JULY 5 1997 EVENING

NEWS REVIEW, REPUBLIKA SRPSKA

SARAJEVO - The 10the regular session of the National Assembly of Republika Srpska was concluded on Mt. Jahorina by the adoption of the Law on changes and amendments to the Law on election and recall of the president and vice- president of Republika Srpska (RS). The deputies of the RS Parliament unanimously adopted the Bill on changes to the defence law and the Bill on changes to the army law. The changes to these laws, which do not change the constitutional and legal authorisations of the RS president, are pertaining mainly to the strengthening of the role and position of the Supreme Council of Defence, the Government, the ministers of defence and internal affairs in the system of commanding the Army in peace, i.e. the armed forces in the war.

SARAJEVO - The RS deputy foreign minister, Radomir Lukic, suggested that all mutual actions between the Parliament and the RS president be halted, waiting for decisions to be made by the Constitutional and Supreme Court. The one who violated the Constitution will bear all the consequences. While addressing the deputies at the 10th parliamentary session, Lukic explained in details the constitutional background of the RS president's decision on disbanding the Parliament, as an expert who actively participated in the adoption of the RS Constitution and the subsequent amendments.

SARAJEVO - The speaker of the RS Parliament, Dragan Kalinic, read the answer sent by the RS prime minister Gojko Klickovic to the RS president Biljana Plavsic who convened a governmental session in Banjaluka. 'In regard to the continuing parliamentary session and because of the Government's decision on the 48th session to be in progress all until the crisis is resolved, the Government can not accept Your invitation to attend a new session in Banjaluka', says the Klickovic's letter sent to the president Plavsic.

BANJALUKA - A meeting of support to the RS president Biljana Plavsic took place in Banjaluka today. More than 10.000 citizens participated at the meeting organised by 10 opposition parties. While addressing the gathered citizens, the RS president restated her already known positions on the situation in RS and added that 'the Serbs in Herzegovina, the Posavina and the Krajina are of the same mind, but it is impossible for her to address them'. Mrs Plavsic stressed that she has not changed her previous attitudes, adding that 'her aim is still a democratic, legal and national Serb state'.

BANJALUKA - The RS president Biljana Plavsic assessed at a press conference that the 10th session of the RS Parliament should not have taken place, because according to the Constitution, as she said, it (Parliament) does not exist and all the decisions made at the session are against the constitution. As she said terrible things were said at this parliamentary session, without a possibility for her to deny the same and, as she added, just now she realised who were her associates. 'We split up not because of national aims and ideology, but of criminal in which certain eminent persons were involved. This is the reason why they are out to get the RS president', stated Mrs Plavsic.

SARAJEVO - The president from Republika Srpska in the Presidency of B&H, Momcilo Krajisnik, talked in Pale with the US special envoy for the Balkans, Robert Gelbard, on the current constitutional crisis in RS. While assessing the meeting as a very successful, the president Krajisnik stated that the current constitutional crisis in RS is just an internal matter which should not be exaggerated and observed with a special attention. Krajisnik informed Gelbard that he is going to meet with the RS president in Bijeljina tomorrow, expressing his hope that they are to find a solution for overcoming the constitutional crisis.

BANJALUKA - The US special envoy to the Balkans, Robert Gelbard, confirmed in Banjaluka that the USA and allies will stand firmly behind democracy and that this is the basic principle to be 'implemented in the whole of world and in this country as well'. After a two hour long meeting with the RS president Biljana Plavsic, the special envoy stressed that America believes in the full implementation of the Dayton Agreement. 'The issue of the RS constitutionality is solved and lawyers of the international community, SFOR and High Representative concluded that the president Plavsic's decision on disbanding the RS Parliament is legally founded', stated Gelbard.
