    TIRANA, OCT 31 (ATA) - By S.Sharexhi: The book "Flowers on thorns" a collection of the creativeness of Arberesh Luis de Rosa was promoted at the Museum of National History in Tirana on Friday.

    "This is not a masterpiece, neither does it pretend to rank as such, but it embodies a masterpiece - the ancient Albanian language," said the participants in the promotion ceremony.

    Poet Moikom Zeqo praised the book as modest in appearance, but very concise in content, conveying love, respect and unity of the Albanian nation.

    The volume opens with the poetry "Where are you going my brother," through which the author expresses pain for the victims of the Otranto channel on March 28 of this year, and is composed of four cycles.

    It includes civic lyrics, expressing love for the simple people and, above all, nostalgia for the homeland of the forerunners.

    Evaluating the collection of De Roses, the poet Agim Shehu said that the Arberesh people are a "'reflection' of the Albanian nation, because they still keep the language and customs of their ancestors."

    By order of Skenderbej, the ancestors of De Roses followed by an army fought in defence of the king of Naples in 1461 and remained there after Albania's Ottoman occupation.

    "I do not doubt I am among brothers," Luis de Rosa said adding: "I came here to tell you that we do not forget the motherland even after 500 years." s.sh/kei/lm/ak/k

    [02] POLICE TO BLOCK VEHICLES WITH YELLOW NUMBER PLATES

    TIRANA, OCT 31 (ATA) - By Th. Thanasi: Road traffic police will block all vehicles with yellow or state number plates starting from Saturday, police sources said to ATA.

    The deadline to replace the yellow number plates with usual ones was October 31, 1997. The vehicles, which have not changed their number plates will be seized and drivers will be subjected to tight measures, the same source said.

    "This does not mean that the process of changing the number plates continues and the drivers should replace them with white ones,"police chief for the road traffic, Major Luan Shehu, said The decision to change the number plates was taken a month ago. ake/kei/ak/k

    TIRANA, NOV 1 (ATA) - The newspaper Zeri i Popullit reports that the President of Albania Rexhep Meidani has left for Geneve to attend a ceremony marking the unveiling of a monument of the Albanian National Hero Gjergj Kastriot Skenderbeu. The paper covers the works of the first congress of the Democratic Alliance party, which were greeted by the prime minister Fatos Nano. It also covers the meeting of PM Nano with the head of the Italian Foreign Commission of the Chamber of Deputies Achile Ochetto, under the title "Coordination of European aid." Referring to the meeting between Ochetto and Albanian Foreign minister Paskal Milo, the paper said that the latter urged Italy to carefully tackle the issue of the Albanians. The paper quotes former Austrian chancellor Franz Vranitzky saying in a news conference in Tirana "Sufficient progress has been achieved." The paper carries the article "Berisha cannot get the upper hand again". In the economic column the paper carries the article "Abuses affects tourism's privatisation."

    Under the headline "Vranitzky: Fragile democracy in Albania. OSCE former envoy ended his mission," the newspaper Rilindja Demokratike says "Nanocreature to face Strasbourg's trial." It carries the editorial "Vranitzky's farewell." Covering the meeting of Vranitzky with the DP leader Sali Berisha, the paper says: "International community is prepared for quick political changes in Albania. They were confirmed by Vranitzky, who informed that the OSCE future diplomat to succeed him was named." As regards a parliamentary decision saying that November 29 is Albania's Liberation day, the paper reports: "Right-wing: Do not recognise November 29," and "November 29, Nano's present to Milosevic."

    The newspaper Republika carries the editorial: "Demons had been angels before," saying that Vranitzky "using a European diplomacy has revealed a fact: the Albanian politicians have forgotten what they have said after the elections." Covering a news conference of the Justice Minister Thimio Kondi, the newspaper says "Justice, no judge and prosecutor without juridical education." It covers a news conference of the VEFA Executive Director Ylli Limaj quoting him as saying that the aim of the government is to take VEFA's assets and sell to others and that he (Limaj) will run the company while "president will stay at home."

    Under the headline "Democrats strongly reacted after a decision of the RTSH leading Council," the newspaper Koha Jone reports "DP ready to stage another hunger strike." The paper says that the DP sources report for another hunger strike soon in front of the Albanian Telegraphic Agency (ATA), or in its grounds, in protest against "information black-out." The paper carries the editorial "Day of statements". Referring to a news conference of the Justice Minister Thimio Kondi, the paper says that judges, who have attended six-month courses will be discharged. In the economic column, the paper says that the Ministry of Economy and Privatisation and a Swiss company have signed an understanding agreement to put into operation the former metallurgical plant in Elbasan.

    Rilindja covers the news conference of the Head of the Kosova Republic Ibrahim Rugova, who congratulated the Albanian students in Kosova for staging peaceful protests. It also reports that Albania's President Rexhep Meidani left for Geneva to attend a ceremony marking the unveiling of a monument of Skenderbeu. The paper says "East-West corridor passes through Greece?" Albania carries the editorial "In memoriam," saying that the former Austrian chancellor Vranitzky "conceded that he can never undertake a similar mission in Albania but will return in this Balkan country only as ... a tourist." The paper reports "Alert: falsified $200 million in Albania." It says that the Unity for Democracy has strongly condemned the court decision, which declared the senior communist officials not guilty and said that it will appeal to the European Court in Strasbourg.

    Under the headline "Series of charges against the state and administrators," the newspaper Dita says "Alimucaj distributes his own money," covering the news conference of the VEFA executive director. The paper carries the editorial "DAP, it is time to be extended." Covering the visit of the Italian parliamentary delegation headed by Ochetto, the paper says that Italy is concerned about the Albanian constitution and refugees.

    Referring to the conclusion of the investigation on the incident of March 2 when a person dressed in black shot at DAP president Neritan Ceka, the newspaper Gazeta Shqiptare says "One tried to kill Ceka." It reports on the first DAP congress "We fight against Berisha." The paper says that Vranitzky urged Berisha to take seats in parliament. It also covers the meeting between Alimucaj and Arapi under the article entitled "Government- money lending: hand shaking for the first time." kei/ak/k

    [04] UNESCO - A DONOR TO ASSIST ALBANIAN EDUCATION - Ruka

    TIRANE, NOV 1 (ATA) - By P Shuteriqi: In January 1998, Albania will have the possibility to unfold before international donors and organizations its policies of development in the field of education, asking support through projects, ideas and donations.

    For the emergent problems in education in Albania, UNESCO offers this country 40 000 dollars, which will be used for the recovery in the sector of education in the city of Berat. In the mean time Austria, Italy and other states have expressed their readiness for cooperation along with the Council of Europe.

    As participants in the debate of the 29th Session of UNESCO which is still going on in Paris, the Albanian Minister of Education and Science, Et'hem Ruka told ATA that the Albanian government delegation has made evident the fundamental problems the education in Albania and in all Albanian territories, especially in the Albanian schools in Kosova, is actually facing, thus asking support and sensitization of various organizations of education, especially of UNESCO.

    During its visit to Paris, the delegation met with ambassadors of other countries and with important personalities of UNESCO, and presented the joint projects with this organization.

    "Our obligation," said Mr Ruka, "is to gather all these partners in a round table envisaged to be held in Tirane by the end of January 1998." xhen/xh/

    [06] NERITAN CEKA REELECTED DAP PRESIDENT

    TIRANE, NOV 1 (ATA) - By A Hasani: Neritan Ceka was reelected today president of the Democratic Alliance Party (DAP.) The president was elected by the assembly which was itself elected in the first congress of DAP, held from Oct 31-Nov 1, 1997.

    Neritan Ceka is the first president of the Alliance, a party formed since 1992 on the basis of a group of deputies who left the Democratic Party right after it won the March 22, 1992 elections. Ceka is also Interior Minister of Albania.

    The DAP Assembly voted on Saturday for the DAP Secretary but the voting was repeated because none of the candidates, Gjergj Zefi, former secretary of the Assembly and Edmond Dragoti, former secretary general, could win more than two thirds of the votes according to the statute. The voting for this post will be made in the coming meeting of the DAP Assembly.

    The congress ended on Saturday with the approval of a resolution.

    "It is not a coincidence that the present government program is an adopted version of the DAP program," said in his report on Friday the president of the party, Neritan Ceka. The Minister also said that DAP, as a liberal and democratic party, will always be open to progressive forces. ssh/xh/

    [07] POLICE BLOCK 48 VEHICLES

    TIRANE, NOV. 1 (ATA)- By Th. Thanasi, Tirana police on Saturday blocked 48 vehicles, 21 cars, 20 buses and seven lorries, moving with yellow number plates after their use had expired, sources of the district police department report.

    The drivers of these vehicles were also deprived of their travel permissions for an indefinite time.

    "Except vehicles from the districts, where the registration offices have been burnt down, all vehicles with yellow number plates moving in the capital will be blocked," says Pashk Tusha, head of Tirane police department.

    The deadline for travelling with yellow number plates was October 31 1997.

    "It does not mean that the process for the changing of the official number plates has stopped. But the yellow number plates of official vehicles must compulsorily be replaced with white number plates so far used only by private vehicles," said the chief of the traffic police of Tirane, Mayor Luan Shehu.

    The decision for the replacement of the yellow number plates by white ones was adopted a month ago. ssh/pas/lm/xh/

    [08] BALKAN SENIOR OFFICIALS TO ATTEND CRETE SUMMIT TOMORROW

    ATHENS, NOV.1 (ATA)- By R. Goro,

    The Prime ministers of Albania, Greece, turkey, Bulgaria and Romania as well as the presidents of the Former Yugoslav Republic of Macedonia (FYROM) and Yugoslavia (Serbia, Montenegro) arrive in Crete on Sunday where the first such high level meeting of the Balkan states will be held until Tuesday.

    The Summit will also be attended by Bosnia, represented by a lower level, that of the deputy Foreign Minister.

    The main goal of this summit is to create relations of cooperation and good neighbourliness among the Balkan states.

    Many may think that at the end the summit will sign a resolution, which will also include two decisions: that for the creation of a body for the coordination of all the Balkan activities and that for the institutionalisation of the Summit, which will be proposed to be called once a year at the state which will hold the presidency of the coordinating body.

    The political framework of the resolution will stress the commitments of all the participating states to respect the existing borders as well as the principle of non-interference into each-other's home affairs.

    Besides contributions at the Summit sessions, a great interest is being devoted to bilateral meetings, to be held during the days of the summit.

    According to sources of the Greek Foreign Ministry, which is also the organizer of the Summit, the main topics in the meetings Nano-Milosevic and Nano-Gligorov will be Kosova and the Albanians in the Former Yugoslav Republic of Macedonia.

    Further consolidation of the relations between Albania and Greece will be discussed in the Nano-Simitis meeting, to be held Sunday afternoon. Of great interest are the meetings Gligorov-Milosevic and Gligorov-Simitis, at a time when the meeting of the latter with his Turkish counterpart, Mesut Yillmaz has totally monopolized the interest of the Greek mass media because of the aggravation of the Greek-Turkish relations in the recent months.

    Observers from the European Union, the U.S. or Russia will, for the first time, not be present in such as important meeting as the Summit of Crete is, and Athens explains this fact with the Balkan countries wanting to discuss their questions without the participation of third parties, because in this way they feel themselves better.

    According to a poll conducted today in Athens, 48.6 per cent of the interrogated think that the Summit of Crete will serve the consolidation of the relations between the Balkan states, whereas 39.6 per cent think that the Summit will yield no results. ssh/lm/xh/
