  • [01] NATIONAL ISSUE IN FOCUS OF ALBANIA'S FOREIGN POLICY

    TIRANA, AUG 23 (ATA) - The national issue is in the center of the Albanian foreign policy. The Program of the new Government aims at giving impulses to the solution of this question, to the interest of Albania and Kosova, that is to the Albanian nation in general, the Albanian Foreign Minister, Paskal Milo, told the delegation of the Kosova Democratic League, headed by its deputy chairman, Fehmi Agani.

    It is the Kosova people who will define the way-outs and we will support in your final aim for the realization of your national aspirations, stressed Milo.

    "The stabilization and development of Albania is to the ainterest of all the Albanians and ours in Kosova," aid Fehmi Agani. Our unchangeable stand is the interdependent Kosova, which we are trying to reach through peaceful means and dialogue. Also, Agani said that they do not understand the solution of the national question as an exception of the good neighbouring. To avoid a tragedy, such as that experienced in Bosnia, continued he further on, they were backed up on the support of the international community and the aid of Albania. /jz/mt/Z/

    [02] JOURNALISTS DISCUSS LAW ON PRESS

    TIRANA, AUG 23 (ATA) - By S Sharrexhi: Wider breath for the press, complete freedom of it and no limits in taking the information, were some of the requests of the representatives of the Association of the Professionist Journalists, League of Albania's Journalists and the Foundation of the Free and Democratic Information, convened on Friday in a round table in Tirana.

    Nikolle Lesi, who participated in this table as the Secretary of the Parliamentary Commission of Mass Media, said that "The discussions regarding the law on press, which is on force, were focused on the invalidation of some repressive articles against the publishers, such as that which sentences with jail the publishers of newspapers, etc."

    Until now, the journalists, through this law in force, have been hindered in their own duty, and even threatened with years in jail," said the deputy Erion Brace.

    According to these deputies, their initiative in parliament will be supported, with the proposals of two associations of journalists, to abrogate all these repressive articles against the journalists, and to force the Albanian state institutions to inform the journalists, give information and make as transparent as possible everything of the government's activity. /s.sh/kei/mt/Z/

    [03] POLICE TO CONTROL MOVEMENT OF MOTORBOATS - Vlore

    VLORE, AUG 23 (ATA) - By H Koci: The motorboats of different owners in the town of Vlore will be under the control of police.

    Sources form the police department said to ATA that two or three placed will be defined for their deployment, towards the license of the owners.

    Every movement of the motorboats will be informed before and at a defined itinerary.

    Many motorboats in the town of Vlore over the past years have served to the transportation of illegal emigrants to Italy. A large number of conflicts have occurred during these years between their owners and local police. Some 130 motorboats have been sequestrated so far. /jz/mt/k

    [04] POLICE INTERROGATE WITNESSES ON CONFLICT WHERE SIX PEOPLE DIED

    ELBASAN, AUG 23 (ATA) - By Pellumb Zekthi: The prosecutor's office in Elbasan started to interrogate on Friday the first witnesses on the bloody event of August 13 in the outskirts of the town, where due to the confrontation between two rival groups 6 people died and 18 others were hurt.

    The current affidavits have not been made public to keep the secret of investigation, but the above body has declared that will do the utmost to throw light on the event.

    It is also reported that an indictment has been brought in the Prosecutor's office against the Rilindja Demokratike paper from the relatives of the victims "of slanders and biassed description of the conflict to profit political capital." /a.ke/kei/mt/Z/

    [05] CITIZENS HAND IN 212 WEAPONS VOLUNTARILY

    DURRES, AUG 23 (ATA) - By Sotiraq Gjordeni: Sources from the commissariat of Durres confirm that on Friday were surrendered 75 machine guns and 2 rifles, carrying the general number of the weapons handed over to 212, out of 700 which were distributed to different people during the riots in March.

    A large quantity of ammunition have been also handed over in this commissariat.

    TIRANA, AUG 23 (ATA) - Covering the meeting of the Council of Ministers on Friday, where the deputy ministers, prefects and the secretaries of prefectures were named, Zeri i Popullit reports "The professionalism wins." The paper publishes an interview with the newly elected chairman of the National Information Service (SHIK), Fatos Klosi, quoting him as saying "From the microscope of electronics down to the 'microscope' of the Albanian secret services." On the second page, the paper reports regarding the beginning of work of the new presidency of Albania's Academy of Sciences. In the economic heading, the paper carries the article "National Commercial Bank towards privatization." The paper reports "Last farewell for the People's Artist, composer Cesk Zadeja."

    Rilindja Demokratike carries the editorial "Arbnori in the cell, the communists in revenge," reporting on the fourth day of the hunger strike of the former speaker Arbnori. The paper publishes a statement of Arbnori "The strike, against the information blockage for the opposition." The paper reports that the Democratic Party has protested against the discharge of the chief of SHIK, Arben Karkini, and that his discharge was carried out right after he presented a report regarding the smuggling of cigarettes.

    Republika carries the editorial "Albania like the republics of bananas in South America." The paper also reports "The government members in row for penalty attestation," as well as "The signers of the motion increased in DP."

    Koha Jone writes "The last earthquake. 25 heads of officials cut," regarding the dismiss and appointment of deputy ministers and prefects. On the same topis, the paper carries the editorial "Albanian illegal emigrants split the government of Rome." In the heading of chronicle the paper reports "How does the Albanian mafia of vehicles function," and "The court signs arrest for the gang of Zani."

    Rilindja covers the meetings of the delegation of the Kosova Democratic League with Albania's President Rexhep Meidani and Speaker Skender Gjinushi, under the title "We would like to have good relations with the new government." The paper carries the report for the appointment of Fatos Klosi to the head of SHIK. The paper also highlights the news conference of the Kosova President, Ibrahim Rugova, held on Friday.

    Albania publishes the editorial "Communist revenge on the administration." The paper reports "Head of SHIK, victim of the smuggling of government members," and carries the article "Albanian criminal exported to the West." The paper writes "The prefects dismissed, the commissars named," and "The press on the brink of strike."

    Dita reports "The fourth insurrection start in DP to topple Berisha," and "The new deputy ministers and prefects appointed." In the heading of chronicle, the paper writes that three close collaborators of Zani have been isolated.

    Gazeta Shqiptare reports "Vlore, the policemen helped the gangs." The paper publishes an interview with the new head of SHIK, Fatos Klosi. The paper reports that a tunnel full of ammunition has been uncovered in Tirana. /kei/mt/Z/

    [07] EXPLOSIVE BLAST IN APARTMENT IN SARANDE

    SARANDE, AUG 23 (ATA) - By Sh Hajno: Unidentified persons planted on Friday night a quantity of explosive matter in the residence of the citizen Ndricim Lika, on the first floor of a five-floor building in the town of Sarande.

    According to the police sources, no victims are available so far, meanwhile that the shop of Lika, in the first floor of the building, is out of use.

    The explosion has caused partial damages and the windows of the nearby flats were broken.

    The blast explosions are something known for Sarande. After the explosions in two cafes several days ago, explosive matter has been planted in the house of a known doctor of the town. /jz/mt/Z/

    [08] POLICE OF TIRANA TO OPEN INFORMATION OFFICE FOR PUBLIC AND JOURNALISTS

    TIRANA, AUG 23 (ATA) - By Th Thanasi: The information office for the public and journalists will be opened soon in the Police Department of Tirana.

    "This office will have services with officers, telephone numbers and any citizen who has complaints and requests for the police, for the illegal acts carried out by police while on duty, for the abuses, etc, should immediately inform," the director of the Tirana Police Department, Pashk Tusha, told ATA. The office will also serve to the journalists for any kind of information they want.

    [09] FIRST TOUR OF ALBANIA'S CUP IN FOOTBALL STARTS

    TIRANA, AUG 23 (ATA) - By A Keko: The first tour of the Albania's Cup in football will start today.

    Participating in this massive activity will be 32 teams from the first and second category.

    The first tour of Albania's Cup in football last year started in August 11. The team of Partizani won the 44 Cup of Albania, deserving this trophy for the 14th time. The cup has been also won by former Dinamo team 12 times, Tirana 9 times, Vllaznia 5 times, Flamurtari 2 times, etc. /a.ke/jz/mt/Z/

    [10] NATIONAL CONFERENCE ON ECONOMIC DEVELOPMENT AND EMPLOYMENT IN ALBANIA TO BE HELD SOON

    TIRANA, AUGUST 23 (ATA)-By A. Gjata,Two non-governmental organisations, the Economy, Finance and Business Institute (IEFB) and that of Albanian Free Entrepreneurs (OSLSH) presented at a news conference today the objectives of a national conference in October on economic development and employment in Albania.

    With the of inflation in Albania being 40 per cent, eunemployment in the district affecting 300 000 people and under the conditions of a high budgetary deficit, the holding of this conference was considered indispensable by the organizers.

    Three will be the main directions of the conference: Treatment of politics of stabilisation and macro-economic development, micro economic problems for the development of business and the discussion of concrete projects of businessmen.

    "The aim of the conference is to project the future of the country's economy and defend the interests of the Albanian entrepreneurs," the president of the Albanian Free Entrepreneurs, Koco Kokedhima said. /jz/lm/sh/

    [11] INTERIM PRESIDENCY OF ACADEMY OF SCIENCES INTRODUCED

    TIRANA, AUGUST 23 (ATA)- By E. Allushi,The Interim Presidency of the Academy of Sciences was introduced yesterday, with the aim of creating an academy fully autonomous and independent of governments.

    Prime Minister Fatos Nano, present at the ceremony, referred to the role and functioning of the Academy of Sciences since its creation in 1972.

    He stressed that "science has suffered from and has been affected by politicization, and today it is in crisis," but, he added, "the postwar years should not be considered black and white".

    At the end of the mandate of the presidency of the Academy of Sciences, its former chairman, prof. Shaban Demiraj made a brief presentation of the activity of this academy.

    The new chairman of the Presidency of this Academy, Prof. Ylli Popa, stressed as an immediate task of the new staff the reorganisation of the Assembly, out of which the permanent presidency will emerge. kled/lm/sh/

    [12] GJIROKASTER POLICE FORCES CONTINUE OPERATIONS OF ARMS COLLECTION

    GJIROKASTER, AUGUST 23 (ATA)- By H. Cani,The Gjirokaster police forces, Southern Albania, continue the operations to collect the weapons looted from the army depots at the beginning of this year's turmoil.

    "Some 10 automatic rifles, five heavy machine guns, one light grenade launcher, two cases of defensive bombs as well as a considerable amount of shells have been collected at the district police commissariat on Friday and Saturday," sources of this commissariat told ATA.

    Also, seven automatic rifles, which were withdrawn from the army barracks by order of the prefecture have been handed in voluntarily.

    [13] BUS OF ATHENS-TIRANA SERVICE SPRAYED WITH BULLETS, PASSENGER WOUNDED

    TEPELENE, AUGUST 23 (ATA)-By H. Cani,A passengers' bus of the Athens-Tirana service was sprayed with bullets by unidentified persons on Saturday, at about 10.30 a.m., while leaving the Tepelene town, the district police commissariat sources told ATA.

    A passenger from Shkoder, Sander Cepaj, was wounded. The doctors, who gave the wounded first medical aid at the town's hospital, said that "the wounded was immediately sent to Ioannina's hospital and now is out of danger,"

    According to police sources the bus was shot at a distance to stop it for robbery purposes./s.sh/kled/lm/sh/

    [14] TWO ALBANIANS KILLED AND ONE WOUNDED AT BORDER WITH MACEDONIA

    SKOPJE, AUGUST 23 (ATA)-Two Albanians were killed and one wounded by fire gunfire on Friday while trying to illegally cross into Macedonia, the AFP French news agency cites the Macedonian Defence Ministry as saying.

    The Macedonian border guards intercepted a group of 10 Albanians at the Macedonian territory, not far from the Struge city, according to the ministry.

    "The Albanians responded to the call for stopping by opening fire at the Macedonian patrol, which on its part reacted by killing two and wounding one of them," the agency cites the ministry.

    On May 13 at the Albanian - Macedonian border an Albanian citizen was killed as he was illegally crossing the border and fired gunshots at the military patrol of Macedonia, wounding two soldiers.

    On May 13, near Gostivar, the military patrol of Macedonia intercepted a large group of Albanian citizens who illegally crossed the border.

    The Macedonian patrol counteracted after Albanians' shooting in their direction and as a result an Albanian citizen was wounded and later died.

    Albanian Foreign Minister Paskal Milo in his recent meetings with the ambassador of the former Yugoslav Republic of Macedonia in Tirana, Kola Todorcevski, asked for a normal functioning of the border crossing points in Bllate of Qafe Thane, as the main border crossing points in this country. mima/kled/lm/sh/

    [15] SIXTY DAYS EXTENSION FOR RETURN OF REFUGEES NOT ENOUGH-Ceka

    TIRANA, AUGUST 23 (ATA)- Albanian Interior Minister Neritan Ceka has stated that according to the Albanian government sixty days extension of time for the return of the Albanian refugees who are in Italy is not enough, says the Italian news agency ANSA, referring to Ceka's interview with the GR of Rai.

    "Before their return, the refugees should be provided with houses and jobs through international community credits," Albanian Interior Minister said.

    "Maybe it is not our task to define the days of extending the time of return but the international community should make known the days needed to provide credits for these people to resume life in Albania," Ceka told the Italian television.

    Asked whether Albania can receive all refugees Ceka said that it is possible, but initially they should be provided with conditions, because they have fled Albania because of losing the money, homes and hope.

    Hope and normal life are restoring in Albania, Ceka says attaching importance to "the promised investments to have houses and jobs, which have not yet met". Mima/kled/lm/sh/

    [16] ALBANIAN GOVERNMENT CONSIDERS CORRECT DEMANDS OF RESPONSIBLE FOR PAPERS AND MAGAZINES - Press release

    TIRANA, AUGUST 23 (ATA)- The Albanian government considers correct and welcomeS the demands expressed in democratic way and logic, the prime minister's office reports.

    Today's governmental coalition, coming to power after five years of very difficult and complicated opposition, is very clear of the press situation in Albania.

    For one month now, we have been engaged in a real battle to overcome the grave Albanian crisis in economy, finance, public order, civil society and, naturally, institutional reform, the press release says further on.

    The reforms enjoy the backing of the international community and international financial organisation, such as the World Bank and the International Monetary Fund.

    The Albanian government will soon present the integral strategy for the adoption of a modern law for the press, a law for turning the RTV from a state media to a public one and of a law on the private media, which will include all the institutions interested. kled/lm/sh/

    [17] FACTION INSIDE ALBANIAN DP CALLS FOR REMOVAL OF ITS LEADER SALI BERISHA

    TIRANA, AUGUST 23 9ATA)- A faction inside the Albanian Democratic Party has requested the removal of its leader Sali Berisha, Saturday's Koha Jone reports.

    "Fifty-two DP members, among who also deputies, members of its leading forums have addressed themselves to the public opinion, DP electorate, leading bodies of the branches and the National Council with an appeal "to distance themselves from the present leadership of the DP and its isolated leader, Sali Berisha, and publicly pronounce themselves in support of the initiative for DP reformation".

    They accuse Berisha of "taking the whole party hostage, making excluding politics, blocking the alternative of democrats to come to power and prolonging the socialists life in governing," the paper says.

    The 52 signatories of the appeal ask former party leader Eduard Selami to return to Albanian political life in order to provide his contribution within this movement.

    "Selami is in the United States, saying he was forced by berisha and his clan leave the country. it was the first time there had been a public push in the dispirited party for him to be reinstated", the German news Agency DPA says regarding the appeal of 52 DP members, addressed to former leader Selami. kled/lm
