He pointed out that the Congress stressed that Albania needs indispensably and urgently the creation of a single national youth council, in which all youth forums, political and non-political, will be united to strengthen the voice and presence of the youth in the political, social and civil life in Albania, because youth is divided in some different organizations.

[07] Albania to be encompassed into gas international network

It is envisaged that demands for hydrocarbure in general and gas in particular should be on the rise in the forthcoming years.

The Ministry of Economy and Privatization has envisaged that up to year 2000 the annual consumption of gas and oil should reach 1 million tons.

"Gas should gain priority for heating and industrial use," sources from the ministry report. Based on figures, gas covers only 0,8 percent of country's needs, but it is planned that until year 2000 gas should cover 20 percent of them.

There are four projects to link Albania with gas international network, one with Italy, two others through Greece and Macedonia and the last is via Montenegro.

"In the framework of these projects, the ministry is developing talks with the biggest gas supplier, Gazprom of Russia," said Ilir Ciko, chief of negotiations at the ministry.

While for gas extraction and processing many projects exist, the situation is not the same regarding oil sector. According to Ciko oil production from the existing fields should reach 650,000 ton until year 2000.

To meet the demands for hydrocabure, the first steps are the maximum exploitation of existing reserves, not leaving aside the effectiveness of Albpetrol company management and the introduction of foreign shares the company has with other foreign oil companies in form of joint ventures.

Other projects regard the renovation of Ballshi oil refinery, those of oil and gas pipelines, where the reconstruction of existing Vlora oil pipeline is given priority.
