    TIRANE, Nov 9 (ATA) - The Congress of Socialist International (SI) on Tuesday is voting Presidency decision that Socialist Party becomes consultative member of the biggest world left wing forum, SP spokesman told ATA.

    This decision is a special favour made to Albanian Socialists as they are receiving the status of consultative member skipping over that of observer member.

    SP of Albania has made the request to adhere in this organization only 18 months ago. /led/so/

    [02] Government approves grant agreement with U.S for budget support

    TIRANE, Nov 9 (ATA) - The Council of Ministers approved in principle the agreement of the grant between the Albanian and U.S Government for budget support, at Monday's meeting under the chairmanship of Premier Meta.

    According to this decision the U.S Government, through USAID, has earmarked a grant worth US$ 11 800 000 as budget support. This grant aims to help the Albanian Government normalize the financial stability and economic recovery of Albania, after financial consequences caused by the crisis in Kosova.

    The meeting also approved in principal the decision on the emergency project for roads' repair and the credit draft- agreement for the development of the project between Albania and the International Development Association (IDA). This project, worth US$ 14 million, aims at reparing Durres-Kukes and Berat-Corovode road segments.

    The Council of Ministers also approved the agreement between the Government of Albania and the Republic of the Federal Germany on a supplement of DM 7 million, to finance the project "Support to lay the foundations of the entrepreneurial activity". /led/so/

    -"Alarm in government, 10 hours a day without electricity". The Electro- energetic cooperation demanded the proclamation of the state of emergency. According to this cooperation the use of electric energy is out of its control". -"SP after three years with full rights in the Socialist International". From the status of observer member, the Albanian Socialist Party will be voted on Tuesday in the Socialist International as a consultative member. -"Signs gathered for an Extraordinary congress". The opponents of Berisha have begin to group the ex-DP members and are appealing for an extraordinary congress.

    -"I paid the lawyer 70 million Leks". This is the opening of the story of the son of a violator from Rreshen, who tells how he released his father from prison, while the girl violated by the 42- year old person has given birth to the crime child. -"Meta elects his staff". Premier Ilir Meta signed on Monday the decision on nomination of his staff. -"SP enters the Socialists International today". XXI Congress of the Socialist International will decide today if the Albanian Socialist Party will be accepted as a consultative member of the world biggest left-wing forum.

It seems that SP of Albania will be accepted today only with the consultative status in the senior forum of European left-wing forum. -"'Democratic Alternative' born amid the DP". The leaders of governmental coalition demanded on Monday a clear platform to support the government.

    [04] Bernard Kouchner founds Kosove budget

    PRISHTINE, Nov. 9 (ATA) - By B.Jashari: Bernard Kouchner, special envoy of the UN Secretary General in Kosove, approved the budget of Kosove for 1999 and founded the Central Fiscal Authority, sources from Kosove told ATA on Tuesday.

    The Kosove budget for 1999 is DM 125 million and about 70% of it will be financed by grants of international donors.

    The approval of the budget renders possible the use of local income from customs, axises and taxes on circulation, as well the donors' grants to insure main public services such as health sector, education, police and the like. This fund will be used to pay the local employees but it will not be used to support the United Nations, non-governmental bodies or other international personnel.

    The work for drafting the budget of 2000 is under way. The Central Fiscal Authority is an institution, which responsibility is the general financial management of Kosove budget as well as the communes' budget, which together form Kosove budget.

    UN administrator in Kosove, Kouchner, has nominated Alen Pearson, previously director in the Australian Finance Ministry, director of the Central Fiscal Authority. /led/so/A.A/

    [06] German Bundestag provides aid for Albanian Parliament

    TIRANE, Nov. 9 (ATA) - By R.Xhuvani: The German Parliament provided a DM 60 000 worth aid to the Albanian Parliament, sources from the German embassy reported to ATA on Tuesday.

    The aid consists in electronic equipment, photocopiers, faxes and computers which will be handed over on Wednesday in the presence of Deputy Parliament Speaker Namik Dokle and the German ambassador to Albania Peter Kiewit.

    This contingent, which is a continuation of the previous German aid for Albanian Parliament, comprises books and other information materials for the Parliament library. /led/so/A.A/

    [07] Expropriations hinder operations in Kakavije, Gjirokaster highway

    GJIROKASTER, Nov 9 (ATA)- By Sh. Hajno, The slow proceeding of the expropriations is influencing on the slow rhythms of the operations for the reconstruction of Kakavije-Gjirokaster highway, sources from this district told ATA on Tuesday.

    So far have been liquidated only 50% of the expropriated persons in the road segments where the highway passes.

    Kakavije-Gjirokaster road segment, 30 km long, is part of North-South corridor, and two Greek companies EMSA and METEB, bid winners, have undertaken its construction. The two companies have partly started operations some months ago. They have concluded so far two construction timber yards, where heavy machineries have been settled. /led/so/A.A/

    [08] Albanian Premier leaves for Rome on Wednesday

    TIRANE, Nov 9 (ATA) - Albanian Premier Ilir Meta will pay a one day formal visit to Rome on Wednesday, to discuss with his Italian counterpart further consolidation of the bilateral relations and the integration of Albania into the European Structures, the Prime Minister's press office told ATA.

    The Italian Premier Massimo D'Alema extended the invitation to the Albanian PM last Wednesday, two days ahead the Albanian Government received the vote of confidence from the Parliament.

    This is the first formal visit abroad that Ilir Meta makes as Albania's Prime Minister. Meta has received another invitation from the Greek Premier Costas Simitis to visit Greece. The date of this visit is not made public yet. /so/

    [09] Rambouillet testimonies in book "The Bloody Peace" of Qosja

    TIRANE, Nov 9 (ATA)- By Ornela Kadaifciu, The diary of the Conference of Rambouillet held by the academician Rexhep Qosja will be published in the book "The Bloody Peace", sources close to the Publishing House "Toena" told ATA on Tuesday.

    In the book has been included all what has happened during Spring '99 in the Conference of Rambouillet up to the establishment of peace in Kosove.

    Bringing concrete evidence of those days 'full of tension', as the author calls them, the book gives answers to many questions on the political aims and the strategy of the U.S and NATO's Allies in the Conference of Rambouillet, to prevent the greatest tragedy in Europe, at the end of the second millennium.

    According to sources from the publishing house "Toena", which has the exclusivity of the work of Qosja published in Albanian, this book will be presented in the first Fair of the book in Prishtine, due on November 17 to 25. /led/so/

    t TIRANE, Nov 9 (ATA)- By A.Haxhiu, Democratic Party, the biggest opposition Party, declared on Tuesday that it will not permit the creation of the fractions in the party.

    "In DP status it is not stressed the creation of fractions within the party. If a group of people is interested in doing it, they can freely choose another party then", Jemin Gjana, DP deputy chairman and chairman of DP parliamentary group declared.

    Gjana's statement follows several disagreements between some deputies and the formal attitude of DP, where the last one is their participation in the vote of confidence session of Meta's government, acting against the DP decision to boycott the session. /led/so/linda/

    [11] Small business predominates in private sector

    Bajram Curri, November 9 (ata) - By Riza Hoxha -More than 87% of the private sector in Tropoja district, near Kosova border, is covered by small business. At the moment 118 private subjects belong to the small business, and 80 of them to commercial sector, 24 to transport sector.

    The head of finance office in Kuksi prefecture Lume Dogjani told ATA that this phenomena is due to geographic and social-economic situation of the country and the undeveloped infrastructure is an obstacle for the development of large businesses.

    The larger business in this district consists of 17 private subjects, 15 of them in construction sector.

    Referring to Dogjani, the perspectives for the development of private sector belong to small business, because the middle and large enterprises have a muffled technology and its substitution needs considerable capitals, that in this district are missing. This is the reason why only 103 private subjects are registered in tariffs-tax office of the district this year, versus more than 450 registered in 1994. /linda/

    [12] Tens thousand tons of expired food items blocked and buried

    Durres, November 9 (ata) - By S.Gjordeni - Considerable quantities of expired food items are blocked and buried by the state sanitarian inspectorate of Durresi district, on Tuesday reported the chief of this inspectorate Mehdi Hoxha.

    According to him, nearly 80 tons wheat flour, 10 kv macaroni, 4,8 tons ice-cream and considerable number of fish cans are blocked during 10 months period by continuous check ups performed in the customs of the second town in Albania.

    Some 2.432 kg juice and 4.616 kg import milk are blocked in the warehouses of state reserves in Shkozet by the part of sanitarian inspectorate. During this period it controlled the warehouses of marine port and according to Hoxha some 125 tons flour, 6,1 ton juice and 4 tons concentrated soup are blocked.

    While the greater quantity blocked till now in the warehouses of Red Cross is that of nearly 369 tons wheat flour. /linda/

    [13] Albanian Army to parade in November 29

    Tirana, November 9 (ata) - By Enkelejda Koraqi - Ceremonial march of Albanian Army and physical-military demonstrations are the two main aspects of the parade to be held in November 29, on the occasion of 55th liberation anniversary of Albania.

    Senior army representatives of General Military Headquarter drafted the celebration program of this national anniversary. The ground, marine and air forces, dressed in new army uniform, will take part in this parade.

    Nearly 500 soldiers from Kadete, Commando, MCR forces will take part in the physical-military manifestation, where they will present aspects of humanitarian missions of military forces in restoring the peace.

    Air forces will execute flights with airplanes and helicopters. The gunnery will be activated in this military parade, as well. The sound of military marches played by Wind Instruments Orchestra of Albanian Army will be heard during the parade time. /led/linda/
