NEWS REVIEW, REPUBLIKA SRPSKA

SAMAC - The president of the Government of Republika Srpska /RS/ and Party of Independent Social-Democrats /SNSD/ Milorad Dodik announced that RS will be received in IMF /international monetary fund/ this month. The premier of RS at the Inaugural Assembly of SNSD of municipality Samac on March 31. stressed that RS Government allocated resources of around 10 million of German Marks for start-up of production in enterprises of RS, noting that one part will be directed also into Samac economy.

SREBRENICA - The Inaugural Session of Municipal Assembly of Srebrenica, announced for March 31 was not held because the subject of application of results of local elections in that municipality was submitted to the Court of Electoral appealing Sub-commission /EAS/ in Sarajevo - stated the now president of municipal parliament Stanko Rakic. According to his words the court would next days bring the final decision, on the basis of which will be established new local administration in Srebrenica.

BANJA LUKA - The special director of IMF Bofort WInholds stated in Pale, after the meeting with the president in Presidency of B&H from RS Momcilo Krajisnik that he hopes that RS and this financial organisation very soon will sign the agreement on stand-by arrangement. "We are very close to reach and sign this agreement which will be good for both parties", said WInholds.

SARAJEVO - The presiding of the Presidency of Serbian Democratic Party /SDS/ Aleksa Buha met in Pale with Russian Ambassador to Sarajevo Filip Filipovich Sidorski. From the Cabinet of Mr. Buha for SRNA was said that after the meeting there will be no statements or public releases.

ATHENS - After the tour in the former Yugoslavia the Special U.S. envoy for Balkans Robert Gelbard is satisfied only with talks with president of RS Biljana Plavsic and premier Milorad Dodik, which cooperation on implementation of Dayton Agreement the international community is accentuating as an example - claims Greek media. The Greek information media think that all other visits - to Kosovo, Belgrade, Zagreb and Sarajevo - cause for Mr. Gelbard a headache more or less.

SARAJEVO - The IPTF is considering the justification of arresting of Dragan Kremenovic, charged by B&H federal authorities for before war traffic accident in which one or two persons were injured - stated for SRNA the spokesman of International Police Liam McDowel. McDowel reminded that the investigation procedure about the traffic accident which happened in 1991 in Sarajevo was finished then, but that authorities in Sarajevo again moved it in 1994. Requested to answer whether to Dragan Pejic, whom federal police arrested under unfounded charge for war crimes, will be paid compensation, he said that this question should be posed to authorities in FB&H.

BANJA LUKA - The second Arbitrage Award of the High Representative Carlos Westendorp about ban on exposing the flag and playing hymn of RS in Srebrenica is unintelligible and unacceptable, assessed at the press conference in Banja Luka, the spokesman of Socialistic Party of RS Igor Radojcic. Radojcic stressed that in question is direct encroaching into the constitutionallegal system of Republika Srpska, and expressed the hope that High Representative will have understanding and again examine his decision, in order to allow constituting the municipal administration in Srebrenica.

PODGORICA - The members of economical delegation of Montenegro and resor ministers of the Council of Ministers of B&Hand Government of Federation B&H /FB&H/ should have to reach the agreement in Sarajevo about establishing Air-line Montenegro and Federation B&H. The minister of traffic in Government of Montenegro Jusuf Kalamperovic at the meeting with co-presiding of the Council of Ministers of B&H Haris Silajdzic offered the usage of the Bar Harbour.

BANJA LUKA - The delegation for marking 800 anniversary of the monastery Hilandar informed in Banja Luka the president of Republika Srpska /RS/ Biljana Plavsic about activities on the occasion of celebrating this jubilee. "RS will give its contribution in all forms of marking the 800th anniversary of the monastery Hilandar" -stated Mrs. Plavsic after the meeting, expressing her contentment for being informed with "justified programme of celebration of great Hilandar's, Holy Mountain's, all-Serbian and all-Orthodox jubilee". His Holy Highness vladika (bishop) Irinej Bulovic stated that it is "encouraging and instilling great hope and joy in the souls of thanks to this great anniversary, our people indeed, wherever it lives, again feel essential unity in Orthodox faith and legacies of our honourable antecedents".

SARAJEVO - The president in Presidency of B&H from RS Momcilo Krajisnik acquainted in Pale the Executive Director of IMF Beaofort Wijnholds that the financial imbalance of entities could be the greatest obstacle in economic start-up of RS. In the announcement forwarded to SRNA from the Cabinet of Mr. Krajisnik is stated that on this meeting "was jointly concluded that the process of RS economic start-up is rather complex and difficult job which requires significant financial investments".

PRIJEDOR - The president of RS Government Milorad Dodik stated in Prijedor that the priority task of Government is to put in function the Ljubija mines, adding that by concluding the Protocol about cooperation of the mine with Smederevo and Zenica forge was made concrete the first step. In talks with leadership of Prijedor municipality and representatives of economic and political life Dodik stressed that government is undertaking measures for opening border with neighbouring countries and announced that farthest for one month and a half the opening towards Croatia will occur.

KOZARSKA DUBICA - The minister of Defence of RS Manojlo Milovanovic stated for SRNA that in RS was established the unity of armed forces, unity of MUP /ministry of internal affairs/ and unity of all other structures of authority, stressing that "by that various surmises about division of Republic on Eastern and Western part were denied". RS is in ascent and we all must be clever to continue that trend, concluded the minister Milovanovic during the visit to Kozarska Dubica, where with representatives of municipal authorities, the Department of the Defence Ministry, the Command of Dubica Garrison and other structures he talked about current tasks of the Ministry of Defence and ways of their implementation. In the exclusive statement for SRNA, minister Milovanovic said that the visit to Kozarska Dubica is the part of regular and planned activities, between which are the visits to all municipalities and municipal department of the Ministry of Defence of RS.

SARAJEVO - The director of the Head Office of Serbian Democratic Party /SDS/ Gojko Klickovic assessed as false the claims said yesterday at the session of Government of RS about "the mysterious taking out 17 million DEM from the country", stating that those resources, by the decision of the former Government, were borrowed from the state reserves for seeking credits from foreign banks. In the announcement of the Head Office of SDS, signed by former premier Gojko Klickovic, is stated that the "arrangement with Italian bank amounting 50 million DEM was agreed for start-up of production", and that "after the Rome Conference because of", as stated, "known 'love' between international community towards Serbs all arrangements were forbidden".

BANJA LUKA - The president of Alternative Government of RS Dubravko Prstojevic assessed in Banja Luka that arresting Serbs in the territories of RS and Federation B&H brings unrest between citizens of Srpska and warned that this is the direct attack on Dayton agreement. At the press conference Prstojevic stressed that by that are violated the fundamental rights of RS citizens and suggested to the resor ministry of RS Government to undertake appropriate measures in order to prevent such acts in the future. Condemning the decision of High Representative for B&H Carlos Westendorp about the ban of exhibiting flag and playing national anthem of RS "Boze Pravde" /God give us justice" at the inaugural session of the Municipal Assembly Srebrenica, Prstojevic stressed that it is violation of Dayton Agreement.

NEW YORK - The Russian Ambassador to UN Yuriy Fedotov thinks that the UN Resolution 1,116 about embargo on arms and police equipment for FR Yugoslavia /FRY/ "is not the punishment for Belgrade, but possible solution of Kosovo crisis, which will cut the illegal delivery of weapons for Albanian terrorists". The mentioned Resolution was adopted last night with 14 votes for, while China abstained with explanation that Kosovo is the internal matter of Serbia. The resolution of UN calls upon the leadership of Serbian Albanians to condemn the terroristic actions, and neighbouring countries on cooperation.

BELGRADE - The General Director of Yugoslav Airlines /JAT/ Zika Petrovic announced the establishing the regular line from Belgrade to Sarajevo for fifteen days. In the statement for journalists Petrovic said that there are only few technical problems in establishing the line, as well as the misunderstanding with airport Sarajevo, which demands from JAT for landing on the Sarajevo airport 3.000 dollars.

MOSTAR - The municipal Board of the Croatian Democratic Community of Kiseljak and leadership of this municipality sent the letter to the Hague Tribunal in which they demand just trial for the Croatian general Tihofil Blaskic or his release. In the letter sent on the occasion of two years Blaskic's stay in custody of Hague Tribunal, which excerpts conveys the Croatian radio Herceg-Bosna, they insist on securing the just trial, for what the first condition is independence of the court from any UN member state, the founder of the Tribunal.

SARAJEVO - The president of National assembly of Republika Srpska /RS/ Dragan Kalinic and U.S. Ambassador to B&H Richard Causlarich talked in Pale about possibilities of faster influx of financial resources and their equal distribution on whole territory of RS. In the announcement from the Cabinet of president of Serbian parliament forwarded to SRNA is stated that at the meeting was talked about acceleration of the process of privatisation, return of refugees in accordance with the Dayton Agreement and current political situation in RS. The president Kalinic acquainted U.S. Ambassador about attempts of Assembly of RS to be significant factor in democratisation of overall life in the state, including the wish for more concrete contribution in stabilisation of peace in B&H and in the wider region.

ZVORNIK - The president of the Syndicate Unions of RS Cedo Volas warned in Zvornik that the lowest price of work would have been determined in the stable currency and to grow in accordance with the changes in exchange rates. Volas said that the representatives of the Syndicate of RS "demand from the Republican Government to reconsider. and from premier Milorad Dodik not to sign the Decision on the lowest price of work, which now is lower than in the war 1995 year". We are surprised by the decision of the Government about the lowest price of work, first of all, because nobody talked about that with us. As the second, in question is decrease from 300 on 240 dinars, which means that the price of work is now 40, while in 1995 was 45 DEM" - explained Volas.

BIJELJINA - The deputy High Representative of the international community for B&H Hans Schumacher will visit Bijeljina on Friday, April 3, where he will participate in the public tribune about implementation of the civil part of Dayton agreement. It is planned that Mr. Schumacher will make fifteen minutes talk, after what he will answer on the questions of present people. The press conference is scheduled for 15,30 h in the premises of National Library "Filip Visnjic".

VIENNA - The Coalition partners in Austrian Government - National Party and Social-Democratic Party - did not reach the agreement about the joint option of the future security policy of the state, because the first are for abandoning neutrality and membership in NATO,while the second are against that , but for the security project of NATO "the Partnership for peace plus". The report about options of the future security policy of the state Austrian Government should finish already yesterday and forward to parliament for considering, however, because of different stances the session was postponed with the hope that, nevertheless, in the last moment will be found the joint solution".
