SARAJEVO - The minister of internal affairs of Republika Srpska (RS) Dragan Kijac, ordered that vehicles of over five tones carrying capacity, tractors and all other vehicles which cannot produce speed over 40 kms per hour are banned from using highways and the main streets in cities in the period of time from September 13 at 15:00 hrs to September 15 at 10:00 hr.

BIJELJINA - Nineteen buses with voters form Novi Sad, Nis and Belgrade, are to arrive today in Bijeljina at about 16:00 hrs. Voters who are to be transported by railway to Brcko, Zvor nik and Samac arrived this morning in Bijeljina.

BEOGRAD - Preparations for collective departure of refugees to vote in RS are finished in all Belgrade's municipalities. The Commissariat for Refugees will organise transport, food and medical care for voters. Refugees registered in Belgrade's Vracar Municipality will set for Bijeljina at 21:00 hrs this evening.

NOVI SAD - All elders and ill refugees from the area of Novi Sad, who are registered for voting in RS and the CroatMuslim Federation will be provided with 30 buses for transportation to polling places. Buses for Bijeljina are scheduled to depart at tomorrow 03:00 hrs from the Novi Sad railway station.

BANJALUKA - The spokesman of the OSCE Regional Centre in Banjaluka, Thomas Milerina, stated that this centre early this morning sent a denouncement to the OSCE Centre in Sarajevo re porting a violation of the day of silence by media in Serbia. Mr. Milerina stated for SRNA that in the Centre Subcommission for Media receive a denouncement against "Politika" daily paper which continued its support and agitation of the "Alliance for Peace and Progress" candidates.

DOBOJ - According to the plan and request from the Ministry of Transport and Communications, first voters are to arrive this evening to the western RS to vote, this was announced by the centre of the Public Enterprise PTT of RS in Doboj. The coordina tor responsible for the transportation of voters, Nebojsa Lujic, explained that the first train will depart this evening from Samac.

SARAJEVO - The aim of the World Congress of the Serbs is the creation of an unitary democratic sate of the Serbian people, which is legitimate and irrefutable right guaranteed under the UN Chapter, stated the Congress activist Ms. Radmila Ninic for SRNA. According to her, the majority in the Diaspora are patriotically and nationally oriented, because, having lived abroad for dec ades, they concluded that everyone must respect itself, his roots and culture, if he is supposed to tolerate other peoples. "Even though the Congress is multiparty organisation, it does not mean that we do not have a political consciousness and our own opinion", she stated, adding that the Congress Assembly is now transferred to the Serbian territory which would facilitate the support to the Serbian people.

SARAJEVO - One of the most honourable French writers today, Patrick Benson, stated that it cannot be seen very often that a small people like the Serbs in RS managed to offer resistance to the whole world during four years and, despite huge pressures, create its own state.

BERLIN - One of the most influential papers in the German language, the Swiss paper "Noue Zuricher Zeitung", assesses that the former Yugoslav republic of B-H is divided, and that this tendency cannot be prevented in a longterm prospect by the Dayton or any other peace agreement. Michael Tuman, journalist of the influential "Zeit" and expert for the Balkans, believes that the future of this former Yugoslav republic is not a "bright future". Tuman writes that the Serbs ad Croats, even the majority of the Muslims, do not want to live in the unitary B-H.

SARAJEVO - The president of the B-H Federation Kresimir Zubak, warned the OSCE Mission chief Robert Frowick, and the high representative for B-H, Carl Bildt, that the Muslims in Mostar were eager to prevent the holding of the elections in Mostar, reports Croatian RadioHerzeg-Bosnia. "We do not believe that the rising of tensions in Mostar is a simple coincidence. To the con trary, we believe that this is the way the Muslims want to pro voke disorder so as to prevent the elections", says a letter Zubak sent to Frowick and Bildt regarding yesterday's incursion of about hundred Muslims from eastern into the western part of Mostar.
