KOZARSKA DUBICA - The president in the B-H Presidency from RS, Momcilo Krajisnik, assessed in Kozarska Dubica that the current crisis in RS must be solved in the institutions of the system, and underlined that there can be no discussion on doubleadminsitration. "RS institutions will work autonomly regardless of some staff solutions in the RS ledership. I would be happy if president Plavsic would joint them, because nothing can be more appalling thing Serb-Serb clashes and partisanship", Krajisnik stated for the Serb Radio.

BANJALUKA - A call of August 19 by the "Information Service of the Coordination Board of the opposition parties" to Banjaluka residents to protest amassing of police troops in Banjaluka is very dangerous and indicates how far can power struggle go, warns the CBJ Banjaluka in its announcement. It said that it was not true that police forces amass in Banjaluka, and that security measures were stepped-up against lawbreaking.

BANJALUKA - New chiefs of the CBJ Banjaluka and State Security Department appointed by the RS president Biljana Plavsic are persons with spots in their biographies, says the RS Ministry of Internal Affairs.

BANJALUKA - The CBJ in Banjaluka announced that the chief of escort of the RS president, Dragan Lukac, contacted the Ministry of Internal Affairs (MUP) school and said that this institution was next for attack by his people. The CJB expects that the organisation of the attacks involves the abuse the citizens' rallies which should render them legitimacy and spontaneousness.

BANJALUKA - SFOR troops, escorted by two helicopters, again blocked the CBJ building, MUP school and Police station 1 and Traffic control station in Banjaluka, this morning at 6:00 hrs. The CJB employees could not reach their working place, while night shift officers could not leave it.

BANJALUKA - The RS president Biljana Plavsic, visited the CBJ building in Banjaluka at 12:00 hrs, took over by newly-appointed officers. President Plavsic yesterday appointed Predrag Ceranic, Radovan Grajic, Nedo Sevo and Milan Sutilovic chiefs of the Banjaluka CBJ and State Security Department.

BANJALUKA - RS president Biljana Plavsic stated, after visiting the CJB building in Banjaluka that new people now command the Centre whom she appointed and entrusted. Plavsic said to journalsits that former CJB chiefs least did by jobs they should have.

BEOGRAD - RS senator and the professor of the international law, Smilja Avramov stated that the ruling of the RS Constitutional Court must be honoured for a constitutional court in the highest legal body in all countries in the world. Avramov assessed for SRNA that the Constitutional Court's decision is irrefutable in declaring the decision of the RS president to dissolve the National Assembly and call for new elections unconstitutional, and that it must be honoured, otherwise its dismissing would indicate that RS is not a sovereign state.

CLEVELAND - Mounting Western pressure and Biljana Plavsic's resoluteness to continue struggle against the RS and SDS leadership clearly splits RS into two unstable areas and creates conditions for the arrest of Dr Radovan Karadzic, assess the US media. Associated Press warns that the RS political crisis hardens as proved by high representative Carlos Westendorp.

MOSCOW - The crisis in the RS leadership emerged suddenly and it deteriorates rapidly following RS president Biljana Plavsic's talks with the US secretary of state Madlen Albright, assesses "Nezavisnaja Gazeta". The paper writes that it indicates that the crisis in RS was instigated form the West, proved by evident self-confidence of the RS president built- up after her every meeting with international representatives.

BANJALUKA - At about 6:00hrs this morning, IPTF started a simultaneous operation, i.e. inspection of SFOR-protected police facilities in Banjaluka. The SFOR Sector South-West press release says that "during the inspection of the Banjaluka CBJ building, evidences were found on widely-spread human rights violation."

SARAJEVO - The minister of information of Republika Srpska (RS), Svetlana Siljegovic, sent today a letter to heads of international agencies operating in RS and B-H Federation, warning them at all the more frequent overstepping of good taste, decency and mandate of their spokespersons at press conferences regularly taking place in Pale on Wednesdays. While expressing her conviction that international spokespersons speak what their superiors want to utter, minister Siljegovic in a letter made available to SRNA, pointed out at their tone and behaviour which bring suspicion in good intentions of these agencies.

SARAJEVO - The RS member of the Provisional Electoral Commission, Slobodan Kovac, confirmed that the decision on rejection of 3,270 appeals from residents of Brcko and their referring to polling in the federation of B-H, from which they had been expelled, was final. "Since the Appellation Sub- Commission has already reviewed the appeals and redetermined the voters status, I do not see any possibility to change this state of affairs", stated Kovac for SRNA.

BEOGRAD - The president of the Brcko Executive Board of the Municipality of Brcko, Radoslav Bogicevic stated that Muslim returnees now really have an opportunity to show if they want RS documents. Bogicevic welcomed this decision by the RS Government to issue identity cards to Muslim returnees, and said "it is a right way to close mouths to all those who accuse us without arguments" in his statement for "Vecernje Novosti".

BANJALUKA - The SDS City Board for Banjaluka, warned at synchronised actions by the international forces and RS president Biljana Plavsic against MUP as an attempt at destabilisation of legal state institutions, with a final aim at completely destroying RS. The SDS City Board for Banjaluka announced that SFOR and IPTF, threatening with force, seized all MUP buildings in Banjaluka, thus disabling RS MUP to carry out its mandate defined under the RS Constitution.
