  • [01] Regional Committee to encourage cross-border cooperation

    KORCE, March 16 (ATA)-By B.Fejzullai, The Regional Committee of the "CREDO" project to encourage cross-border cooperation between Albania and Macedonia was created in Korce on Monday.

    "The PHARE programme of the Council of Europe (CE) will finance joint programmes between Albania and Macedonia, proposed by the local authorities or non-governmental organisations of both sides .

    The programmes will be applied in the economic, social and environmental protection fields," Kamela Daja, coordinator of this programme in Tirane told ATA.

    According to Daja the projects on technical assistance will be financed by 50 000 ECU, while the projects on infrastructure and economy by 300 000 ECU.

    Attending the first meeting of the Committee were local government representatives from the districts of Korce, Pogradec, Librazhd and Peshkopi, from Ministry of Economic Development and Cooperation, Ministry of Public Affairs and others. /s.sh/pas/lm/

    [02] Most of WB credit to address QSUT

    TIRANE, March 16 (ATA)-By K. Shehu, Some $11 mln from a credit earmarked by the World Bank will address the Tirane University Hospital Centre "Mother Teresa" (QSUT).

    This was confirmed by Leonard Solis, Minister of Health and Environment, after an agreement signed in New York recently on a $ 17 million credit to be provided by the World Bank.

    Besides the general reconstruction of the Tirane Hospitals the project includes the construction of a contemporary emergency unit for the whole Tirana in the QSUT territory, and the rehabilitation of the electricity and water network in this centre.

    The credit also includes the computerisation of the Ministry of Health and Environment, reconstruction of the Public Health Institute, of 37 health centres of the Tirane district, the equipment of three polyclinics with apparatuses," said Solis, adding that the credit will begin to be released in July 1998. /lm/

    [03] Police siege in Drenica reinforced, all humanitarian aid held back

    Prishtine, March 17/ ATA correspondent Behlul Jashari reports from Prishtine:

    The situation in Drenica continues to be tense, with police siege being reinforced and all humanitarian aid being held back.

    Shortage of food and medicine for the injured and sick is becoming increasingly pronounced in large areas of Drenica.

    An amount of medicine sent yesterday to Skenderaj by the International Red Cross were not allowed access to destination.

    The lower Prekaz continues to be completely deserted, empty of its inhabitants and more than 60 Albanians killed there, several have not yet been buried.

    Many other villages live under the siege of tanks and armoured cars, while snipers, placed at new more advanced positions, keep shooting from all sides on Llaushe, Marine, Turicfoci, Broje, Vojnik, Acareve and a number of other localities, in which thousands of Albania are collectively kept isolated. /p.ta/lm/

    [04] DP says Gjata issue may lead to reconsidering its stand toward parliament

    TIRANE, March 17 (ATA)-By A. Haxhiu, Democratic party and Centre- right parliamentary groups said that unless the mandate of the chairman of the Constitutional Court was not respected according to Albania's constitutional laws, they would consider invalid every mandate of this legislative and reconsider their ongoing approaches.

    The DP chairman, Sali Berisha, at a news conference on Tuesday, regarded the parliament's decision to dismiss from duty the Constitutional Court Chairman, Rustem Gjata, as an absurdity and anti-constitutional.

    He stressed that there is no file to prove that Gjata has been voluntary collaborator of former-Sigurimi, as this definition does not exist, and agent of the Yugoslav Foreign Service.

    Berisha considered the parliament's decision to dismiss Gjata as chairman of the Constitutional court anti-constitutional, as according to him, it is this court which should judge Gjata's activity and rule the removal of his immunity and not parliament.

    The Albanian parliament on Saturday decided to dismiss Gjata from his office, for being voluntary collaborator of the former State Security.

    The request for his dismissal had been issued by the Official Figure Scrutiny Commission in January of this year, based on documents found in the archives of the National Information Service (SHIK) which provided incontestable evidence that Gjata had been voluntary collaborator of the former Sigurimi. /s.s/lm/

    [05] Interior Minister Ceka meets his Macedonian Counterpart

    TIRANE, March 17 (ATA)-Interior Minister Neritan Ceka today met with a Macedonian Interior Ministry delegation, headed by Interior Minister Tomislav Cokrevski, which arrived in Tirane on the same day for a two-day working visit.

    The two ministers concentrated on contraband, arms and drugs trafficking and illegal border-crossing.

    Referring to the Macedonian Interior Minister's concern at the arms traffic towards Macedonia, Ceka said that the Albanian police will use all means and possibilities to curb this traffic.

    "We are not interested in having arms trafficking as they are a state property and should be returned to it, and more over, we are not interested that our weapons create destabilising situations, as we are for stability in the region," he said.

    The participants in the meeting agreed to quickly realise the points of the 1992 agreement and to this end a group of experts from the Interior Ministry will go to Skopje, which is also the first contact at this level between the two ministries.

    They also spoke of the border regime problem, with both sides asking to set up respective commissions to rewrite and maintain the border signs.

    Both sides pointed to the importance of a close cooperation in exchanging information on drugs trafficking, which troubles the two countries for their very geographical positions.

    Ceka welcomed the invitation of the Macedonian counterpart for a visit to the neighbouring republic, which will be made in a near future.

    This afternoon, the Macedonian Interior Minister will meet with Prime Minister Fatos Nano and visit the offices of the Tirane police department. /s.s/lm/

    [06] No bomb planted in oil tanks of Patos, police sources say

    FIER, March 17 (ATA) - By H, Koci: The report, printed in today's press regarding planting of a bomb in the oil tanks in Patos (Fier), is not true, the deputy director of police department in Fier, Milto Kordha, told ATA on Tuesday.

    "This report is not true," declared for the same source the deputy director of Albpetrol, Simon Ranxha.

    The dailies on Tuesday published an article according to which a bomb had been planted in vicinity of an oil tank and only the intervention on time of police experts of Fier saved the petroliferous zone of Marinez from a catastrophe. /a.ke/mima/mt/

    [07] Albania's President praises DP return to Parliament

    TIRANA, March 17 (ATA) - By Keida Kostreci: Albania's President Rexhep Meidani greeted the return of the Democratic Party in Parliament on behalf of the national interests, but stresses that these interests should be seen not only for the Kosova problem, but also for other problems inside Albania, the press adviser of the President, Sotiraq Hroni, told a news conference on Tuesday.

    "It is utopia to demand a national interest for Kosova without having a democratic and stabilized Albania," said Hroni.

    "President Meidani thinks that the return of DP in parliament should mark a political 'fair play' regarding the stabilization of the country," added Hroni.

    The deputies of the Democratic Party returned to Parliament last Thursday, after a 5-month boycott, considering this a message for the international politics, to show that Kosova is not alone.

    The Democratic Party boycotted parliament after DP deputy Azem Hajdari was wounded in parliament hall by a Socialist Party deputy. /mima/mt/

    [08] Serbian media report on attack against Serbian police in Kijeve

    PRISHTINA, March 17 - ATA correspondent in Prishtina, Belul Jashari, reports:

    The Serbian media reported Tuesday that in Kijeve village, in vicinity of Kline (Kosova), a police patrol became object of an armed attack late on Monday.

    According to BK-Television, referring to the Serbian News Agency TANJUG, the attack occurred at 21:00. While according to a Serbian radio in Prishtina (the capital of Kosova) the attack against the police station of Kijeve, where two grenades have been thrown, happened at 20:20.

    According to the radio, the Serbian police replied by fire to the attack of the "Albanian terrorists" who slightly injured a Serbian policeman, who was sent to the hospital of Peje.

    The Albanian sources have given no reports on such attack. /p.ta/mima/mt/

    [09] Solution of rights of Kosova Albanians according to international conventions

    TIRANA, March 17 (ATA) - By Keida Kostreci: Albania's President Rexhep Meidani supported Tuesday a long-term solution of the political, economic, social, cultural and educational rights of the Kosova Albanians in conformity with all international conventions, President's press adviser, Sotiraq Hroni, told a news conference.

    "The President reiterated the idea of a dialogue between the parties (Belgrade and Prishtina) in the presence of a third party, by always respecting the rights of the Kosova Albanians," said Hroni.

    He stressed that the stand of Meidani regarding the Kosova issue has been in complete coherence with the international stand on this matter.

    Hroni mentioned as example the request of the President addressed to the U.N. Secretary General, Kofi Anan, to send of mission of this organization in Kosova, during the visit he held last month in USA.

    The press adviser also informed that the President has sent letters to the heads of states of Contact Group and to the Security Council, through which he made a concrete presentation of the situation.

    "The President expressed the conviction that the Kosova people will win the right to hold elections under the sunlight," said Hroni, stressing that the Albanian people has recognised and recognises the elections in Kosova as legitimate. /s.sh/mima/mt/

    [10] EC chief of the mission in Tirana speaks of readiness of international institutions to help Albania

    TIRANA, March 17 (ATA) - In the meeting that Albania's President Rexhep Meidani held Tuesday with the chief of the mission of the European Commission in Tirana, Elio Germano, the latter informed the President on the readiness of the economic and financial institutions to support Albania in this difficult stage for its economic reconstruction.

    President's press and information department reports that Meidani and Germano shared the same opinion regarding the acceleration with which the Albanian administration should be characterized in the preparation of projects to be financed and the fight to be made towards the bureaucratic obstacles in this direction.

    [11] Intellectuals ask international military protection for Kosova

    PRISHINA, March 17 - ATA correspondent in Prishtina, Belul Jashari, reports:

    Outstanding Albanian intellectuals of Kosova, through a memorandum, presented Tuesday the urgent request for immediate intervention of military and political international organizations (U.N. Security Council, NATO and OSCE,) to stop the further run of the Serbian genocide against the Albanians and for the deployment of forces in Kosova in order to defend the peace.

    Among the requests of the memorandum is that the international community should recognise and defend the right of the Kosova people to be declared for his future, based on principles of self-determination.

    "The memorandum for the crisis of Kosova" has been addressed to the Contact Group, chief of diplomacies and senior personalities of USA, Western Europe and Albania, U.S. and European envoys for Kosova and NATO Secretary General. The memorandum is signed by 23 intellectuals, headed by the academicians Idriz Ajeti, chairman of the Academy of Sciences and Arts in Kosova. /my/mima/mt/

    [12] Capital punishment will not be removed, Justice Ministry says

    TIRANA, March 17 (ATA) - Albania's Justice Ministry in an official statement on Tuesday, declared that it is impossible to remove the capital punishment taking into consideration the current situation in the country.

    This statement, issued by press office of the Justice Ministry, was made upon the request of several foreign news agencies, which asked an official statement regarding the adoption or no of the capital punishment in Albania.

    "Taking into consideration the current situation due to the last year's riots and due to the phenomenon of vengeance it is impossible to remove the capital punishment," has been the reply of this office.

    The statement also says that "meanwhile the Albanian government is engaged to respect the engagements of the European Community to lift the capital punishment."

    "No capital punishment has been executed in Albania since 1995, while over the last two months, the district courts of Kruje and Berat have ruled two capital punishments, which have not been executed yet," says the statement of the Justice Ministry. /s.sh/mima/mt/
