    TIRANA, MARCH 28 (ATA)- Speaker of Albanian parliament Pjeter Arbnori today met, the Presidency of the Trade Union General League of Albania, at the latter's request.

    The trade union representatives assured Arbnori of their full support for the parliament, Government of National Reconciliation and other legitimate institutions, according to the parliament's spokesman.

    They stressed that any deviation from the agreement of the political parties round table, initiated by President Berisha, is destabilising and anti-national. They also appreciated the contribution of Albanian parliament to the improvement of the laws situation. a.ke/pas/lm/E

    [02] OSCE AGREES TO SEND MULTINATIONAL FORCE TO ALBANIA

    TIRANA, MARCH 28 (ATA)- By E. Allushi, A.Baci, The OSCE formally agreed Thursday in Vienna to send a multinational force to Albania as well as to create an OSCE long-term civil mission and send it to Albania, according to the Foreign Ministry spokesman.

    A multinational force, in cooperation with Albanian authorities, will play its role in escorting and distributing humanitarian aid accorded by the EU for Albania.

    In cooperation with other international organisations, such as the Council of Europe, the OSCE will play the role of an advisor assisting in such fields as democratisation, media and human rights, as well as in preparing and monitoring the new elections.

    The two-day talks concluded that that force to be sent to Albania should act under the UN charter and the OSCE principles, the spokesman says.

    A series of countries including Italy, Spain, Greece, Turkey, Austria and other countries have shown their readiness to send forces to Albania.

    The multinational force will secure the Tirana Rinas airport, the ports of Albania and the main routes the relief supplies will pass through.

    The OSCE decision is expected to be examined in the U.N. Security Council today. jz/lm/z/

    [03] ALBANIAN SPEAKER MEETS REPRESENTATIVES OF LOCAL POWER IN LAa AND GURI I ZI

    SHKODER, MARCH (ATA) By Myfit Malja: The Albanian Speaker, Pjeter Arbnori, held Friday a meeting with representatives of local government in the town hall of Lac and the commune of Guri i Zi in Shkoder district, northern Albania.

    The Mayor of Lac, Nart Ndoka, familiarized Arbnori with the situation in this town hall, where the municipal council has worked to face the situation created during the recent riots.

    In his speech, Arbnori informed the participants on the intensive work of the Parliament and the Government of National Reconciliation, and stressed that nothing is more precious than Albania, and he who considers himself Albanian should work for Albania. /a.ke/kei/mt/k

    [04] FIVE CITIZENS KILLED IN SHKODER

    SHKODER, MARCH 29 (ATA) - By Myfit Malja: Five citizens, inhabitants in "Liria" quarter in Shkoder, Northern Albania, were killed on Friday night.

    Non official sources report that the persons killed on Friday had killed a week ago by fire weapons the guard of the sausage factory which is in this quarter.

    Meanwhile it is reported that the bodies of the police commissariat are working for the further investigation of this event. /a.ke/kei/mt/k

    [05] 69 PEOPLE INJURED BY FIRE WEAPONS IN LAa

    LAa, MARCH 29 (ATA) By Zef Pergega: The sixty nine people, injured by accident, because of not knowing to use the weapons in the district of Kurbin, have been treated in the hospital of Lac, Northern Albania, meanwhile that 28 of them are under surgical intervention in the hospital of Tirana to pull out the bullets, while four children were treated for grave burning by the explosion of the explosive matter.

    According to the director of the public health in the district, Ahmet Ulaj, the two surgeons of this hospital and the nurses specialized for micro-surgery, operated in the conditions of lack of the operation hall, by saving the life of 41 people.

    Ulaj said that there are taken all the measures and are created all the conditions in all health centers of the district to treat the people injured by the uncontrolled use of weapons. /a.ke/kei/mt/k

    [06] PRIORITY ASKED IN ACCORDING AID FOR EDUCATION SYSTEM IN ALBANIA

    TIRANA, MARCH 28 (ATA) By Eva Allushi: In the context of the all-round aid accorded to Albania, priority will be given to the education system and its institutions, reports the Ministry of High Education and Scientific Researches of Albania.

    "In the very grave situation created in the country, we have asked the accord of an urgent aid for laboratory equipment and school materials, already damaged in many teaching grounds of our Universities," Minister Myqerem Tafaj told ATA.

    The requests for urgent aid will be presented to the delegation of the European Union, which is holding a series of working meetings in Albania. This would make possible the normalization of the situation in some of the damaged universities.

    Tafaj said that the Ministry has the confirmation of the German Ministry for Economic Cooperation and Development, which wants to help in the restoration of the Agrarian University of Kamza, also helped by USAID, which has put into disposal 80 000 dollars. /kei/mt/k

    [07] DECLARATION OF ALBANIAN POLITICAL PARTIES

    TIRANE, MARCH 28 (ATA) - The political parties, summoned in a working meeting by the Prime Minister of the National Reconciliation Government, Bashkim Fino, from March 27-28, 1997, on the basis of the March 9, 1997 Agreement reached between 10 political parties, agreed:
    1. To reconfirm once more their support for the platform of the National Reconciliation of the National Reconciliation Government, especially the commitment of this government to restore the constitutional order.
    2. That the reorganization of the Interior Ministry will continue along with the work to put in full efficiency the police commissariats, by naming in their lead capable people, resolute to implement the law and acceptable for the public opinion.
    3. Besides their contribution, the Political Parties demand from the National Reconciliation Party to help the local government function in the districts where its work has been harmed. According to legal competence, the governnment must make the necessary replacements and imperovements in the non-elected structures of the local government which depend on it.
    4. To start the dialogue for a new platform in the Albanian Radio-Television, which will also include the presentation of political viewpoints by various parties.
    5. The political forces suggest to the National Reconciliation Government to prepare a draft law, which, after approved in the Parliament, would authorize a commission with local and foreign specialists to realise the complete transparency on the pyramid investment schemes.

    The declaration is signed by the Democratic Party, the Socialist Party, the Christian Democratic Party, the Balli Kombetar Party, the Republican Party, the Legality Movement Party, the Social Democratic Union Party, the Human Rights Union Party.

    Note:

    • The Political parties participating in the round table reiterate their appeal to the Socialist Party to take its seats in the Parliament.
    • The Democratic Alliance Party has reserves for points 2 and 3, and it does not agree on point 4 and the note.

    [08] THREE PEOPLE KILLED IN BERAT

    BERAT, MARCH 29 (ATA) - The situation in the town of Berat continues to be tense.

    Two people in this town lost their life on Friday due to a bomb explosion, while a woman was accidentally killed while staying in the balcony of her house.

    The number of the dead people in Berat since February 27 has reached in 21.

    According to a source from the hospital of Berat, confirmed officially on Friday, 320 people have come injured since February 27, 58 of whom are hospitalized, while the others have left after being treated. Some of the sick people with grave wounds are sent to the hospital of Tirana.

    The trade units in the city continue to be robbed. Groups of people have stormed the central and the largest food market in Berat. The store-house of the communal enterprise was also robbed, also stealing coffins./a.ke/kled/mt/sh/

    KUKES, MARCH 28 (ATA) By Riza Hoxha: The uncontrolled gunshots continue in the district of Kukes, Northern Albania, meanwhile that sources form the hospital report that 46 people have been injured and 3 others have been killed so far.

    The reorganized police commissariat is not able to control the situation, mainly during the night.

    - local government strengthens work to organize life in Korce -

    KORCE, MARCH 28 (ATA) - By Behar Fejzullahu: The work of local government for the normalization of life continues in the town of Korce.

    Order is restored in all the communes of the district.

    The police have detained recently 9 persons who were destroying and stealing the dynamite depot in Mborje-Drenove. /a.ke/

    HAS, MARCH 28 (ATA) By Riza Hoxha: The life in the district of Has, Northern Albania, is completely normalized due to the efficacious work and the cooperation between police forces and bodies of local power.

    TROPOJE, MARCH 29 (ATA) By Riza Hoxha: The work to normalize the situation continues in the district of Tropoje.

    The branch of social insurances in Tropoje was completely torched during the recent riots, and the damage reached the amount of some million leks.

    [10] DP ASKS GOVERNMENT TO DISREGARD "REBELLIOUS COMMITTEES" - press release of the Democratic Party -

    TIRANA, MARCH 29 (ATA) - The Press and Information Department of the Albanian Democratic Party reports that DP has asked the Government to disregard the "rebellious committees" and help the local government to restart functioning, says the reports of this department.

    "DP notices with concern that these committees, which are led by armed rebels, have not received yet what they really deserve. The gangs who stormed Thursday Levan, a village near Fier, were led by Ferdinand Malaj, the brother of Gjolek Malaj, leader of the rebellious committee in the zone Tepelene-Gjirokaster, as well as the brother of Astrit Dautaj, who is the second leader of this committee. The gang, in its efforts to repress by fire the resistance of the inhabitants, was eliminated, meanwhile that two of the inhabitants were killed and many others were injured. The attack of this gang against the peasants of Levan aimed at massive plundering and terrifying the families, acting the same as in the other districts, like in Vlore, Gjirokaster, Sarande, Korce, Delvine and nearby villages.

    DP condemns severely these actions, by encouraging once again the state bodies and the Interior Ministry in order to restore order and tranquility in these zones. It also reminds any political force in the country that the political cooperation with these committees and the agreement with them is the unjustified encouragement for the acts of street and for the longevity of terrorism in Albania. Such acts run up against the agreement of the political forces on March 9 and the stand of the government and international institutions against these committees," says the DP press release. /a.ke/mt/k

    [11] ALBANIAN PRIME MINISTER MEETS TEN POLITICAL PARTIES

    TIRANA, MARCH 28 (ATA)- By A. Frasheri, Reconfirmation of support from Albanian political parties, operation of police commissariats and local government where they have been damaged, were some of the main issues discussed in the meeting of Prime Minister Bashkim Fino with the 10 political parties, signatories of the national reconciliation formula on March 9 at a round table with President of the Republic Sali Berisha.

    The meeting between Fino and the political parties was held in two days and concluded with a five-point statement, signed by all the political parties.

    The party leaders said the meeting was a support for the government to resolve the problems it had undertaken.

    "The Government will work intensively for a profound restructuring of the Interior Ministry, police commissariats and ,especially, for the full operation of the local government elected by the free vote of the people and then, of the other local government appointed by the Council of Ministers," Fino said.

    The Organisational Secretary of the Democratic Party (PD), Ylli Vejsiu, stressed that "in this draft-statement, in which we guarantee and support the National Reconciliation Government, we do not at all question the integrity and authority of Parliament and other constitutional institutions."

    "Although the statement speaks of corrections to the non electoral state administration, this will be done only in those cases when local administration officials prove to have violated the law or when their incapabilities are proved by facts," Vejsiu said.

    The Democratic Alliance Party (PAD)showed reserves on these two points.

    PAD representative Perikli Teta said after the meeting that the main problems of restructuring the local government and the Public Order Ministry could not be resolved without the participation of the political parties, without their understanding and proposal.

    An important problem discussed and on which there was consensus was that of the Albanian Radio-Television, (RTSH) included in the fourth point of the statement.

    The participants in the meeting decided to start consultations for a broad platform for a special status for the RTSH.

    Fino said that the political forces had authorized him as Prime Minister, together with several ministers, to conduct a meeting with the parliamentary Media Commission and the Speaker of Parliament to resolve the RTSH issue.

    The parties also agreed to this issue, except the PAD.

    "The PAD inists that the restructuring of the Leading Council of the Radio-Television should be urgently made, based on a balanced political parties representation," he said.

    At the end of the statement, regarding the pyramid schemes issue, the political parties suggested that the National Reconciliation Government prepared a draft-law, which, after approval in parliament, would authorise a commission with local specialists proposed by the political forces as well as foreign specialists to realise the full transparency of pyramid schemes."

    The statement had a note, according to which, "the parties taking part in the aforesaid round table reiterate the appeal addressed to the Socialist Party to take up its seats in parliament."

    The Social-Democratic Party and the Democratic Alliance Party did not agree to this note.

    After the meeting Fino said that "we will continue dialogue with the parties to find full consensus on other issues such as that of SHIK (National information Service)."

    Fino told the television that "based on the main Constitutional provisions, I proposed the President of the Republic several days ago to appoint the new SHIK chairman, who together with us and all the political parties will receive the message of a profound restructuring of the SHIK to carry out the main tasks defined by the law."

    Vejsiu said that "without securing order, public calm and refunctioning of the local government structures in those cases when this government is damaged, one cannot pretend either of the real functioning of the state, constitutional order, or aid promised by the European Union.

    The free elections of June and further economic assistance to recover the country's economy in the future cannot be guaranteed either, he said.

    The SP Secretary General, Rexhep Mejdani, said about the meeting that "it was a discussion to elaborate the formula of national reconciliation, so that it is also applied by other local government levels." pas/lm/e
