[02] Electronic media and how it affects children - UNICEF

TIRANA, Feb 3 (ATA) - By G. Dilaveri: Producers of programs for children in television stations are not fully aware for their responsibility towards this age group.

While the erotic films are broadcasted only late at night, violence is present during all day in Albanian televisions, said a research conducted by United Nations Children's Fund (UNICEF) on the media and how the latter affects children's life.

Like in other countries, scenes of violence seemed not to offend the moral of the Albanian public as it happened in sex films. On the other hand, violence has a really negative role in the psychological development of children leading to violent behavior.

The law on electronic media urged the respect of rights, interests and moral of the children and youth, protection of children and teenagers banning programs, which can damage their health and psychological development.

Until 1990 the state television produced an average of six animation films every year.

"These films aimed at educating children and youth for the creation of new communists," Ylli Pepo, television producer said.

Since 1991, no film for children has been produced and present programs are based on interviews and round tables with children and youths discussing different issues related to their lives.

However, the presence of teachers in these programs limits their freedom of speech.

The UNICEF research said though children were at the focus of the media programs they were not allowed to act spontaneously. Their freedom of speech is often limited in these programs because they are presented at grown-up. /s.sh/ak/

These are the ways Albania wants to follow to be integrated in European society".

[24] Kosova delegation to sign Rambouillet accord, Assembly

TIRANE, March 4 (ATA) - By Irena Luto: The Albanian Parliament called Thursday on the delegation of Kosova to sign the accord of Rambouillet in the second round of talks with the Serb party on 15 March.

On behalf of the Foreign Parliamentary Commission, the chairman Sabri Godo read a draft-statement, which was later adopted unanimously by the deputies. This draft-statement stressed the necessity of signing the peace accord in Rambouillet between the Serbs and the Albanians, "which will open the way, expected for centuries."

"We urged the NATO presence in Kosova, as the essential element to guarantee this accord," says the statement. Even if the other countries, which are not members of NATO, express the will to contribute with troops in Kosova, the deputies unanimously adopted the stand that the operation as a whole should be led only by the NATO troops in order not to allow the repetition of a second Bosnia in Kosova.

The deadline imposed until 15 March, the day when the talks between the Albanians and Serbs will start, is seen in the declaration of Parliament as a period during which the Serb forces will continue to fire at the Albanian population in Kosova to sabotage the accord.

"We believe that NATO should take the necessary measures to stop this last foolishness of Milosevic by avoiding the danger of a general war in the region," says the statement further on.

The chairman of the Foreign parliamentary commission, Sabri Godo, said that although this period will be tense due to the deployment of Serb troops in Kosova, the Kosova Liberation Army (KLA) must stay away from the provocations, which aim at blaming the Albanians for not respecting the accord.

The statement also hails the work of the Kosova delegation in Rambouillet as a serious engagement of the international factor, and mainly the stand of the United States.

The declaration expresses the optimism that the Kosova Albanians will correctly act in signing the accord and its respect, and wishes the Serbs to do the same thing, and if this is not reached, then it is time for NATO to intervene.

The Assembly reiterates that the legitimate right of the Kosova people for self-determination is the final solution of the crisis in the region, which started in Kosova and we wish it to end in same place," ends the resolution on Kosova, approved Thursday by the Albanian Parliament. /lh/mt/

The issues raised by the deputies had to do with the tense situation of urban hygiene in the city of Tirane, as well as the situation of sewerage and refuges in different quarters.

While asking the questions, Minister Shuli said that there is no obstacle in using the budget of 838 million leks, accorded by the Albanian government for cleaning of Tirane city, from the legislation viewpoint. The main problem for the hygienic situation of Tirane, is the flux of people coming from rural areas, as well as the continuation of constructions which are not made according to the town-planning regulations. the Public Work and Transport Ministry has set up a work group which is working with the motto "For a clean and cultural Tirane", she explained.

Regarding the poor situation of the sewerage and pollution of refuges, Shuli said that "this remains still a problem for our ministry, but we can face the most emergent needs in some of our cities with the actual budget, worth 130 million leks.

Regarding the question made by the deputy Nikolle Lesi, on the situation of streets in Lezhe city, Minister Shuli said that government has accorded a fund for improvement of the situation of roads in this city. "A greater and closer cooperation with the local government is asked for efficacity of these projects" said the Minister of Public Work and Transport, Ingrid Shuli. /lh/A.A/
