OCT. 18 1997 EVENING

NEWS REVIEW, REPUBLIKA SRPSKA

SARAJEVO - The president from Republika Srpska (RS) in the Presidency of B- H Momcio Krajisnik talked in Pale with US ambassador to Sarajevo, Richard Kauzlarich, where Krajisnik expressed his concern over unclear conclusion from the Contact Group meeting in Rome in which the term of presidential elections was not precisely state, as had been agreed previously.

BRCKO - The international arbitrator for Brcko, Roberts Owen will talk on the status of Brcko with representatives of OSCE and Office of supervisor Robert Farrand. He is supposed to return to Tuzla this evening and to hold talks with Biljana Plavsic tomorrow in Banjaluka.

TREBINJE - The heads of the Public Security Centre (CJB) in Trebinje reviewed all issues related to restructuring of the RS Ministry of Internal Affairs (MUP) based upon the agreement reached between RS minister of interior Slavko Paleksic and IPTF. The CJB Trebinje heads meeting was attended by minister Paleksic.

SARAJEVO - SFOR spokesman Chris Raily confirmed that SFOR troops "are conducting technical inspection" of the Veliki Zep TV transmitter. He specified that "NATO commander opened way, in the name of the high representative, for SFOR troops to work against propaganda in order to prevent the media in Pale form undermining peace implementation efforts of the international community."

DOBOJ - Regarding the Children's Day, the SFOR Nordic-Polish Brigade organised, with help of "Be Healthy" humanitarian organisation in Doboj a show for children.

SARAJEVO - The president in the B-H Presidency from RS Momcilo Krajisnik proposed to the international community and RS president Biljana Plavsic an urgent finding solution to the issue of the Serb Radio-TV (SRT). In his letter, Krajisnik underlined necessity of a dialogue between representatives of the SRT and international community, in order to reach an agreement on free and fair access to media of all parties concerned, especially in a view of the up-coming elections. Mrs Plavsic was proposed the immediate compliance with the provisions of the Belgrade agreement and continuation of TV broadcast consecutively from Studio Banjaluka and Studio Serb Sarajevo.

SARAJEVO - Under an excuse of regular monthly control, SFOR conducted an inspection of the SRT transmission tower in Veliki Zep, but did not find any irregularity. SRT technical inspector Zdravko Savija stated that "the action took place according to already seen scenario, but this time it was not successful". As he pointed out "although the inspection was officially finished, SFOR kept seven armoured vehicles and 36 soldiers at the transmitter, but for reasons which are unknown to us". Hoping that the situation will develop favourably, Savija underlined that the SRT technical team was at the transmitter to prevent confiscation of equipment, as was the case with transmitters in Duge Njive, Udrigovo and Trebevic when technicians were prevented disabled to protect SRT property.

SARAJEVO - Replacement of the SRT general-manger, change of editorial standards and establishment of control over the editorial policy are the conditions for the lift of blockage of the transmitters, in addition to SFOR's control over transmitters, stated OHR spokesman Simon Haselock for SRNA. He accused the SRT of "refusing demands for restructuring", which, according to him, was a direct motive for SFOR's action in Veliki Zep. The SRT would not be the only victim - the mechanism will be applied to all B-H media which do not meet international standards, Haselock threatened in a telephone statement, and announced "shift" also in the Croatian TV in Mostar and Livno.

SREBRENICA - The president of the SDS Municipal Board of Srebrenica, Momcilo Cvjetinovic, believes that the elections in this municipality were not fair, because of the international community's biasity allowing manipulations with the voters lists". According to OSCE official data, Srbrenica city assembly will be comprised of 25 deputies from the Federation of B-H and 20 from RS. Cvjetinovic announced that the Serbian party "did not get answer to a complaint that over 3,500 persons in the Federation registered for voting in Srebrenica, out of whom several hundreds are listed as missing by the ICRC".
