[01] LET US ALL FIGHT CRIME - MeidaniTIRANE, DEC.20 (ATA)- Albanian President Rexhep Meidani and Interior Minister Neritan Ceka on Saturday attended the funeral the policemen killed Thursday on duty by criminals in Ballsh.Meidani and Ceka also met the relatives of Bujar Hamitaj, 25, and Arshi Bregasi, 46, from Ballsh, whose bodies lay in the town hall. "We all share in today's pain, because an attack upon the policeman is an attack upon order, law and state. Let us together fight crime, so that the criminals are brought to justice", said the president. Ceka announced that three of the criminal gang have been caught by the police forces. Several citizens have accused the prosecutor's office, which had released one of the criminals only 10 days before the incident, although caught with weapons and masks in his home. They asked that the criminals be sentenced to hanging. Ceka also attended the funeral of police Veledin Pashaj at Frater village of Fier district. Nikolla, The 36th song festival on radio- television, considered the most significant artistic event of the year, continued on Saturday in Tirane with all songs presented in this activity.Finally, after a several-year debate the singers sang "live" on Saturday. "Several days ago I declared that the third night would be 'live', despite some singers' objections," said Zhani Ciko, artistic leader. Meanwhile many singers on Saturday morning did not agree to realise such an interpretation, as "their recording was not realised for this kind of interpretation". This was the reason the singers coming from Kosova did not sing "live". The juries, the central one in Tirane and those of Korce, Gjirokaster and Shkoder selected on Saturday the 12 best songs, which along with the three songs of the youths will be interpreted on Sunday on the final day. a/ke/kei/lm Albanian Telegraphic Agency[03] JOBS CREATED IN COMMUNITIESTIRANE, DEC.21 9ATA)- By S. Sharrexhi, The programme on creating new jobs in communities is the newest activity of the Foundation for Employment, Self-employment and Professional Formation."The aim of this project is to employ family members receiving social benefits," says Avenir Kika, director of this foundation. "As unemployed they receive 1.000 leks per month, while working in jobs envisaged by this programme they will get 6 000 leks per month," Kika says. The rehabilitation of roads, aqueducts, hospitals, schools and other institutions, on the basis of this project, enables the employment of those provided with social benefits. The first three projects for the reconstruction of the Preze-Budu road, 3 km long, Tirane district, Elbasan ring 1 km long as well as the reconstruction of the Shengjergj commune offices in Tirane are currently being applied. Some 170 people of these communes have been employed. Some 39 other projects, which will enable the employment of around two thousand people on social benefits, are underway, according to Kika. The realisation of these projects is being supported by some $20 000 from a 2.2 million dollar fund, financed by the World Bank. Malja, The Shkoder district police vice- director, Colonel-Lieutenant Marjan Prendi, was wounded Saturday evening in a shootout between the police forces and a group of robbers.Prendi, on his way to help the police forces together with the mobile unit, was shot by the robbers on his right shoulder. His condition is not life - threatening. Prendi told ATA on Sunday that the culprits have been identified and will soon be in the police hands. s.s/kei/lm/k Albanian Telegraphic Agency[05] PRESS REVIEWTIRANE, DEC.21 (ATA)- The main topics of Sunday's newspapers include the funeral of three policemen killed Thursday in a gunfight with a gang as well as the SP national conference held on Saturday.The 36th song festival occupies a prominent place in the press. Under the headline:"Ballsh: President Meidani attends funeral ceremony of three killed policemen", Zeri i Popullit says: "Let us all fight crime". Rilindja Demokratike says that three of the criminals of the Ballsh massacre have been arrested and that the gangsters had been bodyguards in the SP electoral campaign in Mallakaster. The paper carries the editorial:"State attacks police". Koha Jone covers the funeral of the three policemen killed and cites the Ballsh citizens as saying: "Bandits should be hung here". Albania carries the article:"Killers of policemen, committee members". About the funeral ceremony Dita says :"Ballsh like Spain". Shekulli reports on the arrest of three members of the criminal gang which attacked the policemen". Gazeta Shqiptare says that at the funeral ceremony the policemen were called upon to fight crime. Regarding the National Conference of the SPA, Zeri i Popullit carries the editorial:"For the Albanian clock not to stop..," and says: "Nano and Pellumbi face to face". The paper says that changes have been approved in the SP programme and statute. The paper cites the Secretary general of the Italian Democratic Party of the Left, Massimo d'Alema, as saying: "Italy considers Albania a friendly country". Rilindja Demokratike cites Nano's main opponent inside his party, Servet Pellumbi, as saying: "SP has turned into a party of clubs". Under the title:"Nano, an iron victory", Koha Jone says:"Servet Pellumbi outside leading forums, all proposals of the party chairman approved". Rilindja carries the article:"Socialists should restore hope to a whole people". Albania carries the article:"Nano hurts Pellumbi". Dita cites the SP chairman Nano as saying:"New SP, old disputes". Under the headline:"Tough criticism at the socialists' national conference yesterday by ex-chairman Servet Pellumbi", Shekulli says citing Pellumbi as saying: "SP is turning into a club party". Gazeta Shqiptare says that Nano won over Pellumbi at the SP conference. As regards the festival the paper stresses the fact of singing "live" on the third night. kei/lm Albanian Telegraphic Agency[06] INUNDATION IN LEZHELEZHE, DEC 21 (ATA) - By Zef Pergega: The torrential rains during Saturday and Sunday have inundated Lezha. There are 8 000 land sown with wheat, fodder and vegetables out of 16 800 hectares of all the district, in which the level of water has reached 1 meter, thus creating an extraordinary situation for Zadrima.In about 180 homes the water has damaged furniture and other house appliances along with the fodder for livestock. Besides the heavy rains, which according to official data have reached the level of over 200 mm in 5 hours, the water in the channel of Zadrima has burst out in almost 115 liear meters, causing damage in about 2 km of the Lezhe-Shkoder railway line. The elevation of the water level of Drin above the critical quota of 5.6. meters, a phenomenon which was not seen since 1985, has ruined three water facilities in Balldre, Gocaj and Gryke-Zeze of the zone of Zadrima, while the water facility of Ishull Shengjin is working at reduced capacities. Considerable damages have been caused to 800 linear meters of the reinforced protection wall of the rivers Mat and Gjader. As a result of the privatization of the land in the district of Lezhe, the irrigation channels have been totally ruined. Lezha has been also flooded in December 1995 and September 1996, and the value of the damage was about 120 thousand dollars.
