[09] Time is working in the right direction for Albania

    - Message of Greeting of Albania's President Rexhep Meidani to the Albanian people on occasion of New Year, 1999 -

TIRANE, Dec.31 (ata) - In a long message of greeting for the citizens of the state and for ethnic Albanians on occasion of New Year, 1999, since the beginning the President of Albania reminds them of the joys and concerns they left behind. Addressing the citizens of his country with the words "Dear Albanians" he continues:

"Time is inseparable, but mankind, always inclined with all power of mind and heart towards the progress of the new hopes, has transformed the moment of the New Year into a symbol of all-sided revival. Like all mankind, we Albanians, too, are celebrating this New Year with a renewed hope and confidence. However ordinary this may seem, it is significant not because hope and belief are attributed of the man only, but also because a people have hope and faith in the future, look forward to it and accelerate the time.

Tonight we are leaving behind a year of contracts which in the range of individual, social, national and all-national preoccupations, commitments and aspirations proves of positive objectives and failures, of completed jobs and unfinished ones, of works left halfway or not started at all, of lost and won chances.

Time has been working for us too, of course not at the rates we would like it to work. But it is important to stress that the time has worked and is working in the right direction for Albania, in the direction of progress. The course of democracy is irreversible. Despite the old and new problems which continue to exist for our country, democracy will and must by all means yield results, suffice to use it properly, with all heart, wisdom and determination.

The new Constitution laid the corner stone of this course, opening new vistas for the human rights and freedoms, for the rule of law. I think that the year 1998 will be recalled and evolve as a new light in the future precisely for the fact that Albania was made with a Constitution, whose effects will be felt in the gradual consolidation of the institutions, the restoration of normality and in the expansion of democratic dimensions.

It is a fact that 1998 brings us more closer to Europe and Euro Atlantic structures. I would like to mention here the impulse of the religious communities, different non-government organisations, those of businessmen, as well as science, research, literature, artistic, sports bodies on our new society, an impulse reflected even in politics. I am not exaggerating if I say that this is one of our major challenges to subdue and defeat the systems of antivalues or anarchy.

Apart from balance of achievements and failures, 1998 was a year of a great pan-national test for the Kosova issue. This test continues. The events this year affirmed as ever before that the Kosova issue is a pending one which should to be resolved. Albanians of Kosova and Albanians all over the world do not want war. They, like every people, deserve freedom and democracy. They have testified correctness and trust the great and fundamental role of the international factor to prevent the conflict and find a solution to the issue.

Our test in Albania and the test of our brothers in Kosova as regard the present or expected development can be said in one sentence: Together we can do our best and solve quicker sensitive problems we are facing.

President Meidani greets compatriots all over the world saying dear compatriots Albania is again ready for deeper and tangible changes. Our country is richer than us. Albania is richer than Albanians. Rules are better than behavior. Laws are more European than events. Support is greater than achievements. What joins us is more than what divides us. Allow me to say that hearts are more generous than minds. All these make the normal and prosperous future for the Albanian families more concrete and tangible.

I also like to appeal today along with my greeting to turn the eyes to the future. We need more understanding for what we can do and cannot. We need more cooperation on the rule of law and institutions to conceive and reach the best solutions there. Dialogue in every level, both bilateral and multilateral, is necessary and with irreplaceable values in finding a language of cooperation. But meanwhile, it would have been effective and with concrete results when finalised within institutions. Now it is clear that we cannot go ahead without respecting law and institutions.

With our eyes towards the future, being beside you in the last hours of the year, I heartily wish you that the last year of this century, 1999, would be better for us, our children, for all Albanians wherever they are living and working.

    Happy New Year!
