MAR. 28, 1998 DAY

NEWS REVIEW, REPUBLIKA SRPSKA

SARAJEVO - The President in the B&H Presidency from Republika Srpska (RS) and the Russian Ambassador to B&H Filip Filipovic Sodorsky had talks in Pale about bilateral relations, political situation in RS and FB&H, and completion of the agreement reached with the Russian Foreign Affairs Minister Evgeny Primakov. After the meeting Krajisnik said that he was expecting for Russia to play the key role in further process of implementation of the Dayton Peace Accord. " Sydorsky informed me that delegation of Russian economists, headed by deputy Minister of Economy Sapjovanc, will visit B&H in April and sign important economic agreement. Also, representatives of the Russian Defence Ministry will soon visit RS and B&H," Krajisnik said.

SAMAC - Borislav Pisarevic, Milan Simic's defence attorney before the Hague War Crimes Tribunal stated for SRNA that his client has been approved to defend himself while on bail only under series of conditions. The police station in Samac will have to keep a record on his moves and dispatch it to the IPTF representatives on their request. Pisarevic said that Simic, who had been accused of alleged war crimes by the Hague War Crimes Tribunal, has been approved to defend himself while on bail because of the health reasons.

SARAJEVO - In the framework of the NATO Strategic Reserve Forces military exercise "Dynamic Response '98", members of the 18th parachute regiment from Poland, 1st Turkish infantry unit and 26th navy brigade were training airdrop in Sokolac. The Polish regiment performed a parachute landing near Sokolac and the American and Turkish units joined them by land from Sarajevo. Eight helicopters landed at 09,00 am. on a field of Sokolac football stadium. After that around 400 soldiers started with patrolling within city.

SRPSKO GORAZDE - The President of the Srpsko Gorazde Municipal Assembly Slavko Topalovic thinks that the international community treats differently return of refugees in RS and FB&H, imposing conditions to only one side, Serb side. Denying accusations of the international community that authorities in Srpsko Gorazde were uncooperative, Topalovic warned that distribution of the financial help was unequal. Some international organisations provides for Muslim returnees all that is needed while for Serbs there is nothing except burned and destroyed houses.

BANJALUKA - The Republika Srpska President (RS) Biljana Plavsic had talks in Banjaluka with the Special American envoy for the Balkans, Robert Gelbards. Although announced, the joint press-conference was not held, but, as it has been heard, there were discussing current political situation in RS, FB&H ect.

BRCKO - The Russian colonel Veceslav Vorovlev replaced at the position of the IPTF regioanl centre commander in Brcko Donn Gradey. Colonel Vorovlev was engaged to varies duties for UNPRO- FOR during the war. In Posavina he was responsible for reconstruction of police forces.

BELGRADE - Kosovo can not be a subject of negotiations, and can not be internationalised. Kosovo is and will be an internal matter of Kosovo ,and can be discussed only within Serbia Constitution - Dragoljub Kojcic, President of the Serbian Democratic Party, said in Belgrade. At a press- conference he informed that the SDS Main Board for Serbia has been discussing strategical directions of the Party and situation in Kosovo as the inealiable part of Serbia.

PARIS - "Illegal presidential elections in Kosovo where Albanians from Kosovo were electing only one candidate, Ibrahim Rugova, are not democratic, but undemocratic, although the European's democrats attaches importance to the elections" - Patric Besson, French writer said. In the regular column of the French paper "TV-saucer" he comments democratic processes, comparing the elections in Kosovo with regional in France, wondering if the Western democrats are real democrats.

SALONIKA - Greek Foreign Affairs Minister Teodoros Pangalos said in an interview with a German radio-station in Bonn, reviewing situation in Kosovo, that borders must not be changed in the Balkans because that could jeopardise peace in the region. According to him FRY bears the responsibility for arising crisis in Kosovo. Concord on the Kosovo autonomy should have been reached earlier, by which the Agreement on Education would be realised. On the other hand a request for independence of Kosovo is completely unacceptable.

NEWS REVIEW, REPUBLIKA SRPSKA

BANJALUKA - The Republika Srpska (RS) Prime Minister Milorad Dodik and the Special American envoy for the Balkans Robert Gelbarts assessed in Banjaluka that priority in the future would be signing of an agreement between RS and the International Monetary Fund (IMF). At a press-conference Dodik said that the agreement should be signed next month. It will help in realizing of all financial help projects. At the meeting they were discussing reconstruction of the police forces and concrete measures were agreed for additional assets for the reconstruction.

BANJALUKA - The Special American envoy for the Balkans Robert Gelbart stated in Banjaluka that "the U.S are very interested in an idea of strong B&H". In the special statement for the Serbian radio-television he said that the U.S. were pleased with a progress made in RS after the new Government was elected. "We are supporting everyone who supports the Dayton Peace Accord" - Gelbart said. Commenting yesterday's refusing of FRY President Slobodan Milosevic to have talks with him, Gelbart said that "Milosevic, as always, is trying to make problems to everyone".

BANJALUKA - The Special American envoy for the Balkans Robert Gelbart left for Zagreb from Banjaluka after the meeting he had with Zivko Radisic, the President of the RS Socialist Party . They did not make any statements for the press.

NOVI SAD - Conference of 10 social-democratic parties from FRY, RS, FB&H and Croatia was concluded with adoption of the final document. "The key reason for slow realisation of the Dayton Peace Accord is the fact that relation between political and social elements, which were in the war, still has not prevailed in favour of peace, national equality and tolerance, "it was said in the document.

BUDAPEST - The ICRC President Cornelie Somaruga urged in Budapest on general banning of anti-infantry land mines - DPA reported. He said that at the Regioanl Conference for the Central and Eastern Europe on banning of anti-infantry land mines, attended by representatives of 19 states from this region. "A contract from Ottawa represents a new form of the international law and all states should take a part in its implementation".

SARAJEVO - The Special American envoy for the Balkans Robert Gelbart had talks with the President in the B&H Presidency Kresimir Zubak. Zubak assessed these talks as most the difficult he ever had in his career. The meeting was interrupted after only half an hour - the Croatian radio Herceg- Bosna reported. Zubak explained the interruption with "utmost undiplomatic apperance of the American envoy". No one gave statements for the press about a subject of the talks.

SARAJEVO - The Special American envoy for the Balkans Robert Gelbart expressed concern because of delay in functioning of FB&H, especially in forming of common police and return of refugees - media in federation part of Sarajevo reported. He urged on Ejup Ganic, the FB&H president and Vladimir Soljic, the vice-president, to make an effort for more efficient establishing of the federation institutions.

MOSTAR - A Croat Nino Pehar thrown two hand grenades on the police station in Mostar and have wounded two members of joint Muslim-Croat police in this city - agencies reported citing the UN representative. A significant material damage was caused by these explosions. Reasons for this attack are not known and Pehar was detained just after the attack.

BANJALUKA - At the Banjaluka's Airport Mahovljani landed the "Lufthansa" aeroplane from St. Galein in Switzerland by which our employees from abroad arrived. It was the first international charter flight after November 18 1997, when this airport had been officially opened. The charter flight will be organised every Saturday and they are hoping that other lines with foreign countries will be established too.
