  • [01] Public Order Minister Petro Koci ends visit in Greece

    TIRANE, Oct.23 (ata) - By Urim Bajrami: Albanian Minister of Public Order paid and official visit to Greece on October 21 and 22, 1998, at the invitation of the Public Order Minister of Greece. The department of press and information of the Albanian Foreign Ministry told ATA that Albanian Minister had meetings with senior leaders of the Greek government, the Mayor of Athens and deputies of the Greek Parliament.

    In the meeting with his Greek counterpart, Romeos, Minister Koci highlighted the cooperation made so far between the public order bodies of the two countries and they determined concrete measures to further perfect this cooperation. This will influence that good results be attained by both countries in the fight against crime, contraband, drug and arms trafficking.

    Besides, Minister Koci met other Greek government members such as the Defence Minister, the Interior Minister and the Minister of Merchant Navy.

    In the meeting with the Greek Defence Minister, Xohaxopoulos, minister Koci was promised an amount of 25 vehicles to be brought soon and a number of armoured cars to meet the emergent needs of the Albanian ministry in the fight against crime. /dast/xh/

    [02] Special Government Group discusses question of Referendum for Constitution

    TIRANE, Oct.23 (ata) - Under the chairmanship of Albanian Deputy Premier and Minister of Government Coordination, Ilir Meta, the Special Government Group for coordination of inter-ministry actions with the Central Commission for the Referendum convened on Friday.

    The Ministry of Information told ATA that in its first meeting, the Group discussed the measures adopted by the Local Government minister and other ministries conformed to the law on referendums.

    The participants in the meeting also discussed the patterns of the documents needed for the preparatory phase of the referendum for the Constitution. /dast/xh/

    [03] Albanian Government supports powerfully Irbahim Rugova - Majko

    TIRANE, Oct.23 (ata) - Albanian Government supports powerfully the President of the Republic of Kosove, Ibrahim Rugova and all other political factors voted by our Kosova brothers, thus respecting the Kosova political factor as determinant in the solution of the situation in Kosove, said Albanian PM Pandeli Majko in a meeting with a delegation of the Government of the Republic of Kosove, led by his counterpart, Bujar Bukoshi, the Ministry of Information told ATA.

    The present situation in Kosove and the dramatic developments there were in the focus of the meeting.

    The two ministers, says the report, voiced full understanding on the establishment of direct links so that to avoid any misunderstanding in the relations between the two governments, especially in the present situation when the international factor is so sensitized about the question of Kosove.

    Speaking of the measures that the Albanian Government has adopted to create the necessary conditions for the people displaced from Kosove, PM Majko stressed the need that the work be coordinated so that the assistance from the international community be efficiently used.

    After congratulating PM Majko and his cabinet, PM Bukoshi voiced his full belief that the present situation in Albania will pass soon. /dast/xh/

    [04] Deputy Prime Minister Ilir Meta meets staff of Tourism Development Committee

    TIRANE, Oct.23 (ata) - By Urim Bajrami: The Albanian Deputy PM Ilir Meta introduced Friday the new Chairman of the Tourism Development Committee Dr. Sherif Bundo, the Information Ministry told ATA.

    On this occasion, Mr Meta held a meeting with the staff of that institution, in which he stressed "the creation of this Committee shows of the priority the Government attaches to this sector. The government program carries the tasks in the field of tourism aiming at its development not only for profiting but also for a long-term development of this sector in harmony with ecology, environment, the cultural-historical traditions of Albania.

    Meta demanded, in the name of the Government, maximal commitment of the staff of that institution to improve the strategy of tourism, to complete and improve the legal framework, to realise regional studies and to ensure investments in the infrastructure.

    There are about 90 million dollars offered by local and foreign investors which must be used according to the strategies adopted in this field.

    At the end, Mr Meta demanded from the leaders and staff of that institution to respond as soon as possible to the demands of local and foreign investors, to be transparent in all their activity and to avoid any manifestation of corruption. /dast/xh/

    [05] Investigation for contraband of 27 ships starts

    TIRANE, Oct.23 (ata) - By Th Thanasi: The Attorney General Office decided Friday to start investigation into 27 ships which have transported smuggled commodities.

    The spokesman of the Attorney General Ardian Visha told ATA on Friday that the Attorney General office would start inquiries for 27 foreign and Albanian ships involved into smuggling commodities with highly-taxed custom charges.

    The information from the 21st Division and other sources would serve as initial facts for the investigation, said Visha, explaining that both the owners and the crews of the ships will be under investigation.

    The investigation of the activity of 27 ships covers the period from April 1997 until now," said Visha. The ships are not seized on the Albanian waters but they have made contraband near these waters. Their investigation is based on signals and the documents brought from the ports that received their charges. "In most the cases, the host firms are 'phantasm,' said Visha.

    Albanian structures have been investigating into the smuggling activity of four other ships caught off the ports of Vlore and Durres, mainly with cigarettes on board, such as the ships Demon, Stefanos, Hiqmet Tusha and Lucky Mar. /pas/xh/

    [06] Majko hails "Days of cultural heritage" in Voskopoje

    TIRANE, Oct.23 (ata) - By K Shehu: Albanian Prime Minister Pandeli Majko hailed on Friday the international activity Days of Cultural Heritage, on the topic "Voskopoja, an Albanian and Balkan phenomenon," being held in the Mediaeval dwelling centre of Voskopoje.

    The message of greeting by PM Majko, said that "this activity is part of the efforts of the Albanian economy to stabilize the public order and economy, to promote reforms in all the fields for the construction of a genuine rule of law.

    Voskopoja is an imposing center of civilization, a cultural cradle for all the Balkans where the cohabitation of various cultures and ethnos was so harmoniously nurtured and manifested. It is a real sphinx of our ancient and new history in Southeastern Albania.

    The printing press, the classes, publications, academy, the cult centre, paintings, multilingual dictionaries and the philosophical creativeness of the distinguished men such as Teodor Kavaloti, Daniel Voskopojari, the basilicas painted by outstanding artists as David Selenikasi and brothers Konstandin and Thanas Zeografi are in Voskopoje an irreplaceable school for emancipation, and national pride.

    Voskopoja is not only a great monument of culture and history of Albania, but it is and should become a powerful museal centre to to help investigatigation into its innumerable values. It is high time to construct a complex strategy which will also include the protection of our national memory also in the development of cultural tourism."

    [07] Finishes the unloading of 10.000 tons of wheat, aid coming from America.

    DURRES, Oct. 23 (ATA) - By G.Kabashi: The unloading of "Baltia" ship which brought in Durres port 10.000 tons of wheat, which is an American aid for Albania, finished on Friday.

    The chief of the ship processing sector, Engjellushe Gjoni, told ATA that the remaining part of this aid consisting in 15.000 tons of wheat is in the port, in "Diana" and "Tedi" ships since the beginning of Sept.

    Gjoni added that in Durres port actually are being precessed three ships, while 5 other ships loaded with building materials are waiting in the port quay to be processed.

    According to the statistics of the ship processing sector, more than half of goods coming to Durres port consist in building materials. /dast/A.A/

    [08] Three gangs of thieves caught by police

    TIRANE, Oct.24 (ata) - Social Forces and those of Riot Police of the Public Order Ministry of Albania during road checks on some national roads have arrested three gangs of thieves, the spokesman of the ministry said to ATA.

    The riot police patrolling on Ballsh-Tepelene road arrested last Friday three members of a big gang of thieves from the districts of Mallakaster and Vlore, which had been operating in that zone for several months. They are Floder Zeka, 18, from Ballsh, Dritan Gala, 18, from Xhuerna of Vlore and Nalton Abazi, 22, from Terbac of Vlore.

    The three thieves and two other members of the gang who are identified and wanted by police, have made systematic thefts on Ballsh- Tepelene road. The latest case was that of Friday noon when they had plundered under the threat of arms, the Benz of a citizen from Vlore.

    Yesterday at noon, police also caught two very wanted persons, Dritan Myrto, 18, and Bilbil Derstila, 22 from Gjinari i Elbasanit, for stealing under the threat of arms and with masks, different people on Elbasan-Gjinar road.

    Last Friday evening, two residents of Mirdite, namely Gezim Ndoi, 19, and Altin Pjetri, 22, sentenced once for theft, were detained as authors of some thefts in the district of Lezhe.

    The Government led by PM Pandeli Majko, which received the vote of confidence two weeks ago, has declared the re-stablishment of the rule of law as one of its priorities. /pas/xh/

    [09] I see efforts for a successful development in Sarande - Austrian Ambassador

    SARANDE, Oct.24 (ata) - By Sh Hajno: Over his visit to Sarande last Friday, the Ambassador of Austria in Tirane, Arno Riedl was briefed of the natural sources of that district and supported its further development, beginning with a project for the construction of a secondary vocational school.

    "My impressions are positive and first of all I see that efforts are being made for a successful development in Sarande and the entire region," said to ATA Ambassador Riedl after the meetings. Riedl said that "there are many points which need action and mediation," adding that "the representatives here must become aware of the special possibilities they have in this district."

    Rield spoke of the cooperation which would enable the development of the local present potential and added that they cannot be realised only through state projects. "The project in the sector of education for the construction of the secondary technical-economic is not the only one. Many others will follow, when we speak of Saranda we also mean that such projects are for all Albania," he said.

    With regard to the conditions to be created to encourage foreign investors to come to Albania, Riedl said the security in the country is the first important thing.

    "As ambassador of Austria, I am optimistic that there is a traditional friendship between the two countries and that we understand each other. I believe that these are important for the economic development," said the Ambassador. /pas/xh/

    [10] 1.440 cigarette postal packages sequestrated

    POGRADEC, Oct. 23 (ATA) - By H.Balliu: Some 1.440 cigarette postal packages of "Boss" blend are found abandoned in a trailer on Wednesday, after having passed Tushemishti customs house.

    The spokesman of the District Police Commissariat, told ATA that a night before, the vehicle with the number plate LB 6903 A, pulled off the trailer and the driver went away with the vehicle. After the control exercised in the trailer in Friday morning were found 1.440 cigarette postal packages equal to 360.000 "Boss" packets of cigarettes costing 1.2 million leks.

    The spokesman said that the Tax Police has sequestrated the cigarettes. /A.Ke/A.A/

    [11] Serb forces bomb Lladroc village in Malisheve

    PRISHTINA, Oct. 24 (ATA) - Sources from the Kosova Democratic League reported that on Friday noon units of the Serb military and police forces, deployed in the place called Rreze, bombed the village of Lladroc, but so far there are no reports on casualties, the Kosova Information Center said.

    Meanwhile, all the villages of Lugu are still kept surrounded, and the Serb police raided the houses and maltreated the inhabitants. Two police road-blocks in Gllogjan have been backed recently by six checking points.

    It is also reported that the bodies of three killed people were sent to the morgue of the Prizereni Hospital. Only one of them has been identified, Shpetim Kryeziu, 20, from Pagarusha. /pas/mt/

    [12] Expert group for crime investigation created in Kosova

    PRISHTINE, Oct. 24 (ATA) - Kosova Information Minister, Xhafer Shatri, announced the creation of a group of foreign experts for the investigation of war crimes in Kosova, and made an appeal to the citizens to offer this Ministry all the information and datas for crimes and masaccres commited by Serb forces, said Kosova Information Center.

    The Serb criminels should appear before the International Court and should be condemned for our killed and masaccred children, mothers and parents," is said in the declaration signed by the Minister Shatri.

    The declaration says that a group of foreign specialists of the International Right, with experience in war crimes investigation in other countrie of ex-Yougoslavia, have created the work group, which is in contact with the Information Ministry of Kosova. /P.Ta/A.A/

    [14] Ex-Ministers of Agriculture discuss development of this sector

    TIRANA, Oct. 24 (ATA) - By D. Koca: The former Albanian Ministers of Agriculture convened on Saturday morning in "Dajti" Hotel in the First Forum organized by the Rural Development Research Center, where they discussed about the development of the Albanian agriculture.

    Attending the meeting was also the Prime Minister Pandeli Majko.

    The former ministers, present in the meeting, stressed the necessity of supporting the climate for the agriculture.

    The current Minister of Agriculture and Food, Lufter Xhuveli, spoke of the green strategy that this Ministry has defined and for the support of the international community and foreign donors for the agriculture, mainly for the private sector. /pas/mt/

    [15] The budget indexes for the 9 month period: 59 milliard leks incomes, 87 milliard leks expenses

    TIRANA, Oct. 24 (ATA) - By D.Koça: According to the evidences the incomes during the 9 month period are 59 milliard leks, or 95% of period plan, that is 65% of the year plan.

    The incomes from the tax are realized by 42 milliard leks or 87.8% of the period plan.

    The expenses are realized by 81% of the period plan or 58% of the year plan. They consist in 87 milliard leks.

    During the 9 month period, the budgetary deficit has been 27.5 milliard leks or 62% of the period plan, that is 44% of the year plan. The interim deficit, without considering the incomes coming from the foreign investments (aids), and the expense with foreign finances, result in 26 milliard leks or 92% of the period plan, that is 71% of the year plan. /pas/A.A

    [16] U.N. Rapporteur meets Rugova and Demaci

    PRISHTINA, Oct. 24/ ATA correspondent in Prishtina, Belul Jashari, reports:

    The Special Rapporteur of the United National Organization for human rights, Jiri Dienstbier, met Friday in Prishtina with the Kosova President, Ibrahim Rugova and the general political representative of UÇK, Adem Demaci.

    Dienstbier declared that he was interested mainly in the implementation of the agreement Holbrooke-Milosevic for the withdrawal of the Serb forces from Kosova, freeing of prisoners and return of people to their houses. The U.N. Rapporteur considered the situation in Kosova extremely grave.

    In the meeting with Demaci, Dienstbir said that many speculations and misinterpretation have been noticed in an interview for the Polish newspaper "Gazeti Vyborzca." According to what was published, Dienstbir had given evil opinions for UÇK, which caused too many reactions in Kosova.

    During the visit in Kosova, Dienstbir also visited the Albanians, imprisoned in the jail of Prizeren. /pas/mt/

    [17] Ministry of Culture opens Literature Competition '97

    TIRANE, Oct 23 (ATA) By K.Shehu

    The Ministry of Culture has opened the annual competition to award the prizes for the best literary works published by the publishing houses in 1997, but so far only five of them have presented their editions.

    Sources from the Ministry of Culture told ATA that for this reason the Ministry put off the deadline. While over the past years the authors themselves presented their works, for '97 the publishing houses will be presenting them.

    This year the Ministry will award two more prizes: for the translation from Albanian into foreign languages and the special prize of the Ministry of Culture, which will be awarded to the important personalities of Albanian literature, alive or dead ones. The special prize will be accompanied with a golden feather, while the other five prizes with a silver feather each.

    All the licensed publishing houses will propose two literary works.

    The prizes will be awarded on December 21, the day when the first book Fair "Tirana '98" closes.

    The renowned personalities of Albanian art and culture as Aurel Plasari (chairman), Piro Misha, Fatos Lubonja, Ilirjana Stringa and Agim Gjakova will make up the jury. /pas/lola/

    [18] Albanian Atlantic Association: Collecting weapons, not disarming

    TIRANA, Oct 24 (ATA)-By E.Koraqi, "Collecting weapons from the population and not disarmament" was the motto of the national conference held on Saturday by the Albanian Atlantic Association.

    Present at the conference were President Meidani, Prime Minister Majko, government members and representatives of international organisations.

    The two-day conference started on Saturday morning. The president of the Association, Alfred Moisiu, said that unless the issue of arms' collection is resolved, one cannot think of a secure Albania, which can serve as a factor of stability in the region.

    Moisiu said that the solution of this issue will positively affect the creation of a favorable climate for attracting foreign investors to Albania and its normal proceeding towards Euro-Atlantic integration.

    Participants in the conference said that the campaign to take the weapons from the hands of the civil population should not be called "disarmament" but "collection" of weapons.

    Attending the conference are representatives of the OSCE, U.N., CoE, foreign military scholars, Albanian analysts and politicians, scholars of Albanian history and legislation, representatives from the diplomatic corps, NATO member countries, representatives from the Media and others.

    At the beginning of the proceedings the participants stayed in silence for one minute in respect for Azem Hajdari, who was also member of the association's council.

    Regarding the arms' collection issue, Albanian Parliament has approved a law and the government is taking measures to implement the programme "The strategy of arms collection".

    On this issue, the U.N., too, has undertaken a special programme for Albania. This programme will soon be implemented throughout the country. As a beginning, it is being implemented in the district of Gramsh as a "pilot project". /pas/lm/

    TIRANE, Oct 24 (ATA) By O.Kadaifciu The libraries of Tirane have been enriched this week with "Mortal souls" written by Gogol, which has been on demand.

    "Literature issues" of Jean-Poul Sartre, an edition of the publishing house "Dea", keeps being one of the best-sellers in the libraries of the capital.

    The book "Plato", which includes "Socrates' apology", "Critias" and "Phedon", is also demanded by the readers.

    This book was translated by Lazer Stani and published by the publishing house "Liria".

    "Sketch of political thought" with the author Hysamedin Feraj also keeps being a best-seller. For the first time in the Albanian political thinking nationalism and enverism have been treated. It is the edition of the publishing house "Koha".

    The novel "the knight and the death", written by Leonardo Sciascia and translated by Adrian Beshaj, is also a best-seller.

    "Epirus' issue" of Mit'Hat Frasheri is also demanded in the market of the book. It includes the essays "Epirus population", "Epirus' issue", and "Albanians in their homeland and exile", translated by Eugen Shehu.

    [20] Majko: Government cannot collect weapons without support of politics

    TIRANA, Oct 24 (ATA)-By I.Luto,

    Albania's Prime Minister Pandeli Majko on Saturday, speaking at a conference held by the Albanian Atlantic Association on arms collection, considered the severe conflict among the Albanian political class one of the causes that has greatly affected consciousness, and as a result, also the instinct of people's self-defence.

    Majko, as a member of the presidency of the Albanian Atlantic Association, said that "the citizens will continue to feel themselves betrayed and frightened for as long as the parties in Albania fail to place the state above their own interests."

    He said that "no government can cope with the issue of arms collection without full support by the politics, civil activists and the International Community."

    As Prime Minister Majko said that arms collection is a priority of the Government he runs because it poses one of the main obstacles to prosperity and a potential source of danger for the whole region.

    The OSCE special envoy, Lieutenant-Colonel Willem Ter Velde, who read a message of ambassador Everts before the participants, said that the "issue of disarmament is very delicate and should be treated seriously."

    "The spread of arms trafficking risks the security of any country in the region, especially of Albania, where political stability, law and order are problematic."

    "Without the assistance of Public Order bodies the programme of arms collection has few chances for success," said the OSCE special envoy.

    He assured the participants in the conference that the international community aid will not be lacking in any forms required. /pas/lm/

    [21] Bedri Dedja included in International Biography Center's 16-th volume

    The writer, professor and academician Bedri Dedja was recently chosen by the International Center of Biographies in Cambridge, England, to be included in the 16-th volume of international writers and authors.

    Cambridge Center is one of the most famous publishing houses in the world for the renowned personalities of literature, literary studies, music and research works.

    The selection of the academician Bedri Dedja follows his nomination as a member of the Assembly of Psychology World League.

    The creativity of Bedri Dedja, distinguished especially in the literature for children, reaches some 136 editions, 33 translations from the world literature for children and some nine others on history, theory and criticism of children's literature.     DURRES, oct 24 (ATA)-By G.Kabashi, The Odyssey of the trial against the "Demon" ship, which was blocked by the Italian and Albanian forces of Guardia di Finanza on January 13 of this year, 12 miles from the Albanian shores, with 2.400 boxes of smuggled cigarettes on board, is over.

    The Durres district court has sentenced the five Albanian crew members to 8 years and 8 months' imprisonment.

    Judge Natasha Pitaku said that "Demon" and the smuggled commodity, according to the decision of this court, are confiscated. /dast/lm/

    [23] December: Book Fair "Tirana '98"

    TIRANE, Oct 24 (ATA) By K.Shehu

    For the first time the activity of the Albanian publishing houses will be presented in the book Fair Tirana '98, to be held on December 16-21 in the International, Cultural Center (ICC).

    The Ministry of Culture, the Albanian Publishers Association and ICC are the organizers of this activity.

    "Book Fair "Tirana '98" is not a profitable fair but a cultural one, which is going to make it a tradition," sources form the Ministry of Culture told ATA.

    For the first time around 60 licensed, private publishing houses from all over the country as well as the publishing house of University Book, the School Book Enterprise, the publishing house of the People's Army, the Science Academy and the National Librariy will present for five consecutive days their activities in 70 pavilions.

    The organizers aim next year to give the book Fair "Tirana '98" into an international character. /dast/lola/

    [24] DP leaders to pronounce themselves on Hajdari's murder next week

    TIRANA, Oct 24 (ATA)-By Th. Thanasi, Leaders of the Democratic Party (DP) next week will declare at the Prosecutor's Office what they have made public about the environments and perpetrators of the murder of Azem Hajdari and his body guard.

    "Many of the DP leaders, who have constantly declared at news conference that they have information and facts on the murder of Hajdari, will be summoned to the Prosecutor's Office next week to pronounce themselves on this issue, in aid of the investigations started," sources for the Investigation Department of the General Prosecutor's office told ATA.

    According to these sources, their statements, according to which they "have proofs" on Hajdari's murder will make a legal basis of investigation only if they are made before the respective body.

    "Otherwise, if they do not pronounce themselves at the Prosecutor's office, it is equal to a criminal offence," the sources clarified. /dast/lm/

    [26] NATO directly engaged in extending arms' collection throughout Albania -Brokaj

    TIRANA, Oct 24 (ATA)-By E.Koraqi, International Structures, especially NATO, are directly engaged in extending the arms' collection programme throughout Albania, Sabit Brokaj, the Presidency's defence advisor, told ATA on Saturday.

    At the conference on arms' collection, held by the Albanian Atlantic Association, Brokaj said that the state is trying to do its utmost as regards avenues to reach the goal on arms' collection, but as it is a complex problem it requires the engagement of the whole society, particularly of the local government, police, associations, army and schools."

    Meanwhile, deputy Minister of Defence Ilir Bocka said that the weapons looted are property of the army therefore they should be returned to it.

    "Our duty is first of all is to increase security by guarding arms depots, so that to prevent the creation of situations like those of the past year, whose consequences are still being felt.

    "The army structures will back this significant activity".

    The arms issue has been the most disputed issue in the meetings with the NATO teams, he said.

    The NATO teams and our specialists are cooperating in training the effective that will engage in deactivating the mining zones and those infected by thrown munition, concluded Bocka. /dast/lm/

    [27] OSCE - journalists round table

    PESHKOPI, Oct 24 (ATA) By H.Ruspi The responsibilities of the Ministry of Information, the new law on electronic media, the coverage of the local events by national media and the ethic of journalism were the focus of attention of the round table, held on Friday from OSCE office in Peshkopi, in which journalists from this Prefecture, which includes Diber, Mat and Bulqize took part.

    Same Selishta on behalf of the local journalists presented the situation of the official and private information in this Prefecture and thanked OSCE for organising this activity, the first of this kind in this field.

    OSCE Press Secretary, Monika Keimova, stressed that OSCE wants to listen to local journalists' opinions and concerns, in order to follow the situation outside Tirane and present it to the Albanian and international representatives.

    State-run and private medias journalists gave opinions and debated about a more efficient role of the Ministry of Information and ethic of journalism. /A.Ke/lola/
