  • [01] ALBANIAN DEPUTY FOREIGN MINISTER MEETS HIS TURKISH COUNTERPART

    TIRANA, APRIL 11 (ATA) - During his two day visit in Ankara, the Albanian Foreign Minister, Albert Rakipi, held Thursday a meeting with the Turkish deputy Foreign Minister, Omur Oymen.

    The deputy secretary of the Turkish Foreign Ministry, Oymen, said in the meeting with Rakipi that Turkey is completely engaged to help Albania in all fields.

    He said that the Turkish police forces are ready to start their mission in Albania and will arrive as soon as the agreement is signed next week in Rome.

    "We favour the recognition of all legal and constitutional institutions in Albania and we support the Government of National Reconciliation," said Oymen.

    Rakipi presented the request of the Albanian government to help Albania in these difficult moments and said that the we welcome the dispatch of the Turkish forces in Albania.

    "We are waiting for the urgent and economic, short-term and middle- term aid, and not only in the humanitarian plan," said Rakipi.

    During his stay in Turkey, Rakipi also held meetings in the Turkish Parliament, as well as with the President of Turkey, Sulejman Demirel. /kei/mt/k

    [02] PRISONS TOWARDS NORMAL FUNCTIONING

    TIRANA, APRIL 11 (ATA) - By Agim Baçi: Two jails in Albania are actually functioning normally, one in Tirana and one in Lushnje, Ministry of Justice reports.

    Other jails are expected to work soon.

    The prisoners have begun to come back in jails.

    From about 1300 prisoners who were in Albania before the riots, now 700 of them should return to jails, because 600 have profited from an amnesty law approved by parliament at the end of March. One third of the punishment will be reduced to those who will return to jail voluntarily.

    The former communist senior officials, sentenced for "genocide" and "crimes against humanity", are excluded from this amnesty. /kei/mt/k

    [03] ALBANIAN DEPUTY FOREIGN MINISTER MEETS CHAIRMAN OF COMMISSION FOR FOREIGN POLICY IN THE TURKISH PARLIAMENT

    TIRANA, APRIL 11 (ATA) - The Albanian deputy Foreign Minister, Albert Rakipi, held Thursday a meeting with the Chairman of the Commission for the Foreign Policy in the Turkish Parliament, Sedat Allun.

    Allun said that a delegation, made up of representatives from all the Turkish parliamentary parties, will visit Albania on April 14 and will meet with senior personalities of Albania and political parties in Albania.

    Rakipi informed the Turkish parliamentary commission of the preparations in Albania for the arrival of the multinational forces.

    Allun congratulated the Government of National Reconciliation for its engagement to restore order and tranquillity in the country.

    "It is very important to respect the legal and constitutional institutions and to secure tranquillity, to hold the new elections and only in this way the economic aid, so necessary for you, can be provided," stressed Allun. /kei/mt/sh/

    [04] TWO SHIPS OF THE ITALIAN NAVY ARRIVE IN DURRES

    DURRES, APRIL 11 (ATA) - By S. Gjordeni: The first two ships of the Italian navy arrived Friday morning in the port of Durres.

    The navy ships "Rimini-A.5561" and "Panteleria-A.5351" reached the port of Durres at 8:00, in the context of the multinational force, which is expected to arrive in Albania next week for the protection and distribution of the humanitarian aid, according to the resolution of the U.N. Security Council.

    The two ships of the Italian Navy are guiding ships, which will inspect the area and will stay in Albania until the other massive multinational forces will arrive. /pas/mt/k

    [05] PRESS REVIEW

    TIRANA, APRIL 11 (ATA) - Rilindja Demokratike entitles the editorial "DP - resolute to apply the March 9 accord". "The Democratic Party, as signer of the March 9 Accord, has supported and supports the Government of National Reconciliation, so that it realizes the objectives for which it was established," says the editorial among others.

    "Green light from Italy for the international mission in Albania," reports the paper.

    Under the headline "General military staffs for the 'Alba' operation convened", the paper carries the article "The Italian troops during the next 48 hours in Albania". In the heading 'Comment', the paper publishes the article "How have the socialists understood the saying in Bushat 'It is enough the blood shed in Vlore'".

    "The SP leadership has tried to consider it a national scandal, which destroys the reconciliation, which is invented by defined segments", reports the paper.

    With regard to the visit of the Italian Minister of Education in Tirana, the paper carries the article "Urgent aid for the Albanian education and culture". "The investment for education is a guarantee for the development of democracy in Albania", underlines the paper.

    "The Albanian crisis alarms Prodi, but not Berisha" reports Zeri i Popullit.

    "Berisha and the clan he represents in the Democratic Party are not interested in the quick conduct of the parliamentary elections planned to be held in June" reports the paper under the title "The elections of June are in danger..."

    The paper carries an interview of the U.S. state department entitled "The incident with Premier Fino - intended effort to mine the government".

    "There is no doubt that the relations of the Democratic Party with Berisha are their problems, but the democracy and pluralism in Albania need a democratic party which will justify the real aspiration", reports the paper under the title "After the failed round table for the Constitution: Berisha causes irritation in Vlore".

    "Albania makes the balance: 207 people dead, 700 injured", reports Republika paper. "Unfortunately, the image of the Albanian democracy is damaged", reports the paper under the title "The divorce from crime - Albania's salvation". Under the headline "The number of signers of the Accord of the DP deputies has increased", the paper carries the article "The hole of DP should be filled with the votes of the Left". "The reality of the Government of National Reconciliation puts forward a difficult moral solution", reports the paper under the title "Fino government has immunity against critics".

    "The Parliament of Kosova would be constituted", reports Rilindja paper, regarding the meeting of the parliamentary group of the Kosova Democratic League.

    "Unexpected tension in Shkoder: a policeman killed and another one injured", reports the paper. "The parliament votes again in favour of press", reports the paper. "The Albanian exiled king, Leka Zogu, has planned to turn back, in his efforts to calm the situation in Albania", reports the paper under the title "King Zog back to homeland".

    "The precedent of conciliation and the precedents of non- conciliation" is the editorial of Albania paper. "The issue of the paper shows that the life in Albania is trying hardly to turn to the normal parameters", reports the paper. The paper carries an interview with Albanian Premier Bashkim Fino under the title "We have done what we could do".

    "The schools to be opened on April 21th", reports the paper in one of its articles.

    "Alba towards Albania", reports Dita paper. The editorial of the paper is "Fragile reconciliation". Under the headline "40 deputies ask the responsibility inside the Democratic Party", the paper carries an interview with the deputy Dashamir Shehi, one of the signers of the statement. /kled/mt/k

    [06] INSTITUTIONS OF KOSOVA ARE APPEALED TO INTERVENE AGAINST CLOSING DEPARTMENT OF ALBANOLOGY IN MUNICH

    PRISTINE, APRIL 11 (ATA) - Hanks Joakim Lanksh, translator of the Albanian literature in the German language, appeals to all the scientific, cultural and literary institutions of Kosova to intervene at the bodies of the University of Munich against closing department of Albanology in this university, Center for Information in Kosova reports.

    Lanksh addressed a letter to the Academy of Sciences and Arts in Kosova, the Albanologic Institute of Pristina, the University of Pristine, the Association of Writers in Kosova, and the Albanian papers and magazines for this problem.

    In the letter, Lanksh reports that the Department of Albanology in the University of Munich will be closed next year after Professor Fiedler will retire. This Department is established by Martin Camaj. /p.ta/kei/mt/k

    [07] PEACEFUL PROTEST OF DOCTORS IN SHKODER

    SHKODER, APRIL 11 (ATA) - By Myfit Malja: Hundreds of employees of the health sector in the district of Shkoder (Northern Albania) organized a peaceful protest on Friday morning in the main streets of the town.

    The employees of Shkoder asked the bodies of local government and order bodies to protect their life and provide normal conditions in their work.

    They asked to deploy units of the police forces near the hospital to guard the object and protect the life of the doctors of emergency, who have been shot by armed people recently.

    This manifestation was held because of an incident which happened Thursday to two doctors of this town. They were injured by an armed person.

    The doctors of this hospital during this period have worked hardly, mainly during the recent riots, where in the ward of surgery more than 150 people have been hospitalized due to the uncontrolled use of weapons./eva/mt/sh/

    [08] SERB SOCIALISTS OF KOSOVA ACCUSE OPPOSITION OF TREASON TO HOMELAND

    PRISHTINE, APRIL 11 (ATA)-A statement of the Executive Council of the Kosova Serb Socialist Party considers the participation of the Serb opposition in the Albanian-Serb round table in New York a treachery to the homeland, according to the Kosova Centre of Information.

    The Serb Socialists claim that Kosova "is the cradle of the Serb state and culture, the Serb past and future".

    Except this statement Belgrade's official Serb authorities and socialists have not yet publicly pronounced themselves on the round table.

    In their statement the Serb socialists of Kosova launch alarm saying that a part of the Serb opposition took part in the New York round table to destroy Serbia, the centre for information says.

    Since in early times Kosova has been inhabited by the Dardanian Illyrians (Albanians' ancestors) and later by the Albanians. The influx of Slav tribes in the Balkans and later the expansion of the Serb medieval state (12th-14th century) as well as the occupation by Serbia, since in the 19th century, of the Northeastern territories of Kosova and of the other northern territories inhabited by the Albanian population have been unable to change the ethnic physiognomy of this territory.

    Kosova, whose 90 per cent of the population is made up of Albanians, had been inseparable part of the Albanian trunk until 1913, when a decision of the Great Powers at the London Conference divided the Albanian lands in favour of the neighbouring states. p.ta/kei/lm/E

    [09] HIGH LEVEL U.S. DELEGATION TO ARRIVE IN PRISHTINE TOMORROW

    PRISHTINE, APRIL 11 (ATA)- A U.S. high ranking delegation, headed John Kornblum, assistant secretary of State, is expected to arrive in Prishtine tomorrow. Kornblum is accompanied by the special envoy for the Balkans, Robert Gelbard.

    The visit of the U.S. delegation to Kosova, follows the Albanian-Serb talks in New York on the Kosova issue, under the U.S. supervision.

    In today's news conference president Rugova appreciated the Albanian- Serb meeting and thanked the U.S. organiser of talks, the head of the "Project for Ethnic relations", Mr. Allen Casof.

    Rogova also highly evaluated the U.S. participation as well as the attention the State Department devoted to the meeting. b.j/p.ta/pas/lm/Z/

    [10] ALBANIAN TV STARTS PROGRAMME "TEACHING ON TV"

    TIRANA, APRIL 11 (ATA)- By P. Shuteriqi, The special programme "Teaching on TV" started on the Albanian television today.

    The programme has been prepared by the Ministry of Education, in cooperation with specialists of the Pedagogical Study Institute, to complete the shortcomings created due to the closing of the schools.

    All level schools in Albania have been closed since a month ago, with the imposition of the state of emergency.

    The program includes lessons for elementary school pupils, those on the eighth year pupils, who will undergo tests at the end of the school year, and for the fourth year pupils of the secondary schools.

    Also, for the pupils of other forms and their parents TV programmes are planned on the way to study at home.

    The Soros foundation has assisted in the realisaiton of the "Teaching on TV" programme. eva/lm/Z

    [11] HEIR TO ALBANIAN KING, LEKA I, ARRIVES IN ALBANIA TOMORROW

    TIRANA, APRIL 11 (ATA)- The heir to King Ahmet Zogu, Leka I, is expected to arrive in Albania tomorrow by midday.

    He will be accompanied by the minister of Royal Court, Abedin Mulosmanaj, and his advisor Mergim Braho.

    Leka I left Albania 58 years ago when he was only two-days-old.

    He is married and has a fourteen-year-old boy. His family lives in Johannesburg of South Africa.

    The chairman of the Legality Movement party, Guri Durollari, describes the visit of Leka I to Albania as a historic act and says that his coming at this critical situation the country is living through, will help ease tension.

    Commenting the visit of Leka Zogu to Albania, the newspaper Albania says today that Leka I has recently expressed himself against the armed insurrection gripping the country and has considered it "part of civil disobedience, part of mob's domination".

    A decision of the Permet Convention in 1944 banned the return of the king and his heirs, either as simple citizens, to Albania. eva/lm/Z

    [12] SITUATION IN KUMAN OF FIER DISTRICT BACK TO NORMAL

    TIRANA, APRIL 11 (ATA)- The police commissariat forces of the Fier district, Central Albania, returned to normal, within 18:00, the situation created yesterday at the Kuman commune, according to the Interior Ministry spokesman.

    A group of armed men, two of whom, brothers Dhimitraq and Nasi Kumaraku, at about 13:00, broke into the hall, where the chairman of this commune, Behar Plaka, was holding a working meeting.

    The Fier district police forces who arrived on the spot and clashed with the gunmen, who during the gun battle managed to seize an armoured vehicle and flee.

    The intervention with reinforcements by this commissariat made possible the capture of a considerable amount of weaponry as well as the armoured vehicle.

    An extension of the operation to some houses helped find additional amounts of weaponry. The organisers and participants in this incident, such as Dhimitraq Kumaraku, Bashkim Berberi and Maringlen Troka were as well intercepted. s.sh/jz/lm/Z

    [13] KOSOVA ISSUE INTERNATIONALISED -chairman

    PRISHTINE, APRIL 11 (ICK) (ATA)-The chairman of the Democratic Party of Serbia, Vojisllav Koshtunica, told a news conference yesterday that "the solution to the Kosova issue stands on the Serb-Albanian dialogue and the achievement of a national consensus on this issue, because the Kosova issue is the most serious national and state issue of Serbia."

    Koshtunica holds that the Kosova issue during the last years has been internationalised, which is also testified by the New York conference on the Serb-Albanian relations.

    For the international community the Kosova issue is of first priority, he said, adding that this is also proved by the fact that the lifting of the outer wall of sanctions is contingent upon the solution to the Kosova issue and cooperation with the Hague Court, whereas the local elections issue has been of second importance.

    Koshtunica said that he was not against talks, but against the way the Serb party was developing the dialogue. He remarked on the fact that no representative of the Kosova Serbs had taken part in the talks on the Serb- Albanian relations, just as he had also remarked on why the Serbs of Bosnia had not taken part in the Dayton talks. ag/jz/lm/Z

    [14] DEMOCRATIC PARTY PRESS RELEASE

    TIRANA, APRIL 11 (ATA)- The Democratic Party of Albania reports through a press release that several ex-deputies of the Democratic Party, who pretend that the DP should be renovated, made public a statement today.

    The statement alleges among other things that they have been violently avoided from the Democratic Party.

    The truth is that, the signatories of this statement have been deputies to the People's Assembly who have not been able to rerun for candidates because of not implementing the law on the political figures scrutiny and there is no violent avoidance, as they allege.

    A group of deputies of the past legislature and members of the former DP council have issued a press statement in which they say that: "The total crisis of Albania was preceded by a crisis of the DP itself".

    The statement blames the grave situation the country is in on "the DP top leadership".

    The statement, signed by only seven people, speaks on behalf of 44 former deputies and 23 members of the DP leading forums. jz/lm /Z/

    [15] MEETING OF ALBANIA'S NATIONAL RECONCILIATION GOVERNMENT

    TIRANE, APRIL 11 (ATA) - The National Reconciliation Government of Albania presided over by the Prime Minister Bashkim Fino in its today's meeting discussed and adopted the necessary decisions for the preparation as soon as possible of the state budget. It also discussed the economic situation in the country, assistance by international financial institutions, reorganization of military units, aspects of the organization, arrival, administration and delivery of the humanitarian aid, the construction of relations with multinational forces, questions of the development of education and other problems, Albanian Premier's press and information office reports.

    The Council of Ministers concentrated extensively on the discussion of the platform that the Defence Ministry has presented for the reconstruction of military units and garrisons.

    The government decided the creation of a special government commission headed by the State Secretary of the Foreign Affairs Ministry Pavli Zeri, for the coordination of the state activity in the relations with the representatives of the multinational missions or forces.

    In this context, the government agreed on the adoption of a decision for the security and administration of the emergent aid, for which an inter- ministerial cooperation has been envisaged. The meeting also discusssed the project on the development of education in Albania, which is going on in cooperation with the Soros Foundation and has started since 1994.

    The Council of Ministers focused and adopted decisions also for other aspects, such as the Italian project of over 8 million dollars, the projects for the forestry, concrete measures to bring equipemt for the forces of order, etc. ssh/jz/xh/+++
