NEWS REVIEW, REPUBLIKA SRPSKA

BANJALUKA - The local elections and the implemtnation of the electoral results in line with the preparation of the Dayton agreement, as well as preparations for early parliamentarian and presidential elections in Republika Srpska (RS) were the main subjects discussed between RS president Biljana Plavsic and the OSCE Mission chief Robert Frowick during their meeting in Banjaluka. President Plavsic said she was pleased with the correct atmosphere in which the local elections proceeded. "The local elections in RS and the B-H Federation are only the first stage in a long democratisation process in this region", stated Frowick, especially appreciating the "honourable and peaceful manner the RS citizens expressed their will at the elections."

SARAJEVO - The RS Government brought the Decision on temporary displacement of the Police Training Centre - the School of the Internal Affairs - from Banjaluka to Doboj. Reasons for the Decision were adverse security conditions for lecturing in Banjaluka. As the conditions change, the Government will decide on new location of the Centre. The Government prolonged the deadline for the registration for privatisation of the state capital until September 20, and agreed criteria for allocation of aid from Japan. A number of personnel changes in state enterprises was made, and RS prime minister Gojko Klickovic convened the session of the Cabinet for tomorrow.

SARAJEVO - Deputy RS defence minister, Dragan Kapetina, stated in Pale following his meeting with the Bulgarian ambassador Marko Markov that "military cooperation of the two countries is one of key points of the regional stability". During the talks, attended by the Bulgarian military attache, Georgi Georgiev, the process of the implementation of the Dayton agreement, the restructuring and functioning of the RS Army, arms reduction and arms control and the confidence-building between the B-H parties were considered.

SARAJEVO - The counting of votes from abroad in the Votes Counting Centre in Lukavica is ongoing without unimpeded, according to Bosko Siljegvic, a representative of the RS Government in the Centre. He stated for SRNA that all conditions were created for an appropriate counting process, and underlined that OSCE representatives had no objections to the process. He said that some minor objections were raised by political parties' monitors, pertaining mostly to the lack of accreditations.

BRCKO - Supervisor for Brcko, Robert Farrand, stated that the changes to the electoral proceeding during the polling have been made "in order to protect the right of voters to vote".

While being guest in the Serb Radio-TV programme, Farrand did not want to comment the preliminary electoral results nor indices of the voters turnout, but reminded that the OSCE should announce the final results. He said that was delegated to accelerate the implementation of the Dayton agreement, and in that regard the electoral results. A final decision on the inter-entity boundary line in the Brcko area, which announcement was prolonged for a year, is not in his competence, but in the hands of the Arbitration Commission.

BEOGRAD - An academician and former vice-president of the Socialist Party of Serbia, Mihajlo Markovic, stated for SRNA that it was obvious that the local elections in RS "were carried out under extremely unfavourable conditions for the Serbian people in RS". "Contrary to the Dayton agreement, RS citizens, especially those out-side Republic, could not vote at the elections, so that this sum of potential votes was wasted", stated Markovic and added that this failure meant a deviation from the Dayton agreement. He emphasised that " generally speaking, it was better to participate than not to participate at the elections".

BONN - German foreign minister, Klaus Kinkel, confirmed that senior deputy high representative Gerd Wagner, US diplomat Thomas Reinhard and deputy IPTF commadner American David Krishkovich, were among 12 persons killed when a helicopter crushed in the area of Bugojno, this morning, reports news agencies. Kinkel stated in Bonn that in the accident, five Germans, five Americans, one British and one Polish were killed. The pilot of the helicopter, Ukrainian, who survived the crush, explained that he suddenly found a dense fog, and when he went out he could not escape a mounting slope."

OSLO - Total 89 countries, without the USA, reached an agreement in Oslo on anti-personnel mines, after the US delegation withdrew all proposals it offered as a compromise, reports DPA. The USA asked for a none-year exemption, after the ban enforcement, for planting anti-personnel mines in the Korean peninsula.
