    "KOHA JONE", independent daily. -"Nano- Meta: We will not be separated again". Ilir Meta, the newly appointed Premier by the President of the Republic Rexhep Meidani declared yesterday that he will not move from office the Minister of the Public Order, Spartak Poci. In the meanwhile he has had dinner until late at night with SP chairman Fatos Nano.

    -"Meta: When I resign, I will do it like Majko did". The new head of the government has presented his engagements at the meeting of the SP General Steering Committee.

    -"Berisha's deviation, Durres backs Xhaferri and Pollo". Democrats from Durres have severely attacked the DP Secretary General, Ridvan Bode, because he had attacked yesterday the moderators' group of this party in Durres.

    "GEZETA SHQIPTARE", independent daily.

    -"Meta: Majko in Government". This is what the newly appointed Premier, Ilir Meta, said yesterday. -"DP: Meta, commanded by Nano". Democratic Party refused yesterday dialogue with Prime Minster Meta. -"Special forces arrest Sali Lushajn". The most wanted even by Interpol, Sali Lushaj, has been injured yesterday by the police special forces.

    [02] Centre for treatment of foreign nationality illegal people

    VLORE, Oct. 27 (ata) - By Harilla Koci: OSCE officials demanded on Wednesday the creation of a centre in Vlore to treat foreign nationals, contingent of human trafficking, who are caught by police in their attempts to flee to Italy by speedboats.

    The representatives of the Vlore-based OSCE regional office and the chiefs of police in Vlore discussed in a meeting they had the fate of the foreign nationals, especially Kurds, who after seized by Albanian police, remain in the premises of police without any possibility to be repatriated, thus creating difficulties for police.

    The participants in the meeting dwelt on the possible ways to refrain this kind of trafficking. /led/xh/

    [04] Albanian new Premier consults government coalition party chiefs

    TIRANE, Oct. 28 (ata) - By I Luto: The new Albanian Prime Minister, Ilir Meta, started on Thursday separate consultations with the chiefs of the parties in the government coalition "Alliance for the State," on the new structure of the government.

    Prec Zogaj, Secretary General of the Democratic Alliance Party, told ATA that they had discussed with PM Meta the new government structure and the proportions to be placed in it. "But we cannot yet speak of concrete names of ministers."

    Meta said on Thursday after he was decreed in the post of the Prime Minister by President Rexhep Meidani, that "despite the consultations with the parties of the coalition for the creation of the new government cabinet, a considerable part of the existing ministers, especially those in important sectors, will keep on going."

    The only concrete name announced to continue to be in the new government, and which PM Meta confirmed, was that of the Public Order Minister, Spartak Poci. /led/xh/

    [05] Some 91 Kurdish illegal emigrants detained

    TIRANE, 0ct 28 (ATA)- By Urim Bajrami, Police forces of Saranda detained 91 Kurdish illegal emigrants in the southeastern part of the district, during an action undertaken late on Wednesday.

    The illegal emigrants, of whom 57 were men, 15 women and 19 children, were staying close to the beach, and according to their statements they had come from Greece hoping to flee to Italy.

    Official sources from the Ministry of Order reported that the illegal emigrants were turned back to the places they had come from .

    The last actions undertaken by Saranda police forces are part of the actions undertaken by this police and the South police to block illegal emigrants' trafficking directed to Italy, which starts from Vlora's coasts. /led/so/

    [06] Italy to continue to consolidate relations with Albania - Dini

    TIRANE, Oct. 28 (ata) - By I Luto: Lamberto Dini, Minister of Foreign Affairs of Italy confirmed on Thursday through a message to Albanian newly-appointed minister Ilir Meta, that Italian aid for Albania will continue.

    Sources from the Italian Embassy in Tirane told ATA Minister Dini confirmed through his message Italy's engagement to strengthen relations with Albania, the state institutions and the development of social society in this country.

    Dini voiced the conviction that Albania will continue to play a positive role for the stabilization of the entire Balkan region and will integrate as soon as possible in the Euro-Atlantic structures. /led/xh/

    [07] IFDC support for Albanian experts of agriculture

    TIRANE, Oct. 28 (ata) - By E Xhajanka: The Council of Albanian experts in the field of agriculture received on Thursday a new confirmation from the U.S. project AAATA/IFDC (Assistance for Albanian Agricultural Trade Association) to support their activity to the good of the agricultural and agro-industrial development in Albania.

    Members of this council are outstanding experts in various fields linked with the sector of agriculture and its processing. The aim of the group of experts is to provide scientific opinions on the development of the sector of agriculture according to advanced parameters and standards of the market economy.

    IFDC sources said that the council of experts was formed in June 1999 and is working on some projects for the consolidation of businesses in the sectors of agriculture and agricultural processing. The U.S. project IFDC/AAATA financed by the U.S. Government through USAID, will support the activity of this council of experts with the aim of developing the sector of agriculture in Albania. /led/xh/

    [08] DP and RP are against new Premier

    TIRANE, October 28 (ATA) - Although the cabinet of new Premier Ilir Meta is not yet formulated, the Republican and Democratic Parties were pronounced on Thursday against the new government.

    DP rejected even the enactement of Premier Ilir Meta by the President of the Republic, Rexhep Meidani.

    "The president should consult with the political parties in order to pull the country out of the crisis", said the secretary general of DP, Ridvan Bode during a news conference on Thursday.

    Even the chairman of Republican Party Fatmir Mediu revealed on Thursday that "we do not expect any changes in government from Meta-led cabinet. We have even previously expressed our rejection regarding Majko government".

    The President of the Republic, Rexhep Meidani, decreed on Wednesday the new Premier of Albania Ilir Meta after the resignation of Pandeli Majko who leaded the coalition government "Alliance for State" for a year. /lh/A.A/

    [09] Asphalting of 15 roads in Korçe over

    KORCE. Oct. 28 (ATA) - By B.Fejzullai: The asphalting of 15 roads in Korce city has finished, Dhionis Kotmilo, mayor of this city reported on Thursday.

    He revealed that a fund of $1 million was used for this project, out of which $ 700 000 were granted by the Albanian government to Korce prefecture, while the rest was accorded by Cross Border program, the Albanian Development Fund and state budget.

    According to Kotmilo this is the biggest investment for systemizing and asphalting the roads of Korce city during the last 15 years. Today Korce has all the roads asphalted.

    Kotmilo added that Korce town-hall is reviewing some projects on improvement and rehabilitation of infrastructure of this city, such as the projects of central heating, drainage and the like. /lh/A.A/

    [10] Last company sold

    Tirana, October 28 (ata) - By Manjola Pupa - The last company "Frigoriferi" in Dvoran, Korca district, is sold on Thursday by the National Agency of Privatization through an auction without initiative price of the state shares packet.

    The total value cashed from the selling of 14 companies in October is nearly 171.421.111 leks.

    Three pretenders on buying of Dvoran Refrigerator are presented, and the physical person Memo Memaj, which offered the greater value of some 710 thousand leks, won the right to buy it. The nominal value of this refrigerator was 14.4 million leks and a total surface of 14.137 meter square.

    Ministry of Public Economy and Privatization defined 18 commercial companies to be sold with auction without initiative price of state share packet. 14 companies are sold already. /lh/linda/

    [11] Albanian-American Fund to offer 250 thousand dollars for DENA credit

    Tirana, October 28 (ata) - E.Xhajanka - Albanian -American Fund will offer through American Bank in Albania a sum of some 250 thousand dollars for the credit of the members of National Dairy Products Business DENA, stated on Thursday in the meeting of DENA Association Assembly, the Credit Chief Shpresa Arbi.

    According to Arbi "this fund will be distributed within the year and will be offered to 10 dairy processing individuals. They will receive respectively by 25 thousand dollars each, with an interest of 10% and to be paid back within two years".

    The Association of National Diary Products Business DENA, founded in 1997 with 50 members, acts as a non profitable organization to fulfill the needs of the members involved in production, processing and marketing. DENA is supported by Land O'Lake program and aims at improving the dairy production sector financed by US Agency on International Development. /lh/linda/

    [12] Albanian archaeological heritage to adhere to European convention

    TIRANE, Oct 28 (ATA)-By K. Shehu, Albanian archeological heritage is expected to adhere to the "European convention for the protection of archaeological assets," sources from the Ministry of Culture told ATA.

    Albania's adherence to this convention is considered important by the cultural department as it devotes importance to defining the measures for protecting the archaeological heritage, so that this asset does not become an object of any use.

    Archaeological heritage, basic element to get to know the past and history of civilisation, according to specialists, is being gravely threatened by degradation because of the urbanisation process, natural risks, illegal excavations as well as insufficient information of the public. /lh/lm/

    [13] Ministries damaged budget by 88,1 million leks - HSC

    Tirana, October 28 (ata) - By Elton Metaj - The ministries and the central institutions in Albania caused a damage of some 88,1 million lek during the year 1998, reported on Thursday High State Control (HSC).

    HSC published a list of the budgetary expenditures done by the ministries and central institutions against the legal provision. The total value of the damage caused by the sums used for salaries.

    The greater value of the budgetary damage of some 67,6 million leks is due to the non-application of the contracts sanctions.

    The damage caused by the fuels diets reached the value of 6 million leks, the one from airline tickets 1,5 million leks and the sum used for the welcome-farewell ceremonies 0,5 million leks.

    The default in materials and cash-desk damaged Albanian state budget respectively by 2 million and 2,7 million leks.

    Meanwhile, the tax on personal incomes caused an effective damage of some 1,8 million leks, payment on consultation 0,7 million leks, the value of advocate commission 3,6 million leks and social insurance 70 thousand leks. /linda/

    [14] Meta officially calls government coalition parties

    TIRANE, Oct 28 (ATA)-By E. Koraqi, Albanian new Premier Ilir Meta began formal meetings with representatives of "Alliance for State" government coalition parties at the Prime Minister's office on Thursday evening.

    At these separate meetings with representatives of each governing political force, Meta will discuss the structure of the new Albanian government and the concrete names that will make up the new Cabinet.

    The "Alliance for State" government coalition includes the Socialist Party, the Social-Democratic Party, the Democratic Alliance Party, the Human Rights Union Party and the Agrarian Party. /lm/

    [15] UNICEF provides aid for Shkoder pupils

    SHKODER, Oct. 28 (ATA) - By M.Mlja: UNICEF is distributing a considerable amount of aid for the pupils of Shkoder district, the inspector of education directory, Bahri Kurti, told ATA on Thursday.

    Kurti said that teaching materials such as note books, ball point pens, rulers and other materials are comprised in the aid. According to the graphic drafted in cooperation with UNICEF, the aid is being distributed in all the district schools and some 30 000 pupils will profit from it.

    Similar aid for the pupils of this city has delivered the last week even the non-governmental organization "Red Barnet".

    In the meantime an American association has brought aid for 800 work invalids. /A.A/

    [16] International organisations finance Gjirokaster ring-road

    GJIROKASTER, Oct 28 (ATA)-The construction of Gjirokaster city ring-road (south of Albania) has been financially supported by international organisations, the town-hall Mayor Dhimitraq Qurku.

    He said that for the construction of this ring-road, which surrounds the city at a length of 4 km, some $450 000 have been provided by the European Union through the PHARE Cross-Border programme and the World Bank.

    The works, which are being carried out by a local construction firm, are envisaged to be completed in eight months, he says. /lh/lm/

    [17] Meta government to be more simplified in structure - Zogaj

    TIRANE, Oct 28 (ATA)-By I. Luto,

    The Albanian new government will be more simplified in structure, more dynamic and reductions in government will also be reflected at other levels of state administration.

    This is what Prec Zogaj, Secretary General of the Democratic Alliance Party (DAP), said right after the consultative meeting with Premier Meta on Thursday afternoon..

    "Our party will have two posts in the government. The Ministry of Transport and Public Affairs and the post of a state minister close to the Premier were discussed," said Zogaj, adding that the talks were focused on the government structure and not on concrete names.

    Further on, Zogaj said that the Democratic Alliance Party (DAP) has fully supported Meta as an individual, but also the structure he presented for the future of the government.

    Following consultations Meta conducted with the coalition parties earlier today, the meeting with the DAP representatives was the first official meeting, which was followed by his meeting with Vasil Melo, chairman of the Human Rights Union Party. /lh/lm/

    [18] Meta government to have 17 ministries only

    TIRANE, Oct 28 (ATA)-By E. Koraqi, The new government will have 17 ministries out of 19 that the previous Majko government had.

    The ministries to be removed will be the Ministry of Legislative Reform and Relations with the Assembly and the Ministry of Information.

    Vasil Melo, chairman of the Human Rights Union Party (HRUP) said Thursday, after his consultative meeting with Premier Ilir Meta, that the HRUP will continue to keep the portfolio of the Ministry of Health. /lh/lm/

    [19] Meidani thanks GTZ Foundation for rebuilding Kamza University

    TIRANE, Oct 28 (ATA)-President of the Republic Rexhep Meidani thanked the GTZ foundation for rebuilding the Agricultural University of Kamza, at a meeting on Thursday with a group of leading officials and professors included in the German Foundation Programme for assistance to this University.

    According of the president's press office, the dean of the Agricultural University of Kamza, Vjollca Ibro, acquainted President Meidani with the performance in this university, destroyed during the 1997 riots, and the aid provided by the friends from the Universities of Berlin, Fribourg, Blacksbourg and other universities, in setting up labs, enhancing the pedagogical level, in preparing teaching programmes.

    The German guests spoke of the experience of their performance at the University, of several problems of the university and the aid to be ensured in the future to guarantee better conditions of teaching and living conditions for the students. /lh/lm/

    [20] New government receives vote of confidence in parliament this week - Nano

    TIRANE, Oct 28 (ATA)-The new government is expected to receive its vote of confidence in parliament this week, chairman of the Socialist Party Fatos Nano said Thursday after his consultative meetings with Premier Ilir Meta.

    Nano said that at his meeting with Meta he had not spoken of concrete names but stressed that "we spoke of the structures of the new cabinet, of what are the criteria of an efficient executive and which will guarantee the success of governing since in the beginning".

    Nano said that this will be realised by appointing worthy people from all the coalition parties who will respond to these criteria and commitments. /lh/lm/
