NEWS REVIEW, REPUBLIKA SRPSKA

ZURICH - The Republika Srpska (RS) Internal Affairs Ministry delegation, headed by Minister Milovan Stankovic, concluded its visit to Switzerland where it attended a seminar on organisation and technical equipment of the Swiss police. Stankovic said that the world was slowly opening to RS what the arrival of Serb delegation to Switzerland showed.

DOBOJ - Chief of staff of the RS Army (VRS) expressed in Doboj his content with readiness of the VRS members in carrying out tasks and their capability to defend borders of RS. Analysing situation in other VRS units , Talic gave a positive assessment of the total situation.

BANJALUKA - The IPTF spokesman for the region of Banjaluka and Bihac Alun Roberts confirmed that Milojica Kos,35, arrested in Banjaluka by SFOR, because of alleged war crimes, is in the Hague. At the press-conference in Banjaluka he said that whole operation of arrest was conducted under order of the NATO Secretary General Javier Solana. The action went without incidents.

OSLO - The International Diplomatic Seminar in Oslo is about to end, and in its closing discussions, special attention will be paid to improvement of cooperation between Norway and RS and FB&H. In that cooperation, key part should have Foreign Affairs Ministries. In the framework of the seminar, diplomats were presented data on activities of Norwegian Council on Refugees ,non-governmental organisation, its work in RS and FB&H.

SARAJEVO - FB&H Prime Minister Edhem Bicakcic denied information that he had had agreement with President of the RS Government Milorad Dodik on change of the IEBL near Sanski Most. "Claims that Dodik and I have reached that kind of an agreement are unfounded because it is not under jurisdiction of the RS and FB&H Government but a concord for that must be given by the Municipality", said Bicakcic.

NOVI SAD - Vice-president of the Democratic Party (DS) Executive Board Borislav Novakovic stated for SRNA that the DS would not participate on general election in B&H, but it would give full support to the RS President Biljana Plavsic. "That means that our members in RS will give their full support to Biljana Plavsic and cooperation between the DS and her party will be at the level of coalition partners", said Novakovic.

BELGRADE - Commiserate for Refugees in Serbia urged on all displaced persons in FRY to register in time in the nearest registration centre, by which they could vote on the forthcoming elections in September in B&H. Citizens should register from June 1 to 27 in Serbia and in three largest Municipalities in Montenegro: Podgorica, Herceg-Novi and Bijelo Polje.

BANJALUKA - President in the B&H Presidency from Republika Srpska (RS) Momcilo Krajisnik stated in Banjaluka that it was unthinkable and impracticable for Brcko to stay out of the RS territory. However, Momcilo Krajisnik said in an interview with the Independent television in Banjaluka that if we fail to preserve RS according to the Dayton Peace Accord it will be no matter any more where the city will be situated. Speaking about the B&H Presidency Krajisnik said that it was composed of two presidents of two entities - RS and FB&H - and Alija Izetbegovic was a chairman of equal in that body. Only in the case when all three go to some international gathering B&H is completely represented. Mr. Krajisnik denied accusations that he often exceeded his limits and asked for only one example when he reproached the RS President Biljana Plavsic and the RS Prime Minister Milorad Dodik on their foreign policy.

BANJALUKA - Supervisor for Brcko Robert Farand stated in Banjaluka, after he had talks with the RS President Biljana Plavsic, that would stay a priority. He said that he has agreed with Biljana Plavsic that it should be continued with positive steps, already taken in Brcko. "I said to Biljana Plavsic and Milorad Dodik that the Dayton Peace Accord should be implemented now, before the elections", said Farand. According to him, establishing of multiethnic authority in Brcko will not be easy but "35 of Serbs must leave their jobs for Bosniacs and Croats to be employed". He thinks that this is very delicate question and the RS Government is obligated to pay off salaries to those persons.

BANJALUKA - Minister of Civil Affairs and Communications in the B&H Council of Ministers, Spasoje Albijanic, said at the presentation of the new B&H joint passport in Banjaluka that issuing of new passports would start in nine police stations in RS, at the price of 40 DM. He expressed his gratitude to the international community and the Deputy High Representative Hans Schumacher on their effort for this operation to be conducted.

ZURICH - The RS Internal Affairs Minister Milovan Stankovic stated in Switzerland that Biljana Plavsic "is the first Serb national-democrat and without her, RS could have died like Republika Srpska Krajina". "Serbian Democratic Party (SDS) had by 1993 national programme but it did not manage in different, peaceful times", said Stankovic. He also said that cooperation between RS and FB&H was a reality on which it would be a discussion at the meetings in Banjaluka and Sarajevo, in June.

SARAJEVO - The SFOR spokeswoman Sheena Thomson stated for SRNA that the SFOR soldiers had arrested in Banjaluka Milojica Kos ,35, suspected of war crimes and handed him over to the Hague War Crimes Tribunal. During arrest, Kos did not offer a resistance. Orders for this arrest were given by the NATO Secretary General Javier Solana and the SFOR commander in chief Wesly Clark. The UN spokesman in B&H Alexander Ivanko sad that Kos would appear before the Court on June 2. Asked about the investigation on killing of Serb family in Kalesija near Tuzla Ivanko said that results of the autopsy showed that it was about a family tragedy. According to him pathologists from RS did not participate in the autopsy, as it was planed, but the IPTF experts would inform them on the matter.

BANJALUKA - Vice-president of the Serb People's Union (SNS) Ostoja Knezevic said at the press-conference in Banjaluka that the Election Assembly of the Party would be held in Banjaluka, on May 30, at 11:00 a.m.

BIJELJINA - "Bob-tours", a tourist agency of "Bobar" company from Bijeljina gain a diploma among more than 50 tourist agencies at the Second fair of Tourism and Hotel Management in Banjaluka. That came as a result of its activities and the best offer. Zoran Milosevic, associate for public relations of this agency, stated that at the press-conference in Bijeljina.

BANJALUKA - The Republika Srpska (RS) Prime Minister Milorad Dodik is in Greece where he had talks with President of the Kalamary Municipality Mr. Lazaridis on a concrete forms of economic and cultural cooperation between the region of Saloniki and RS. In the short statement from the Cabinet of the RS Prime Minister is said that during talks they had reached agreement on many actual problems.

BANJALUKA - Building of new economic and market system in RS officially began with promotion of five drafts of laws on privatisation. At the press- conference in Banjaluka a package of laws were symbolically opened by vice- president of the RS Government Djuradj Banjac and a new director of the Main Office on the RS privatisation Borislav Obradovic. Banjac warned that realisation of this project would not be easy. These laws are just the beginning for faster solving of economic problems. Obradovic said that these laws represented a historical moment for RS.

BIJELJINA - The German Government supports the RS Government readiness to fulfil the Annex 7 of the Dayton Peace Accord, stated in Bijeljina German Ambassador Hennecke Graf von Bassevitz, adding that, without economic renewal, there will be no mass return of refugees. Bassevitz, who were in Bijeljina on the invitation of the Helsinki Board on Human Rights in RS, assessed talks with a Mayor of Bijeljina Dragomir Savic as positive. He expressed his pleasure with their readiness to respect fully the Dayton Peace Accord.

BIJELJINA - President of the RS Syndicates , Cedo Volas, President of the Brcko Municipality Ilija Kalajdzic and President of the Municipal Executive Board Nedjo Damjanac and Labour Inspector Dragoslav Duvnjak accepted a text of Memorandum on Understanding which was a base of an Agreement on Protection of workers' rights from the Brcko Municipality. They expressed deep concern with new personnel plan of the Municipal administration.

THE HAGUE - The Hague War Crimes Tribunal will put on trial a former commander of the collective centre Omarska, Milojica Kos, for "crimes against humanity, violation of the Geneva Convention and rules of war" - agencies reported. The Hague Tribunal indicted Kos in February 1995.

TREBINJE - Chief coordinator in the ICRC for search for missing persons and chairman of the Work Group on Missing Persons in the B&H territory, Antonela Notary, said that political cooperation was a base for solving of missing persons problem.

BIJELJINA - Members of the SFOR Nordic-Polish brigade confiscated in the region of Doboj three tones of weapons, two heavy machine guns, eight rifles, antitank cannon with ammunition, significant amounts of ammunition, grenades and antitank and antipersonnel mines. In the statement from the informative centre of the SFOR division North is said that these means were discovered during routine control and local inhabitants were cooperative with the SFOR unit.

BONN - Half of around 340,000 refugees from B&H who are currently in Germany have returned to their homes - stated the German Internal Affairs Ministry spokesman. "In Germany are still around 170,000 refugees" - said the spokesman. It is uncertain how many more refugees will be able to return because of the situation in the regions of former Yugoslavia.

SREBRENICA - After the Dayton Agreement was signed instead of unity and strengthening of independence in RS, divisions in RS, in political and state leadership increased, what had negative reflection on the situation in whole - said chairman of the SDS Presidency Aleksa Buha.

BANJALUKA - President of the RS Serbian Radical Party (SRS) and vice- president of the RS National Assembly Nikola Poplasen said in Banjaluka that the SRS would come on elections in September with candidate lists at all election levels, on its own. According to him, members of the SRS "will have consultations with other patriotic parties about joint candidates for president and vice-president of RS as well as a member of the B&H and RS Presidency.

MUNICH - The Federation Internationale De Basketball (FIBA) Secretary General Bora Stankovic in an exclusive statement for SRNA confirmed that in Munich an agreement has been reached that "for the forthcoming club season, 1998/99 and for this season only, the National Basketball Federation of B&H is entitled to register, for the Korac and Ronchetti Cups, 4 teams plus 1 team from the RS, all representing B&H. On the question whether there is possibility for basketball national teams and clubs from RS to participate the international competitions, what would be in accordance with the Dayton Peace Accord, Stankovic said that "FIBA can not analyze the Dayton regulations, however, one country according to FIBA regulations can have only one federation and presented only by one national team".
