    [06] Albania - monarchy for 12 years

TIRANE, Dec. 19 (ata) - By R Xhuvani: September of 1928 transformed Albania which was proclaimed Republic in 1925, into a monarchy. Arguing that it was impossible to understand the real ideals of a republic and based on the tradition of the Albanian mentality, the indispensable need for the creation of a monarchy was placed on the agenda of the official circles, too.

Upon the initiative of the then President Ahmet Zogu, it was decided that the statute, which did not allow any form of governing, be generally reviewed.

The complemented statute would review the form of the Parliament that emerged from the elections of 1925, and which consisted of the Chamber of Deputies with 57 members and the Senate with 18 members. As a result of the supplements added to the statute and the dissolution of the two parliamentary chambers, it was decided that general elections be held in all the prefectures of Albania.

After the elections, some meetings of assemblies were held. They voiced their support for the creation of the monarchy and the proclaiming of Ahmet Zogu as the King of the Albanians. The last meeting of the Assembly, held on Sept.1, 1928, gave definitely the royal throne to Ahmet Zogu, consequently declaring Albania a Monarchy.

The Albanian monarchy was recognised and hailed by many European states. The only state which did not recognize it was Turkey. The monarchic system continued 12 years in succession until the fascist occupation of Albania by Italy on April 7, 1939. Some 58 years later, on June 29, 1997, Albanian voted on the form of the regime in Albania.

The referendum held on this purpose in Albania resulted with the preference for the republic by 66.74 per cent of the voters, and with 33.26 votes in favour of the Monarchy. /led/xh/
