NEWS REVIEW, REPUBLIKA SRPSKA

SARAJEVO - The president of the National Assembly of Republika Srpska (RS) Dragan Kalinic stated at Assembly's 11th session that following the ruling of the RS Constitutional Court the crisis in RS continued and even deepened in police and media sectors and as regards the relations between the RS president with RS Government and RS Army (VRS) Command. According to him, the deterioration of the situation before the local elections is of special concern. "The early parliamentarian elections are sought without RS president's readiness to put on check her own post as well", Kalinic assessed. The president in the B-H Presidency from RS, Momcilo Krajisnik, warned deputies that the crew and territorial split of RS is wanted into its Eastern and Western parts". "Our weaknesses contribute RS break-up", Krajisnik stated, pointing out that the president of the Republic plays a key role in the current rifts. Underlining that the RS National Assembly s a cohesive element in the Republic, president Krajisnik said: "We will belong to the past as a Republic, if we fail to preserve national forces". On insistence at legitimacy of all institutions, the president of the Serbian Radical Party for RS and the Assembly vice-president Nikola Poplasen asked for verification of legitimacy of both RS National Assembly and RS president. RS prime minister, Gojko Klickovic, restated Government position that RS division is at place and that the RS Government discontinued every cooperation with the RS president. RS foreign minister Aleksa Buha stated that the RS National Assembly should take a stance towards the RS president and international organisations. The closed session is taking place with the attendance of 45, SDS and SRS deputies, out of total 83 deputies, which provides quorum for decision-making.

SARAJEVO - The decisions of the RS National Assembly "are not interesting for the international community, since this session is illegal and illegitimate", stated OHR spokesman Dunckan Bullivant, and said this was the reason why the representative of the international organisations was absent form the session.

SARAJEVO - SFOR Command demanded that the armed forces of all three parties in B-H refrain form any interference into the political crisis in RS, and it would not tolerate any attempt at military involvement in the present developments, said SFOR commander general Shinseki to VRS and Federation to B-H Army representatives at the meeting of the Joint Military Commission where he clearly and unambiguously said that "soldiers must not take part in the current events".

DOBOJ - Unauthorised individuals tried to redirect the Serb

Radio TV transmitter in Duge Njive, between Doboj and Modrica, but were thwarted by the RS Ministry of Internal Affairs (MUP) members. As announced from the Doboj Public Security Centre (CJB) the individuals, whose identity was not revealed, attempted to redirect the transmitter in Duge Njive and tune it in to the Kozara transmitter, for which they had got no permission from the SRT general-manager.

BRCKO - Until yesterday, total 273 returnees to the Brcko area received the supervisor office's cards - valid together with the B-H Federation documents - at the cards issuance stations set up in the zone of separation. The process of the cards issuing continues despite of RS Government decision to issue RS identity cards in much shorter time. As early as June this year the RS MUP opened a station for RS identity cards issuance in the community of Gornji Vukasic, but the returnees turnout missed. Intentions of new Brcko residents will be checked next by beginning of September when 154 IPTF-registered schoolchildren start attending school lessons.

BRCKO - Nobody, even the international community embodied in the OHR, has the right to dispose of funds RS invested into reconstruction of residential buildings for accommodation of Serb refugees from the Federation of B-H, warns the president of the Executive Board of the municipality of Brcko, Radoslav Bogicevic. At a meeting between deputy supervisor for refugees return Anne Niande and the Serb delegation from the Brod, Stari Rasadnika and Brodusa communities yesterday, a preliminary agreement was reached that the supervisor office provide funds for construction of 100 housing units for Serb residents of the Brcko bordering communities.

PRIJEDOR - The SDS Municipal Board for Prijedor concluded that this city has not taken part in flaring-up the crisis in RS, but in stead called on the RS citizens and leaders to unity and compromise. It is communique the SDS Board for Prijedor demands an unconditional halt to the escalation of the political crisis, largely nourished by rushed decisions and acts by irresponsible individuals in state bodies and institutions and, as it said in political parties and media.

PRIJEDOR - The National Radical Party (NRS) for RS recommended that both parties in the political dispute pledge maximal regard and political tolerance and accept the initiative for elaboration of a new RS Constitution. "The new Constitution would prevent new numerous constitutional crises and would supplement the statutes of the present institutions", stated Goran Zmijanac, first-named NRS candidate on the list of candidates for the local elections.

MOSTAR - The Municipal Council and the Croatian Democratic Party (HDZ) for Bugojno asked for intervention form high representative for B-H Carlos Westendorp with Muslim authorities in Bugojno so as to stop with mines planting at Croat houses, reports Croat Radio, adding that two Croat houses, which owners has returned from refuge, were mined yesterday in Kakanj, which provoked fear and worry among those concerned with the return.

NOVI SAD - The president of the Novi Sad Board of the Serbian Radical Party, Igor Mitrovic accused RS president Biljana Plavsic that, as he said, "she betrays national interests". "In the most adverse times, when the fate of RS is in question, Mrs Plavsic after over six year silence, deceives the public by her political rhetoric on alleged fight against criminal and a more consistent implementation of Dayton agreement", Mitrovic explained.
