CONTINUES IN GJIROKASTER

    GJIROKASTER, MARCH 19 (ATA) - By H. aani: The recent events have turned once again the insecurity in the town of Gjirokaster (Southern Albania) after a relative tranquility which was followed by the arming of rebel groups, murders and torching of public institutions in this town.

    The reasons for this insecurity are the robbery of the National Commercial Bank two days ago, as well as the final plundering of this branch last night from a group of armed and masked people.

    Anyhow, the situation becomes normal during the day, almost all the trade units are open, providing the people with the necessary articles.

    The local radio continues to broadcast programs with messages of peace, as well as statements of the representatives of political parties, district council, town hall, and the civil staff of defence, who call on the inhabitants for tranquility, understanding and tolerance.

    The border check point of Kakavije, in the border with Greece, continues to work normally since two days for the movement of the citizens, as well as of the cars and big lorries.

    Criminal armed gangs have caused panic even in Korce, Southeastern Albania, where masked persons have stormed the Mediaeval Museum, and the police forces clashed with them.

    The prefecture, the district council and the Council of National Salvation have addressed an appeal to Fino government asking to sent special police forces in this town.

    Korca, as well as Gjirokaster are led by "Committees of Public Salvation"./kei/mt/sh/

    [02] WORKING VISIT OF ALBANIAN FOREIGN MINISTER TO ITALY

    TIRANA, MARCH 19 (ATA)-By E.Allushi, Albanian Foreign Minister Arjan Starova is leaving today for Italy on a working visit, at the invitation of the Italian Foreign Minister Lamberto Dini.

    They will discuss the possibility of meeting a wide range of aid and assistance by the Italians for Albania.

    The delegation headed by Starova will include Pavli Zeri, secretary of State for Economic Affairs at this ministry, and Ylli Bufi, Economic advisor to the Prime Minister.

    The Albanian delegation will ask assistance in three directions: emergency economic, financial and military assistance.

    During the visit the Albanian delegation will hold working meetings with Italian Foreign Minister Dini, the EU delegation as well as with the deputy Foreign Minister, Piero Fassino.

    At the end of the meetings a news conference will be held. pas/lm/k

    [03] MINISTER OF TRADE, INDUSTRY AND COMMUNICATIONS MEETS EU TEAM

    TIRANA, MARCH 19 (ATA)- By N.Mano, Minister of Trade, Industry and Communications Foto Duka met yesterday with the European Union (EU) delegation.

    At this meeting Duka reported on the damages in the sectors of industry, trade and transport due to the latest events in Albania and defined the immediate demands in these sectors.

    "The Rinas airport is expected to open tomorrow. Meanwhile efforts are being made to restore infrastructure at the Durres port, where the damages total some two million dollars. The Vlore port is the most damaged one, and the normalisation of the work there will take a long time. The sector of light industry has as well been damaged," said Duka.

    Mr. Kretschmer of the EU delegation considered important the minister's report which defined Albania's urgent demands to be met by the European Union. eva/lm/k

    [04] FREIGHTER WITH SOME 200 PEOPLE ON BOARD RESCUED

    TIRANA, MARCH 19 (ATA)- A derelict freighter with 150-200 people on board and which was over 300 metres from the Adriatic coast was rescued by the police rapid intervention, according to the spokesman of the Interior Ministry.

    The police forces of this commissariat immediately sent five rescue vessels and five motorboats to evacuate the people from the sinking rusty coaster.

    The Interior Ministry immediately asked help from the Italian authorities who sent four military helicopters, which carried out the full evacuation of the ship. As a result no one was drowned.

    On this occasion, the Interior Ministry calls on the citizens not to undertake such initiatives risking their lives, as no vessel in the ports of Albania is aimed for exodus, the spokesman says. s.sh/eva/lm/Z/

    [05] AGRICULTURAL MINISTER MEETS EU GROUP ON EMERGENCY AID

    TIRANA, MARCH 18 (ATA)- By M. Spahivogli, The group on humanitarian aid of the joint EU and OSCE delegation held Tuesday a working meeting at the Ministry of Agriculture and Food.

    The main aim of this meeting is to get to know the situation in the food sector so that the international mechanisms rapidly respond to the emergent needs.

    Agricultural Minister Haxhi Aliko considered the supply of the population with wheat and flour a priority of the moment.

    "The raid on storehouses and block of imports urge that some 200 000 tons of wheat be obtained for the coming three months to guarantee the wheat supply on a country scale.

    The structure of imports is suggested to be made of 60 per cent of wheat and 40 per cent of flour.

    The specialists also considered of emergency the insurance of a considerable amount of cooking oil and chemical fertilisers for agriculture. a.ke/kei/lm/z/

    [06] DEFENCE MINISTER VUKAJ MEETS ITALIAN AMBASSADOR IN TIRANA

    TIRANA, MARCH 19 (ATA)- Albanian Defence Minister Shaqir Vukaj met yesterday with the Italian ambassador in Tirana, Paolo Foresti, and reiterated the intensive work of the National Reconciliation Government to stabilise the situation, which is improving, the Defence Ministry spokeswoman said.

    "We are ready to help. A friend in need is a friend indeed. We feel ourselves near you and think that you alone can provide this suffering people with stability and peace," ambassador Foresti said.

    Foresti expressed once again Italy's readiness to give emergency aid in the context of the European cooperation. s.sh/eva/lm/e

    [07] EU DELEGATION ASKS IMPROVEMENT OF SITUATION IN ALBANIA BEFORE SENDING AID

    TIRANA, MARCH 19 (ATA) By Eva Allushi: A joint delegation of the European Union and OSCE said Wednesday in Tirana that the improvement of the situation in Albania before sending aid would be a condition of priority. This would be made known to the EU ministers.

    "Our aim is to install an advisory institution in the country, which would have a permanent base, with regard to what we will decide in cooperation with OSCE", said Dutch diplomat Jan de Marchant et d'Asenbourg, who heads the 11-strong European Union team.

    Asked in a news conference, held Wednesday in "Rogner" hotel, regarding the request for a military assistance in Albania, d'Asembourg, said that "The police are a shambles, there are no prisons and prisoners, the customs are ruined, that's why the requests of the Albanian party were all-round, so we will discuss this issue in details in the Monday meeting of EU".

    Further on, asked about the ultimatum given by the Committee of National Salvation of South for the resignation of President Berisha, he said that "I personally think that this is part of the political fight for power which continues in Albania."

    "We should be convinced on the destination and security of distribution of humanitarian aid," said d'Asembourg, referring to the technical aspect and the security of offering an urgent humanitarian aid. /kled/mt/sh/

    [08] RUSSIA EXPRESSES CONCERN ON SITUATION IN ALBANIA

    TIRANA, MARCH 19 (ATA) - By Agim Bazi: The Foreign Ministry of Russia expressed its concern regarding the situation in Albania.

    They estimate positively the agreement among the political forces in the country which led to the establishment of the broad-based Government of National Reconciliation.

    The Russian Foreign Ministry confessed its engagement to be well-informed about the movements in Albania.

    "We were informed on an outside aid to calm the situation in Albania. We continue to participate in the efforts of OSCE, which has initiated this problem. The decision to sent to Albania international forces of any kind should be thought well. Anyhow, the right to take such a decision belongs only to the Security Council of United Nations Organization (UNO)," says the statement of the Russian Foreign Ministry.

    From 290 Russian citizens (employees of the Embassy and their families, as well as the citizens who live in Albania), 75 people are evacuated, among whom were all those who had expressed the desire to leave Albania./kled/mt/sh/
