[01] President Emil Constantinescu on a visit to FinlandThe talks on Tuesday between Finland's President Martti Ahtisaari and his Romanian counterpart Emil Constantinescu focused on issued concerning the EU enlargement as well as bilateral and regional relations. The Finnish president said his country was ready to share its experience as former EU applicant state. In this respect, the Romanian side may get Finnish advisers on the matter. The two presidents had an information exchage concerning recent developments in their regions, and President Ahtisaari praised Mr Emil Constantinescu for the new details he provided about the Balkan problems as Finland was going to sent 30 observers as part of the OSCE mission in the Yugoslav province of Kosovo.President Emil Constantinescu addressed audiences attending the conference on "From Cold War to Hot Peace - New Regional and Global Conflicts, Challenges and Solutions" at the Paasikivi Society in Helsinki on Tuesday evening. The Romanian president said there was a chance of a free continental architecture based on true logic and peace as all the countries involved in the process would like to follow the same example of prosperity, dignity and democracy. Mr Constantinescu pointed out that Romania was generating and not consuming security (one of NATO's main accession conditions), the country solved all the differences it had with its neighbours (a major condition for the European integration) and the minority rights met the European standards. In this respect, he mentioned the participation of the Hungarian minority in Romania's governing coalition. President Constantinescu's visit to Finland is expected to end on Thursday. RADOR [02] Minister Horia Ene on a visit to BrusselsRomanian Research and Technology Minister Horia Ene is on a two-day visit to Brussels. On Tuesday afternoon, the Romanian minister met Mrs Edith Cresson, European commissioner for science, research and technology, and his Flemish counterpart Luc van den Brunde. On Wednesday, Mr Horia Ene is expected to meet members of the European Commission's DG-XII for Research and Technology and the NATO deputy secretary. RADOR[03] Romania at an international conference in Budapest on European securityThe sixth edition of a two-day international conference on "Reforms of Armed and Political Security Forces in Central, Eastern and South-Eastern Europe" is taking place in the Hungarian capital of Budapest under the auspices of the Hans Seidel Foundation. Participants include senior political and military delegates in Germany, Austria, Romania, Bulgaria and Hungary. While at the meeting on Wednesday, Constantin Dudu Ionescu, State Secretary and head of the Defence Department in Romania's National Defence Ministry (MAE), is expected to make a speech on "Romania's Role in European Security Architecture". RADOR[04] PAR is leaving the CDRRomania's Alternatiove Party (PAR) has announced its withdrawal from the Democratic Convention in Romania (CDR). The decision was made at an extraordinary meeting of the party's National Council on Tuesday. PAR leader Varujan Vosganian explained the decision pointing out the deteriorating economic and social situation around the country, the delaying reforms and the break of electoral promises. Starting from Tuesday, PAR is becoming a right-wing opposition party and its representatives in the government are expected to resign shortly. Mr Vosganian said his party was not supposed to join other political coalitions, left-wing coalitions especially, and remained true to the political principles of the Right. A comeback may be possible in case the government was to share the principles in "The Manifesto of the Right". PAR will however further support the CDR candidate for the City Hall of Bucharest, Mr Vosganian concluded. RADORWhen asked to elaborate about the PAR decision on Tuesday to leave the government, Prime Minister Radu Vasile said he was very sorry about the move: "I don't know the reason of PAR's decision, but I honestly believe it may be related to the next Cabinet reshuffle", the prime minister said pointing out that, politically, things did not change. RADOR [05] PDSR press conferenceReferring to the participation of president Ion Iliescu in the last meeting of Romania's Supreme Council for Defence (CSAT), the spokesman of the Party of Social Democracy in Romania (PDSR) told a press conference on Tuesday that the party praised the cooperating spirit of the Romanian Presidency and expressed the wish to bring its contribution and find a peaceful solution to the crisis in Kosovo. RADOR[06] PD-PNTCD disputesThe Democratic Party (PD) said it would support the draft law amending the Land Law - the project authored by Vasile Lupu, a leading member of the Christian Democrat National Peasant Party (PNTCD) - in the House of Deputies on condition that the Senate would approve the setting up of the State Farms National Agency - the project authored by Ttrita Fanita, a leading PD member. Debates over the Trita Fanita bill have been postponed until an agreement would be reached between the two parties. The PNTCD leaders have asked for a delay in the debates and claimed that the Legal Commission in the Senate did not dicuss the project nor had it been approved by the Finance Ministry. The Coordination and Control Bureau (BCCC) of the PNTCD said its senators should not vote for the PD project. The PNTCD reaction follows PD's opposition to changes in the Land Law. The National Liberal Party (PNL) and the Democratic Union of Ethnic Hungarians in Romania (UDMR) share the PNTCD opinion while the PD is supported by the PDSR, the Romanians' National Unity Party (PUNR) and the Greater Romania Party (PRM). RADOR[07] Strike actions by teachers in schools and universities7,000 teachers and additional personnel at schools and kidergartens in the Transylvanian county of Mures have answered strike calls on Tuesday. The school students stayed at home or in boarding schools while the teachers were reported in schools till noon. 96% of the schools in the Moldavian county of Suceava went on strike. The turnout at protest actions hit nearly 100%. Three faculties in the Oltenian town of Craiova went also on strike.All the teachers in the Romanian central town of Brasov went on strike, the teachers at the Andrei Saguna College and Romanian Railway (CFR) Training Group excepted. The all-level teachers in the Transylvanian county of Cluj went also on strike, the teachers at Iuliu Hateganu Medical and Pharmacology Faculty excepted. The teachers at colleges and universities in the county of Prahova went on strike, but only 55% of the teachers in secondary schools answered the strike calls. The teachers excepted said they did not belong to any trade union. At the Western University, the Medical and Pharmacology University and Banat's University of Agricultural Sciences in Timisoara, classes went on as usual while only 28 schools in the town of Timisoara and 22 in the county of Timis answered the strike call. Trade unions in the primary and secondary schools in the north-eastern county of Iassy, some schools excepted, went also on strike. The trade unions of the students in the Alexandru Ioan Cuza and Gheorghe Asachi Universities have launched their own protests at 10 AM. Their demands include the suspension of the emergency ordinance reducing the budget of the National Education Ministry (MEN), a raise in schoolarship funds, free transport facilities, improved living conditions in student camps. The students claim the Romanian should be the official language in state education and they ask the government to give up the Petofi-Schiller University project. The university teachers have expressed their support of the student actions. Most of Romanian schools, colleges and universities have suspended classes and went on general strike for unlimited time. According to trade unions, the teachers express their protest against an irresponsible and incompetent government who is trying to cover up its holes in the buget by growing poverty. The government decided a nearly 100 million dollar cut in the education budget last month, and freezed wages at least by the end of the year.
