    VLORE, Oct 6 (ATA) By Harilla Koci: - 95 Albanian citizens caught at Puglia coasts by the Italian police have been repatriated, head of the Vlore port confirmed to ATA on Wednesday.

    The Albanians arrived at the Vlore port on Tuesday via "Niobe", "Skenderbeu", and "Jupiteri" ferries and have been taken rightaway to the police commissariat, where verification procedures were held.

    Some of them, once they arrived, affirmed that tens of other Albanians are expected to be repatriated, who like today's comers fled illegally to Italy.

    Despite the measures taken from the local police and the increase of patrolling by the ships and motor boats of Guardia di Finanza, still the phenomenon of the illegal emigrants traffic toward the Italian coasts is actual. /led/gs

Former minister of Finance, Arben Malaj, yesterday at the Tirane conference reacted at the presence of the special forces in the meeting room. - "Shehu: The convention served to the leader".     [03] A powerful radar in Sazan to check Otranto channel

    DURRES, Oct 6 (ATA)- By Gezim Kabashi, After four months of operations has been concluded the installation of a powerful radar in Sazan island, sources of the 28-th marine group, located in Durres port, told ATA on Wednesday.

    According to an agreement-protocol between the Albanian and Italian Ministry of Defence, this radar has been assembled from the Italian part to control and prevent illegal trafficking in Otranto channel.

    Otranto channel, during the last years, has been in many cases the passage bridge for illicit trafficking, not only of illegal emigrants but also of other smuggling goods such as cigarettes, weapons and drugs. /led/so/

    [04] U.S. militaries visit Pashaliman base and the Sazan island

    VLORE, Oct 6 (ATA) By Harilla Koci: - U.S. militaries on Tuesday visited the naval military base of Pashaliman and the Sazan island of the Vlore district. Official sources did not dive any information whatsoever on the aims and objectives of the visit, but non confirmed sources report that this visit is linked with the U.S. interest in these two military key points of Adriatik.

    Sources of the city-hall affirmed that a visit of the two top officials of the Tirane U.S. Embassy is expected on Wednesday. The same sources reported that tomorrow's visit is connected to U.S. interest in the city of Vlore, but no confirmation was made on the visit's link with the Pashaliman base and the Sazan island.

    Another contingent of Guardia di Finanza is located at the Sazan island at a time when the destroyed base of Pashaliman, is being reconstructed for a year now by the Turkish army.

    It is the second time that U.S. Embassy top officials come to Vlore. In their previous visit two weeks ago, they met the Mayor Tare Hamo, with whom they discussed the problems the Southern coastal city had to face. /led/gs/

    [05] Morine customs office to be reconstructed

    KUKES, Oct 6 (ATA)- By R.Hoxha,

    Morine customs office in Kukes district (Northeast), the main gate which links Albania with Kosove, will be reconstructed, sources from the district customs office told ATA on Wednesday.

    The growth of people and goods' transport on both sides of the border has brought about the necessity of the reconstruction of the existing customs office building as well as the the expansion of the road in the vicinity of the customs office.

    The danced traffic on both sides of the border has had a great influence on the growth of economic level of the citizens in this district.The free transport of people and goods has also affected the stability of goods' price in contrast with the Kosove crisis period. /led/so/

    [06] The Albanian cinematography "to show" in Internet

    TIRANE, Oct 6 (ATA) By K. Shehu: - The Central Archive of the Albanian Movie soon will display filmic materials it possesses on the international information network, Internet, sources form this archive told ATA on Wednesday.

    This will be realized via the "Belga Vox" program, an international program to transmit filmic materials via internet network.

    The Albanian filmography, considering the Albanian films part of the world heritage, will be spread all over the world. According to the Archive principals "the foreign public thus, will be given the possibility of acquaintance with the history of a nation". /led/gs/

    [07] Investments in health service in Kukes

    KUKES, Oct 6 (ATA)- By R.Hoxha,

    Investments in health service in Kukes prefecture, for 1999, amount to 69 783 000 million of leks, sources from the district Prefecture told ATA on Wednesday.

    This fund is being used to reconstruct existing institutions as well as to construct new buildings that will improve health service in the Northeastern zone of the country, which gave shelter to the greatest part of the deportees during Kosova crisis.

    A part of this fund, around 29 917 000 leks, has been earmarked by the state budget and the remaining part by the nongovernmental organizations which are active in this prefecture. /led/so/

    [09] First World Congress of Chambers of Commerce held in France

    TIRANE, Oct 6 (ATA)- By D.Koca,

    An Albanian delegation, leaded by the head of Tirane Chamber of Commerce, Luan Bregasi, participated recently in the First World Congress of the Chambers of Commerce, in Marseilles.

    In the congress participated 750 delegates from over 90 world countries. During its proceedings the Albanian delegation treated issues connected with the new roads and the development of trade and business in Albania, sources from the Chamber of Commerce told ATA on Wednesday.

    "Together we should be stronger in peace and prosperity", stressed in his speech the chairman of the Chamber of Commerce and Industry of Marseilles, Claude Cardella. Meanwhile the prevailing idea of the congress proceedings was "Chambers of Commerce should be prepared for the future, while economies should serve to people".

    Participants concluding the congress approved "The declaration for the Chambers of Commerce in the third millennium".

    During the days of the congress the Albanian delegation held talks with Alain Destouches, administrative director of the International Office of the Chambers of Commerce (ICC) as well as with representatives of several states' Chambers of Commerce. They discussed the strengthening of relations and further cooperation between the Chambers of Commerce. /led/so/

    [10] Albanian President Meidani meets with newly-appointed Ambassador of Italy in Tirane

    TIRANE, Oct. 6 (ata) - Albanian President Rexhep Meidani met on Wednesday with the Ambassador of the Italian Republic in the Republic of Albania, Mario Bova, who presented the credentials.

    Attending the ceremony of the credentials was also the Albanian Foreign Minister Paskal Milo.

    The new Italian Ambassador was accompanied by diplomats of his embassy. Bova replaced outgoing Ambassador Marcelo Spatafora. /led/xh/

    [11] Skender Kamberi chosen among century distinguished people

    TIRANE, Oct 6 (ATA)- By Ornela Kadaifciu, People's Painter, Skender Kamberi was awarded recently the Honor Medal by the International Center of Biographies of the most Distinguished People of the 20-th century, in Cambridge, England.

    Skender Kamberi, one of the most popular figures of the Albanian figurative art, is currently Secretary General of the Albanian Writers and Artists Union.

    His artistic creation activity includes about 1600 works, in painting.

    The International Center of Biographies of the most Distinguished People has chosen several figures of the Albanian culture such as the writers Odhise Grillo, Bedri Dedja, Gaqo Bushaka and others. /led/so/

    [12] Swedish lawyer ends mission to Albania

    TIRANE, Oct 6 (ATA)-By Th. Thanasi, Swedish lawyer, Christer Karphammer, on Wednesday ended his mission as assistant close to the General Prosecutor's Office in Tirane, sources from this ministry told ATA.

    Karphammer is now appointed by the Swedish Government to the U.N. mission in Kosova.

    In Albania Karphammer was counselor and assistant at the General Prosecutor's Office and close to the group set up to investigate the issue on the murder of one of the Democratic Party Leader, deputy Azem Hajdari, by mid September last year.

    He began his mission to Albania on June 14 this year, replacing in this mission a prosecutor from Norway.

    Currently, the Hajdari issue investigation group is being assisted by Norwegian prosecutor Siri Frigaart. /dast/lm/

    [13] Financial support of World Bank for judicial system in Albania

    TIRANE, Oct. 6 (ata) - By I Paco: The World Bank will support financially the judicial system in Albania, said to ATA on Monday the press office of the Foreign Affairs Ministry.

    During the meeting that WB delegation led by Eric Haythorne had in the FM with the State Secretary for European Integration, Maqo Lakrori, he stressed that the World Bank will offer financial support for projects which aim to raise the qualitative level of the judiciaries and courts in Albania.

    "Consolidation of the judicial system and courts serves the democratization of the civil society," said Haythorne.

    Thanking the members of the delegation for the WB commitment to the judiciaries in Albania, Mr Lakrori voiced the interest of the Albanian Government to cooperate in this direction.

    The Albanian Government has outlined a strategic plan for the improvement of the work in the judiciaries, stressed Lakrori. /dast/xh/

    [14] ADA Airline to connect Tirana with Prishtina

    TIRANE, Oct. 6 (ata) - By M Pupa: The Albanian airline company "ADA Airline" has offered its service for the connection through airline transport the airport of Tirana and that of Prishtina, sources from ADA Airline told ATA on Wednesday.

    Some other foreign companies are showing interest to establish airline connection with the airport of Prishtine expected to reopen on October 14, such as the Swiss Crossair company, the Austrian Tyrelean Airways and the Slovenian Adriana Airways. /dast/xh/

    [15] Eighth Corridor, priority of Albanian government at Bari Conference

    TIRANE, Oct 6 (ATA)-By E. Nepravishta, The Albanian government will ask at the Bari Conference on October 9 that the project of the 8th corridor be treated as one of the priorities of the Stability Pact, Prime Minister Pandeli Majko said at the meeting of the Council of Ministers on Wednesday.

    According to the Ministry of Information, the Minister for Public Affairs and Transport, Ingrid Shuli, reported at this meeting on the proceeding of the projects of infrastructure in Albania.

    Shuli pointed to the failure of realising projects by the Tirane Municipality.

    "Around 170 million leks have been provided by the state budget to asphalt and repair the Tirane roads and so far only 20% of this fund has been used," she said.

    Majko asked from the local government bodies of the capital to take all measures to end asphalting roads on the main 16 axes of Tirane, otherwise these funds will go to other municipalities of the country. /dast/lm/

    [16] About USD2 billion are free in hands of population

    TIRANE, Oct. 6 (ata) - By Elton Metaj: The temporary free monetary means in the hands of the Albanian population are as high as nearly 2 billion USD.

    This figure was published on Wednesday in the seminar "Possibilities of crediting for private entrepreneurship" held by the Chamber of Trade and Industry in Tirane and the Union of Albanian Business Organizations (BOBSH.) Speaking of the "Crediting of private sector in the light of the business community," Prof. Dr. Edmond Luci said that "according to the valuation of the specialists of economy, it is presumed that the monetary means provisionally free in the hands of the population are estimated at about USD1 billion." He added that "these means not only are not drawn or put to the country's economic circulation but they are fraught with the danger of leading to re-emerging of the pyramid investment schemes."

    According to Luci "the Albanian banks, the state-run ones in particular, but also the private ones have a paradoxical situation: they collect money from the people but do not credit money for the business." The main money selling market for the banks are the treasury bonds.

    The private firms-banks relations are actually far from being normal. According to the BOBSH representative, this is a result of the fact that the banks offer a low qualitative service.

    "A serious concern of the business community regarding the bank credit is also the relatively high interest rate," said Luci. /led/xh/

    [17] Transitional Council discusses security issues in Kosova

    PRISHTINE, Oct 6 (ATA)-The Transitional Council of Kosova discussed security issues in Kosova at a closed door meeting on Wednesday, according to ATA sources in Prishtine.

    This meeting, chaired by the U.N representative in Kosova, Bernard Kouchner, stressed the indispensability of resolving the Mitrovice issue and other disputable issues, with the aim to eliminate trouble spots in Kosova.

    Attending the meeting were KFOR commander, General Mike Jackson, Prime Minister Thaci, head of the Democratic League of Kosova (LDK) and leaders of other political subjects, while the Serb government representatives continue boycott.

    Reliable ATA sources in Prishtine report that Thaci, Rugova, Qosja and several representativrs of the Kosova political subjects had a confidential meeting last night with ambassador Kouchner, but no report on the meeting is so far available.

    Asked of this meeting Kouchner declared today that "it was confidential and will remain so". However, last night's meeting, the third successive meeting of the political subjects of Kosova with international authorities, was said to discuss the formation of an executive body "caretaker government" that would lead the country to free elections. /dast/lm/

    [18] Government Commission for Fight Against Corruption formed

    TIRANE, Oct. 6 (ata) - By E Nepravishta: The Council of Ministers adopted on Wednesday the creation of the Government Commission of the Fight Against Corruption, said to ATA the Information Ministry.

    The commission will be led by Ilir Meta, Deputy Premier and Minister of Government Coordination. Members of this commission will be the Minister of Justice, the Minister of Public Order, that of Finance, the Minister of Public Economy and Privatization, the Minister of Information, the Director of the Public Administration Department and the director of the Procurement Agency.

    The commission will lead and observe the process for the revision of the Anticorruption Plan and will approve the structure and the composition of the groups of experts that will review this plan.

    The decision for the creation of the commission was adopted on the basis of Article 100 of the Constitution and in line with the decision adopted in the meeting of the Friends of Albania Group and the Albanian Government. /dast/xh/

    [19] Rules of state control structures on sea ports adopted

    TIRANE, Oct. 6 (ata) - By E Nepravishta: The Council of Ministers adopted on Wednesday the new rules which coordinate the actions of the state control structures and subjects operating in the sea ports of Albania, the Information Ministry told ATA.

    This decision aims at disciplining and developing a normal system of the subjects which operate in ports and to fight illegal traffics and corruption, as one of the priorities of the Albanian Government. /dast/xh/

    [20] Albania's Government adopts two decisions in context of its membership in WTO

    TIRANE, Oct. 6 (ata) - By E Metaj: The Albanian Government adopted on Wednesday two decisions in the context of the signing of the agreement for Albania's admission in the World Trade Organization (WTO.)

    At the end of last September, a mutual agreement was signed in Washington between Albania and the United States for Albania's membership in the World Trade Organization. Such an agreement has been also signed with the European Union.

    The admission of Albania in WTO is expected to be realised in November in Seattle (USA.) Albania's membership in WTO is an important premise for its admission in the EU.

    [21] DP deputies reject meeting of National Council

    TIRANE, Oct 6 (ATA)-By A. Haxhiu, Several deputies of the Democratic Party expressed themselves against the forthcoming meeting of the National Council, which will discuss, among other issues, the new chairmanship of the DP and its parliamentary group.

    Ferdinand Xhaferi, deputy chairman of the SP parliamentary group told ATA on Wednesday that "The council cannot discuss the new chairmanship of the parliamentary group unless the latter meets to also elect the candidates to the Council.

    Tritan Shehu considers the convention of the National Council arbitrary and to the detriment of the parliamentary group and internal democracy in the party.

    "The parliamentary group cannot be considered a supplement to the DP, " he added.

    Genc Pollo has so far been head of the DP parliamentary group and deputy chairman of this party. Several days ago Pollo declared his resignation from the DP leading positions in token of his opposition to the policy of the DP chairman, Sali Berisha.

    In his decision Pollo was followed by a number of DP leaders such as Ferdinand Xhaferri, Leonard Demi, Ylli Vejsiu and others. /dast/lm/

    [22] Police of Korce seize 405 kg of narcotics and over 300 000 bullets

    TIRANE, Oct.. 6 (ata) - By Urim Bajrami: An Albanian national was detained by police of Korce because he had in his vehicle 405 kg of narcotic plants and over 300 000 bullets.

    Vladimir Sulejmani, 49, from village Libonik of the district of Korce, was arrested the previous day in Kapshtice customs point after signals received that his vehicle was loaded with cannabis, said to ATA on Wednesday official sources of the Public Order Ministry.

    Some days ago, four traffickers were also detained in the same customs point, because they were transporting 20 kg of cannabis. /xh/

    [23] Three trade companies to be privatised by bid

    TIRANE, Oct 6 (ATA)-By E. Metaj,

    Trade companies "Birra Malto, Tirane a.c", "Beverage factory "Gjergj Kastrioti, Durres, a.c" and "Pharmaceutical production, Tirane, a.c" will be privatised by bid.

    This is made possible through a decision of the Albanian Government "On defining tender as a form of privatising share packages of the trade companies, acting in sectors which are not strategic".

    The trade companies, for which privatisation by tender has been approved, are among the companies which act in the non-strategic sectors of the Albanian economy, with better economic and financial indices. /lm/

    [24] Number of Albanian applicants towards "promised land" increasing

    TIRANE, Oct 6 (ATA)-By E. Canga,

    Over 4,000 Albanians have applied to live in the 'promised land' only three days after the U.S.lottery started.

    Around 1,300 persons mailed the forms of this lotto at the Central Post Office of Tirane on Tuesday, according to the foreign department workers of this post.

    The citizens who want to emigrate are of various increasing professions and ages, while the majority are joung people, students, unemployed as well as persons who want to join their families.

    According to the lawyer providing consultations on the U.S. lottery, Adrian Didini, the maximum sum for a two-member family for all stages of application up to arrival in the U.S.is $ 6000.

    The post's workers say that last year the number of the U.S. lottery throughout the country was estimated at 3000.

    The U.S. lottery has become known and allowed for Albanians after the '90s. According to a survey conducted, the reason that make Albanians apply each year is a better future for their children and themselves. /lm/

    TIRANE, Oct. 6 (ata) - By E Nepravishta: The Albanian Government is ready to consolidate the relations with Italy in all the fields of cooperation.

    According to sources from the Council of Ministers, Premier Pandeli Majko confirmed the stance of his government towards the neighbour country during a meeting he had on Wednesday with the newly-appointed Ambassador of Italy in Tirane, Mario Bova.

    Majko explained the importance that the relations with Italy have for Albania and the strategy of the Albanian policy in the spirit of the new realities and equilibriums created in the region following the conflict in Kosove and the Stability Pact.

    Ambassador Bova expressed his readiness to offer his contribution to the strengthening of the relations between the two countries and for more coordination in the projects of cooperation. /dast/xh/

    [26] Green light for rehabilitation of energy system in South Albania

    TIRANE, Oct. 6 (ata) - By E Nepravishta: The Council of Ministers of Albania ratified the loan agreement between the KFW, the Republic of Albania and the Albanian Energy Distribution Corporation, on the project related with the supply of the south Albania with electric energy," said to ATA the Ministry of Information.

    According to the loan agreement signed in July this year, the German Government puts at the disposal of the project a total of 35 million DM.

    The project includes the rehabilitation of the hydro-power station of Bistrica 1 and 2, and the improvement of the distribution of the energy generated from these two hydro-power stations.

    The realisation of the projects envisages that the losses in the existing network will fall up to 25 per cent within two years, while the existing energy production from these two hydro-power stations will increase considerably. /dast/xh/

    [27] Gjinushi praises Albania-Italy parliamentary cooperation

    TIRANE, Oct 6 (ATA)-By A. Gjakova, Parliament Speaker Skender Gjinushi highly evaluated the parliamentary cooperation between Italy and Albania at an introduction meeting on Wednesday with the new Italian ambassador in Tirane, Mario Bova, the spokesman of the Assembly told ATA.

    "All political forces at the Assembly shared the same views on the importance of relations between the two countries," said Gjinushi.

    Referring to the latest developments in Albania, Gjinushi said that further strengthening of government coalition will increase stability at home.

    Italian Ambassador Bova, praising the parliamentary contacts, said that they play a significant role in the relations between the two countries. The Assembly, he said, is the central point of developing democracy. /dast/lm/

    [28] Albanian Government adopts draft law on multinational force of Southeast Europe

    TIRANE, Oct. 6 (ata) - By E Koraqi: Under the chairmanship of Prime Minister Pandeli Majko, the Council of Ministers of Albania adopted on Wednesday the draft law "On ratification of the agreement and supplementary protocol 'On creation of multinational force of Southeast Europe,'" the Ministry of Information informed ATA.

    Taking part in the multinational force, which will be at the brigade level, will be all the countries of Southeast Europe while U.S. and Slovenia will have the status of observer.

    The objective for the creation of this force is to sensitize the countries of the region that political-military cooperation is an important element for the consolidation of the security and stability not only of the region but broader as well. /dast/xh/
