NEWS REVIEW, REPUBLIKA SRPSKA

SARAJEVO - The president in Presidency of B&H from Republika Srpska /RS/ Momcilo Krajisnik, vice-president of RS Dragoljub Mirjanic and premier Milorad Dodik will participate at the session of the Council for implementation of Dayton peace agreement in Luxemburg. As was announced, in Luxemburg should arrive also another two members of the Presidency and officials from Federation B&H, as well as the representatives of international community.

SARAJEVO - The president of the National Assembly of RS Dragan Kalinic assessed that eventual replacement of the leadership of Assembly "would have politically very bad reflection on the forces which would do that, and would represent their great shame before the elections". "I have no intention to withdraw from the post of president of Assembly, unless if SDS /democrats/ and SRS /radicals/ require that from me", stressed KAlinic in the statement for SRNA. Kalinic reminded that from the High international Representative Carlos Westendorp "he has got very keen and non-diplomatic letter" in which SDS, SRS and he himself were exposed to the vehement critics, and added that the replacement of the Assembly leadership should not be performed from the fear of international community or Coalition".

SARAJEVO - The Assembly of Serbian Democratic Party /SDS/ adopted last night in Pale the packet of documents related to the further work of the party before the September's general elections. The members of this highest party body adopted Programmeaction resolution of the party, in which, beside other things, they elaborate the state-political conditions in RS, the ways of strengthening the sovereignty of RS, concept of privatisation, solving the problem of refugees, arbitration in the region of Brcko and coming elections. In the packet of documents was adopted the political platform for coming general elections.

BANJA LUKA - The governor of the Central Bank of B&H /CB B&H/ Peter Nicol will hold a press conference at June 11 in Banja Luka in the premises of Office of this bank in the street Marije Bursac No. 4 - was announced from CB B&H. The conference was scheduled on the occasion of opening the Office of CB in Banja Luka.

BELGRADE - The expert of the Institute for international policy and economy Dusan Nikolis stated for SRNA that international community has definitely abandoned the stance /present since the Dayton agreement was signed/ that Kosmet is internal issue of Serbia. He added that the "target of what is being agreed behind the scene" is escalation of war on Kosmet, in order to justify the intervention of NATO.

BANJA LUKA - The president of Republika Srpska /RS/ Biljana Plavsic stated at the arrival on Banja Luka airport from the visit to Serbian Diaspora in Germany that Serbs there, through the humanitarian organisations, abundantly assisted RS and gave it support when it was most difficult. Mrs. Plavsic stated that she had more contacts with reputable Serbian businessmen in Germany, announcing that RS will soon visit one their delegation. According to her, these Serbs are particularly interested for the way in which the Serbian children will be educated in Germany, about what the announced delegation will talk with the representatives of the Ministry of Education of RS.

BANJA LUKA - The premier of RS Milorad Dodik has announced before his departure for Luxembourg that at the session of the Steering Board of the Council for implementation of peace in B&H he will oppose the attempts of transferring some authorisations and competence from entities to joint organs of B&H. The premier of Srpska said that he will make his efforts to persuade ministers that for stable process in B&H at the coming elections is necessary to secure mandate of four years at all levels. "I know that there exist the readiness of the Ministerial Council of EU to support the attempts of RS in further implementations of Dayton Agreement to further realise better results" - said Dodik and expressed the hope that the delegation of RS from Luxembourg will return with good results.

SARAJEVO - The president of RS Dragan Kalinic received in Pale, in separate meetings, the political counsellor of the High representative in B&H Sergey Bazdnikin and medicine director of the German firm "Siemens" from Erlangen Herbert Herlinger. As was announced for SRNA from the Cabinet of president of parliament, during the farewell meeting with Mr. Bazdnikin, who is going on another duty, Kalinic thanked to Russian diplomat on his efforts done during his stay in RS on improvement the cooperation between the OHR representatives and parliament of RS.

BANJA LUKA - By the promotional flight of the Austrian company "Tyrolian airlines" on the airline Vienna - Banja Luka, RS is included into international air traffic. The aeroplane from Vienna, in which was the high Austria economic and humanitarian delegation lead by Mrs. Edit Klestir, at the airport in Banja Luka was greeted by the premier of RS Milorad dodik, the minister for traffic and communications Marko Pavic and mayor of Banja Luka Djordje Umicevic. "We thank to everyone who has contributed for the line to be established, for which I hope that it will not be only symbolical connection between RS and Europe, but indeed the essential connecting with the world", said Dodik. The delegation from Austria was greeted also by the first deputy of the High Representative of international community in B&H Jacques Klein and Austrian Ambassador to B&H Valentin Inzko.

BRCKO - The first 15 workers of the Serbian ethnicity, who because of applying the order of the supervisor Robert Farrand about establishing the multi-ethnic administration remained without job, have got the solutions about the ceasing of the employment in municipal assembly of Brcko. In the solution, which content was harmonised with the representatives of municipal and republican syndicate, was stressed that the workers will receive all remunerations, harmonised with the growth of salaries, until they accept the new job or some another appropriate solution, as severance pay or buying the internship up to five years. According to information from Brcko municipality, 35 Moslems and Croats have got solutions about employment and started to work on June 1, and the solutions about the ceasing of employment would get the same number of Serbs.

BANJA LUKA - At the session of the National Assembly of RS, on June 15 and 16, the Party of Independent Social Democrats /SNSD/ will demand the replacement of the complete parliamentary leadership - announced the secretary general of the party Nenad Bastinac at the press conference in Banja Luka. According to him, SNSD will insist that while electing the leadership of Parliament of RS the electoral results be respected, according to which the Serbian Democratic Party /SDS/ would give the president, while the other parties would propose their candidates according to the electoral rules.

BANJA LUKA - The president of the Social-Liberal Party /SLP/ of RS Miodrag Zivanovic announced in Banja Luka that this party will come out on next elections in RS independently , and in Federation B&H in coalition with four parties - Socialistic Party, Serbian Peasant's Party, Coalition for Drvar and Party of citizens of Drvar.

NOVI SAD - Milena Dakic, the president of the Registration Commission in Novi Sad, stated for SRNA that before the impending September's elections in B&H in Novi Sad was registered around 280 enfranchised refugees. "I do not know why is so small turnout of voters on registration, having in mind that this registering Commission has registered 7,500 voters for the last parliamentary elections in B&H, from the region of Novi Sad and surroundings", assessed Mrs. Dakic.

KRALJEVO - The registration of around 2,000 persons from B&H, who are temporarily residing in the region of five municipalities of Raska county, was finished in municipalities Tutin, Novi Pazar and Raska - was confirmed for SRNA in the Office of Commissioner for refugees of this region in Kraljevo. Today would be finished the registering in municipality Vrnjacka Banja, while in Kraljevo the registering will be done from June 10 to 27.

KOZARSKA DUBICA - The representative of the independent registering centre in Kozarska Dubica Svetlana Marelj confirmed for SRNA that in this city so far was registered only 113 voters for September's elections. Mrs. Marelj has explained that all preparations for registration were performed timely, but the turnout is exceptionally weak, and the reason, according to her assessment, is "in old and typical for our people habit to perform their duties and rights at the end of anticipated term".

BIJELJINA - The term for taking over the registering cards, which elapses on June 8 was prolonged until June 27 - was announced by the president of LEC Ljubomir Kitic at the meeting of this commission in Bijeljina. "While summarising the previous results of pre-registration we found out that the response of voters is very weak, what is the consequence either the noninteresting of enfranchised citizens for this process or waiting for the last moment" - stressed Kitic.

BRATUNAC - The president of LEC in Bratunac Zlatan Celanovic stated for SRNA that out of 11,600 voters from the provisional electoral list, only 16% has the voting card with the sign "x". According to him, because of great indifference of these persons for checking out in registering centre, as well as because of their engagement in seasonal works, the registration was prolonged until the further notice.

BANJA LUKA - The representatives of Government of Republika Srpska /RS/ and local government arranged in Banski dvor in Banja Luka the reception for more members economic-humanitarian delegation fro Austria, which arrived to RS by the first international flight from Vienna. The vice-president of the Government and minister for industry and technology of RS Djuradj Banjac thanked to all who enabled establishing of the international air traffic between RS and Europa. "Banja Luka, as well as RS as a whole, was always opened and ready for democratic contacts and talks with everyone in Europe" - said the mayor of Banja Luka Djordje Umicevic.

BANJA LUKA - The vice-president of RS Government and minister for industry and technology Djuradj Banjac assessed in Banja Luka that opening the regular airline Banja Luka -Vienna is of the great significance for faster enlivening of production and overall economy in RS. After the meeting with the more members economic-humanitarian delegation of Austria Banjac expressed the contentment because this opening towards the world will contribute to the faster renewal and reconstruction of RS. The vicepresident of Economic Chamber of the region Banja Luka Svetislav Mudrenovic agreed that by this act were established the normal relations and communications of economists from RS and Austria. The minister for traffic and communications in RS Government Marko Pavic stressed that by entering of RS into the international traffic was fulfilled one of the obligations taken over by the new Government.

SARAJEVO - The Assembly of Serbian Democratic Party /SDS/, after two days of session in Pale has elected the restored Main Board of the party with 65 members. The concluding words at the Session had the presiding of the Presidency of SDS Aleksa Buha, who assessed that this party was enough reborn and that it is ready for pre-electoral activities, and the participants were also addressed by Dragan Kalinic, the president of the National Assembly of RS, who gave a full support to the reformed SDS. Pointing out on the failures which SDS made while it was a ruling party Buha has promised the electoral victory and determining the priorities in work after that.

BANJA LUKA - The Main Board of the Serbian People's Union /SNS/ held in Banja Luka the first session, at which was constituted the new Executive board of 15 members. Besides the president of SNS Biljana Plavsic and three vice-presidents Ostoja Knezevic, Svetozar Mihajlovic and Milorad Vujovic - who by the post are directly entering into this operative organ, from the two meetings of the Main Board in Executive Board will be represented all 11 districts of RS. In the continuation of the session the members of the Main Board of SNS discussed about the preparations for next September's elections, in the framework of which Knezevic informed the gathered persons about the contacts of the leadership of the party with other parties in order to make eventual electoral coalitions and alliances.

BANJA LUKA - The main Board of SNS has supported in Banja Luka forming of the coalition with the Socialistic Party /SP/ of RS and the Party of Independent Social-Democrats /SNSD/ for election of the president and vice- president of RS, members of the Presidency of B&H and delegates in the House of Representatives of the Parliamentary Assembly of B&H. At the session of Main Board of SNS was elected the negotiating team which will continue the negotiations with the coalition partners about the preparations for next elections. As confirmed to SRNA, in the negotiation team entered the president of the party Biljana Plavsic, vice-presidents Svetozar Mihajlovic, Ostoja Knezevic and Milorad Vujovic, and Djuradj Banjac, Ostoja Kremenovic and Branko Cvijic.

BANJA LUKA - The spokesman of OSCE Office in Banja Luka Paul Hockins denied the reports of some media according to which the chief of OSCE mission Robert Berry has taken off the mandates to the delegates of Serbian Democratic Party /SDS/ and Serbian Radical Party /SRS/ of RS in municipal assembly of Srebrenica. At the press conference in Banja Luka, Hockins warned the media in RS on their obligation to broadcast OSCE informational spots and called upon the citizens of B&H to register themselves for the impending elections and reminded that in September the persons which will have 18 years until the day of election will be enfranchised.

SARAJEVO - The High international representative for B&H Carlos Westendorp will address today the Council for implementation of peace in B&H, which is being held in Luxembourg, and present the assessments about the dangers of events in Kosovo, which last already several weeks, and about the impact of those event on B&H. The High Representative will welcome forming the GOvernment of RS, which has already shown its commitment to the Dayton Agreement, and the fact that, according to his assessment, "the extremists are derailed".

PRISTINA - The border unit of the Army of Yugoslavia prevented last night around 23,00 h the illegal taking in the recoilless rifle, two new rocket launchers of made "Ambrust", 13 heavy machine guns, 10 bazookas, three hand rockets, 60 "kalashnikovs and greater quantity of bombs, rounds and military equipment, which Albanian terrorists tried to bring in from Albania. The military sources in Pristina have announced that the great group of Albanian terrorists have tried to transport this weapons on horse over the mountain Kunos, South West from Djakovica.

MOSCOW - The Defence minister of Russia Igor Sergeyev denied the claims that in the talks with the German minister of Defence he agreed sending NATO on Kosmet. "I agreed nothing. Army could be introduced only if UN Security Council decides so, along with accordance of involved parties" - said Sergeyev. The Russian Foreign minister Yevgeniy Primakov stated that the "stance of Moscow about the sanctions imposed by the EU is negative", but he did not want to elaborate that statement saying that first he must consult with president Yeltzin.

LONDON - After considering three different possibilities of military intervention the international community have decided upon the combined air- land operation with full political support for creating completely independent government on Kosmet - reports the correspondent of "Quardian" from Luxembourg. According to the plan of this operation, the Serbian security forces would be forced to withdraw completely from Kosmet and replaced with NATO troops.

LONDON - If the West decide upon the military intervention on Kosmet, it have to be ready on long stay and strong commitment to the mission, but first of all to avoid superficiality - stated for "Times" professor for war studies in London's king's college Laurence Freedman. In the analysis of the Kosmet crisis Freedman underlines the parallells, but also the essential differences in the conflict in B&H and the one at Kosovo, as well as the role of the Western powers in both cases.

BANJA LUKA - The Croatian police in Canton ten of the Federation B&H /FB&H/ enables to drivers crossing the border of B&H towards Croatia without the valid registering plates - confirmed the spokesman of IPTF for the regions of BAnja Luka and Bihac Alun Roberts at the press conference in Banja Luka. Roberts precisely stated that in a question are the border crossings Metkovic and Osoja in Mostar region and GOrica near Posusje and added that IPTF warned the heads of police in Livno and TOmislavgrad to stop violating the agreement about unique registering plates and traffic licenses.

BELGRADE - The Supreme Council of Defence concluded in Belgrade that Army of Yugoslavia /AY/ and organs of internal affairs are fully controlling the state border and are successfully implementing the measures which guarantee the security of FR Yugoslavia /FRY/ - report the Belgrade's media. The Supreme Council is considering the military-political situation in the region and the situation on the border with Albania, but also the other issues from their constitutional competence.

PODGORICA - The informational service of the Second Army of AY denied the announcement of the Democratic Union of Montenegro, published in the previous days in some media, according to which the border guardians of AY in the place Babino Polje near Plav allegedly abused and beaten a group of refugees Albanians from Kosovo and Metohija. "The cited announcement of Democratic Union, published yesterday in the independent daily "Vijesti" /news/ under the title 'To prevent army to beat the refugees', is incorrect and in the function of propaganda activities organised on the wider plan against FRY and Army" - is stated in the announcement of the Informational service of the Second Army of AY.

PODGORICA - The president of Government of Montenegro Filip Vujanovic assessed in Podgorica that by calling the president of Montenegro Milo Djukanovic at the session of the Supreme Council "the Yugoslavian president Slobodan Milosevic definitely and officially announced that for him Djukanovic is the president of Montenegro". The Montenegro president thinks that after the parliamentary elections in Montenegro the president of FRY "have decided to accept the reality, and by that Djukanovic as the president of Montenegro".

CONSTANTINOPLE - The representatives of Greece expressed in Constantinople the reserve towards the decision of EU to impose the sanctions against FRY because of the situation in Serbian province Kosmet - reports AFP. "We wish to get rid of the policy of sanctions" - said to the reporters the Greek Foreign minister Teodoros Pangalos at the end of the conference of the chiefs of diplomacies of the states of Southern Europa.

BRUSSELS - The ministers of Defence of member states of NATO will consider on June 11 and 12 in Brussels the plans for eventual military intervention on Kosmet - was announced in the seat of alliance in Brussels. At the meeting will be considered the modalities of military engagement of NATO, but it is announced that about that will not be brought any decision. However, the agencies are conveying the statement of unnamed NATO official that alliance thinks that "the air force is of the greatest interest". This diplomat has explained that in case of establishing the serious dialogue with Albanians and current clashes are stopped by the air intervention, could be presented the peacekeeping role of NATO on the land.

FORT WORTH - The sheriff of the small Texas city Jasper stated to reporters that three white man, for which is supposed that belong to the racist organisation "Ku Klux Klan", were accused for brutal killing of the 49 years old Negro James Byrd Junior - reports DPA.
