NEWS REVIEW, REPUBLIKA SRPSKA

SARAJEVO - The B&H Presidency in the federal part of Sarajevo in the National Museum generally has accepted that the problem of the main centre of the B&H common institutions must be solved through district and a final report would be entrusted to the Office of the High Representative (OHR) - the presiding spokesman Mirza Hajric said to the press after the session. He also said that that report " should include not only solutions for placing of the institutions but also a certain number of officials of the B&H common institutions". Presidency also established corrections of the B&H budget and gave directive to the Council of Ministers to include them in the text until following session of the Presidency, so in that way this document could be finally prepared for the adoption at the B&H Parliamentary Session.

SARAJEVO - The B&H Council of Ministers has agreed at the session in Sarajevo that in the following seven days the OHR must solve a dispute question of the organisation and systematisation of the ministry what would be accepted as a final solution. Solving this question will create good position for the next week to be adopted an Proposal of the Law on B&H Council of Ministers. Co-presiding of the Council of Ministers Boro Bosic said after the session that B&H budget has been again on the agenda and that the Ministry for the Civil Questions got obligation from the B&H Presidency to prepare a final text of this document.

BRCKO - RS Internal Affairs Minister Milovan Stankovic inspected members of the multiethnic police in Brcko regarding promotion of the united police uniforms for the whole police system in RS. Uniforms have been designed by a model worn in the west part of RS before uniting of the Internal Affairs Ministries. " Police station in the in Brcko must be in ahead relating to the other stations in RS" - Stankovic said.

BANJALUKA - The OSCE chief of mission in B&H Robert Berry announced in Banjaluka that the general elections in RS and Muslim-Croat Federation would be held on September 12 and 13. Berry, who had been appointed on this duty on January 15 has confirmed at a press-conference that the OSCE would supervise whole process and that elections would be conduct according to the rules and regulations of the Temporary Election Commission (PIK).

DOBOJ - After seven years railway traffic has been established again between RS and Muslim-Croat federation. With symbolic passing through of the freight train with 30 freight cars and 600 tons of cargo on a direction Tuzla -Sarajevo through Doboj. Representatives of the railroad emphasised at a press-conference that everything was not ready for normal conduct of traffic but there was enough will and effort of the railroad workers for this to happen.

BANJALUKA - Republic Board of the Branch Syndicate for Education, Science and Culture warned RS Government and competent ministries that would organise a strike of warning starting on March 2 -14 when classes would be reduced to 30 minutes while the working time of employee would last 30% At a session presided by Ranka Misic the President of this Syndicate has agreed that during strike the Government and field ministries must pay out wages of 1996, along with December '97 and January '98 wages.

SARAJEVO - A Parliament House of People of the Muslim- Croat federation included after long discussion on the Session's agenda a Government proposal of the Law on Cessation of implementation of the Law on Abandoned apartments. President of the B&H Government Edhem Bicakcic urged on the House of People to put on the agenda Government Proposal of the Law on Cessation of implementation of the Law on Abandoned Apartments which main regulation is - return of tenancy rights to the previous owners.

DOBOJ - The IPTF spokesman Andre Agneli stated at a pressconference in Doboj that seven Muslim from Tesanj, who have been detained in the beginning of this week in illegal felling of trees in the region of the inter-entity boundary line, have admitted the guilt . " They confirmed that they were without permission cutting trees near Ljeskova Voda in RS what caused their arrest".

SARAJEVO - SFOR spokesman Piter Clarke confirmed for SRNA that the Army of the Muslim Croat federation building a firing range in Muslim villages between Glamoc and Livno. " That is a new range for the B&H Army, drawn up by MPRI Company - explained Clarke adding that the SFOR was not included in the action.

VIENNA - Around 2,500 families of Serbian refugees which are at the moment in SBO wish to come back to their previous places in other parts of Croatia - An Ambassador Tim Guldimann OSCE chief mission in Brodska stated. At a press-conference he expressed concerned of the international community for the delay in process of return of refugees in Croatia. The American Ambassador pointed out the problem of return of refugees form FRY, RS and other countries to Croatia because they do not have a Croatian citizenship.

BANJALUKA - " Moving out of Serbs from Croatia is still going on and discussions about their mass, organised and more serious return will be made after complete reconstruction of relations between FRY and Croatia with help of the international community" - Veselin Pejnovic delegate in Croatian Parliament stated in Banjaluka. At a press-conference he stated that from the beginning of the so called peaceful reintegration of Eastern Slavonija, Baranja and West Srem in the last eight months moved out 70.000 more Serbs.

BELGRADE - Head of the management for information of the Yugoslav Army (VJ) general Gradimir Zivanovic stated that relations between VJ and VRS were in accordance with Dayton accord. Zivanovic said that VJ were respecting interest of the Serbian people so the communication of the two armies went in the field of security and defence.

BELGRADE - Assistant of the commercial manager of the Yugoslav Air Transport (JAT) Slobodan Babic depart for Sarajevo where he will have talks about establishing air traffic between FRY and RS i.e. Muslim-Croat federation.

SARAJEVO - President of the RS National Assembly Dragan Kalinic will receive tomorrow in Pale at 10,30 am newlyappointed, extraordinary and plenipotentiary B&H Ambassadors from RS - is stated from the Cabinet of the president of the Parliament. In the framework of preparations for taking up new duties Ambassadors had final talks in Sarajevo in the B&H Foreign Affairs Ministry and had talks with members of B&H Presidency and Council of Ministers.

BANJALUKA - The RS vice-president Dragoljub Mirjanic had talks with an Japanese Ambassador Hidet Mitamurain Vienna about help valued at 121,000 DM for the primary school "Miroslav Antic' in Pervan near Banjlaluka. Mirjanic said that this is not the first time that Japan helps the RS. Several students got scholarship from Japan which enable them to go Japan to study.

BANJALUKA - The president of the RS Government Milorad Dodik had talks with a delegation of the Democratic Initiative of Sarajevo's Serbs Association in Banjaluka about position of Serbs who had stayed in Sarajevo after the Dayton accord. As SRNA learns, the talks were about return of Serbs to the federal part of Sarajevo as it has been anticipated by Sarajevo's declaration, freedom of faith, cultural and political rights of Serbs in this town.

PODGORICA - Republic of Montenegro (CG) and RS support reforms and privatisation along with implementation of the Dayton Accord, it has been assessed at the session of the Montenegro Government, by which a success of the yesterday's talks between RS Prime Minister Milorad Dodik and Montenegro Prime Minister Filip Vujanovic has been confirmed. Montenegro delegation included also vice-president of the Government Milutin Lalic and Minister of Industry, Energetic and Mining Miodrag Gomilanovic has agreed with the RS delegation in Banjaluka a firm economic cooperation.

PODGORICA - Montenegro supports Yugoslavia as a democratic community of equal rights, based on respecting of the principles given by the Constitution, emphasised the Prime Minister of Montenegro Milo Djukanovic during talks with the Swedish Ambassador to FRY Mats Stephenson. Djukanovic expressed optimism expecting victory of democratic powers on the forthcoming Parliamentary elections in Montenegro hoping that that will contribute to stability of development and the international reputation of FRY.

SARAJEVO - House of People interrupted a discussion about the proposal of the Law on Cessation of implementation of the Law on Abandoned Apartments, which main regulation was a return of tenancy rights to the prewar holders and scheduled the continuation on Thursday, March 5. The OHR demands for this Parliament to adopt the law by which tenancy right would be given back to their previous holders. That would enable realisation of Bonn Conference and Sarajevo's Declaration by which it has been anticipated that 20.000 Serbs and Croats return to Sarajevo.
