NEWS REVIEW, REPUBLIKA SRPSKA

ROGATICA - The president of Government of Republika Srpska /RS/ Milorad Dodik and High international Representative have solemnly opened the renewed Health Home in Rogatica, in which reconstruction the Government of Portugal has invested 200,000 DEM. According to Dodik's assessment, this festivity is the proof of friendly efforts and assistance of the international community which, as he said, "once again confirmed that, thanks to the new RS Government, changed their previous attitude towards the Eastern part of RS". The High International Representative has expressed the contentment with the achieved progress and commitment of the people and Government of RS for implementation of peace saying that the donation of Portugal represent the positive response on the efforts of RS Government which is undertaking courageous steps forward.

BANJA LUKA - The delegation of RS Government, which will lead the minister for veterans issues Tihomir Gligoric, will depart tomorrow to Hague, where with the representatives of Hague Tribunal they should talk about the cooperation with it. "With the main prosecutor of the Tribunal Louis Arbour we shall talk about improvement of the process of defence of Serbs who are in the prison of this Court, in order to establish the cooperation and indicted provided with the right on adequate defence" - explained in BAnja Luka minister Gligoric.

SARAJEVO - The High international Representative for B&H Carlos Westendorp assessed that the progress in implementation of the Dayton Agreement is visible after the creating the pluralistic RS Govenment. This was said at the press conference of international organisations in Sarajevo by the spokesman of OHR Simon Haselock, para-phrasing the Westendorp's report after returning from the meeting of the Steering Board of the Council for Implementation of Peace in Luxembourg. In the report is said that it could not be said for many politicians in B&H elected in 1996, who, as he said, "were not successful in serving to the interests of the people of B&H when is question is faster application of Dayton Agreement".

SARAJEVO - The governor of the Central Bank of B&H Peter Nicoll said in an exclusive interview for SRNA that after introducing the convertible mark on June 22 in circulation will still remain Yugoslavian dinar and Croatian kuna, while B&H dinar will be for short time withdrawn. He explained that Yugoslavian dinar and Croatian kuna re currencies which are issued by the banks of another states, and they cannot be withdrawn, and they will be in circulation if the people of B&H wish so.

BIJELJINA - The president of municipal Board of Serbian Democratic Party /SDS/ Cvijetin Nikic has announced that tomorrow in Bijeljina the presiding of the Presidency of SDS Aleksa Buha and president of Serbian Radical Party /SRS/ Vojislav Seselj will promote the coalition of these two parties which will together come out on the next general elections in B&H. At the press conference Nikic has expressed the contentment with the finishing and the results of the session of the Main Board of SDS at which was elected the younger cadre which, as he said, "represent the refreshment in party". "By the new cadre changes and refreshments SDS was again stabilised after the break, and ready to come out on impending September's elections together with another patriotic forces and preserve RS" - stressed Nikic.

BRCKO - Municipal board of Socialistic Party of RS in Brcko supported the initiative about keeping the coalition of socialists, Serbian People's Union and Party of Independent Socialdemocrats of RS for next elections in September. In the announcement forwarded to SRNA socialists welcomed further activities towards democratisation, prosperity, internal development and strengthening international stand of RS expressing the expectation that to the mentioned coalition will join other democratically profiled and patriotically committed parties aware of the time in which we live".

BANJA LUKA - The president of the Social Liberal Party /SLS/ of RS Miodrag Zivanovic believes that "the High international Representative for B&H Carlos Westendorp will with his signature verify unique radio-TV of B&H and against the will of all three nations in B&H". Zivanovic stressed at the press conference in Banja Luka that on Serbian Radio-television there is only very small amount of information from Eastern part of RS and that the access to this media has only the governing parties. "At the head of this institution is the foreigner who performs full direction and attacks on the moral integrity of workers of SRT" - warned the leader of SLS.

BELGRADE - The delegation of RS - president of RS Biljana Plavsic, premier Milorad Dodik and president in Presidency of B&H from RS Momcilo Krajisnik - will not attend the extraordinary all-Serbian Assembly which starts in Belgrade. In the Cabinet of RS president, for SRNA was confirmed that the president Plavsic will not come to Belgrade during the Assembly, because tomorrow to Banja Luka should arrive His Holiness Serbian patriarch Mr. Pavle, and the visits of representatives of international community are announced. Premier Dodik is in the official visit to Rogatica, and president in Presidency of B&H from RS, also, has meetings with the representatives of international community.

BRUSSELS - In Brussels started the two days Spring Summit of ministers of defence of NATO member states, dedicated to the situation in Kosovo and Metohija - reports DPA. During the meeting will be considered the bringing of the action plan which anticipates strengthened manoeuvres in Albania and FYRM. The military part of NATO should made a plans for military engagement in Southern Serbian province involving the air reconnaissance and targeted attacks.

VIENNA - The presiding of OSCE, the minister of Foreign Affairs of Poland Bronislav Geremek, expressed the worry and anxiety after the last reports of international monitors from Kosmet in which was assessed that the crisis in the region is worsened permanently and that the clashes are intensified. In the announcement issued in Vienna Geremek condemned, as he said, "intensive allying the force by the Serbian military and police units, which have brought the situation on Kosovo to the edge of war and openly threat to the world peace and security". The chief of the Polish diplomacy appealed at the parties in conflict to renounce the3 violence and immediately and unconditionally stop all enmities.

BERLIN - The three leading German institutes for research of peace warned on the negative aspects of eventual military action of NATO on Kosmet presenting the stance that only political concept could justify this military involvement - stated Bruno Shoch from the Helsinki Institute for Research the peace and conflicts. The representatives of this institute, together with the representatives of the institute for research of peace of Evangelist university community from Heidelberg, presented today in Berlin the "Report about peace in 1998". In this report these scientists are criticising, besides other things, the newest development in the German security forces stressing that "German Army, which temporarily has 340,000 troops, would be dramatically reduced".

BRCKO - In Brcko was opened the five building sites on which started the renewal of 200 housing units in ten buildings, by which officially has started the use of credit of the World Bank in amount of four million of $US. The credit was aimed for adaptation and rehabilitation of Brcko housing fund stat owned which was approved on 30 years with the grace period of five years and interest of 1,6 %, and the guarantor of its repayment is RS Government.

SARAJEVO - The president of the National Assembly of Republika Srpska /RS/ Dragan Kalinic said while talking with the special envoy of the chief of OSCE mission to B&H Vladimir Kuznietsov in Pale that the organisation and conducting the September's elections would have incomparably greater significance and democratic features if they would be held in accordance with the innovated electoral laws of entities and along with the supervision of Permanent electoral commission. In the announcement from the Cabinet of the president of Assembly, forwarded to SRNA, is stated that Kalinic expressed the amazement because a year after the elections there was no readiness for bringing laws and forming that commission.

SERBIAN GORAZDE - The president of RS Government Milorad Dodik has put into work in Serbian Gorazde the completely refurbished cold storage plant, which processing capacities were rehabilitated by the credits of Serbian state bank, Crystal bank and RS Government. In the solemn moment RS premier said that the priority in investments will have just such, export-oriented enterprises. He repeated that by participating in such projects RS Government is practically proving that there do not exist division of Republika Srpska on Eastern and Western part.

BANJA LUKA - The president of Socialistic Party RS /SPRS/ Zivko Radisic assessed in Banja Luka, while making the introductory statement at the 9th session of the Main Board of the party, that RS Government was elected as the only way in which the Republic can come out of the isolation and open the prospective of its development. He stressed that the focal point of governmental activities now should be on solving difficult economicsocial problems of citizens, responsible struggle against crime and corruption and insisting on respecting the law.

BANJA LUKA - The main board of SPRS have decided in BAnja Luka that this party should participate at the next elections in the coalition with Serbian People's Union and Party of independent social-democrats /SNSD/. In the public announcement forwarded to SRNA is precisely stated that the newly formed coalition will nominate the president and vice-president of RS, member of Presidency of B&H from RS and 14 delegates from RS in the House of representatives of the Parliamentary Assembly of B&H.

BANJA LUKA - The Provisional electoral commission has accepted the registration of 67 political parties and eight independent candidates from RS and FB&H for participation on general elections on September 12 and 13. As confirmed for SRNA in the Regional OSCE Office in Banja Luka, in the course of checking the forwarded data were rejected four political parties and three independent candidates because not fulfilling one or more requirements - is stated in the text of SRNA journalist Radovan Jovic.

BANJA LUKA - At the fifth traditional Serbian Assembly, which will be held on June 19 and 20 in the German city Nurnberg, will participate delegation of RS Government consisting of vicepresident DJuradj BAnjac, minister for refugees and displaced persons Miladin Dragicevic, Finance minister Novak Kondic, and director of RS custom service Dragoljub Trivanovic. As announced for SRNA in the ministry for Information of RS, the organiser of the Assembly is the Association of Serbian and Yugoslvian clubs and associations in Bavaria.

PRISTINA - The Albanian terrorists, in the region of Nec and Ramoc in municipality Djakovica, opened fire occasionally from machine guns on the members of Serbian police and army, learns SRNA from the representative of local authorities in Djakovica. As said, terrorists were hiding in the nearby forests after shooting, with intention to come closer to the villages on the right bank of river Erenika, to capture them and enable Serbian Albanians to cross the Albanian border and easier delivery of weapons.

PRISTINA - Around 02,00 h the group of Albanian terrorists invaded in the Vucitrn factory of colours and lacquers Ekstra and from Momcilo and Sasa Zivic and Albanian Afrim Avdulji taken away guns and two handguns - learns the SRNA correspondent from Albanian authorities in Vucitrn. Terrorists have taken away the Albanian guardian in unknown direction. While leaving the factory they said that they will kill Albanian guardian.

PEC - The regional Prosecutor in Pec has submitted the request to the Regional Court for investigation against Saban Salijaj /44/ and Hisen Salijaj /23/ from the village Susica near Istok because of founded suspicion that on May 30 they have committed the criminal act of terror. On that day around 21,45 h in the village Susica, as the members of KLA they tried to kill Hakija Hajdini in ambush, as he was a loyal citizen of Republic of Serbia.

PRISTINA - The head of Kosovo County Veljko Odalovic said in Pristina to the State Secretary of British Foreign Office Tony LLoyd that the temporary situation in Kosmet is the direct consequence of the terroristic actions of Albanian separatists noting that state of Serbia has obligation and right to protect territory and citizens. "By engagement of state organs were created the possibilities that humanitarian organisations, diplomats and journalists undisturbed visit the region of conflict" - said Odalovic.

PRISTINA - The British State Secretary Tony Lloyd stated in Pristina that the message which he conveyed to the representatives of Albanians is identical to the one conveyed to official Belgrade - violence must be stopped and they must sit at the negotiating table. "It must be negotiated about the normalisation of life of Albanians beside Serbs, possibility of greater degree of autonomy and including Albanians into the political life" - stressed Lloyd at the press conference.

PRISTINA - The chief of Albanian negotiating team Fehmi Agani stated in Pristina that talks with the Serbian representatives cannot be continued until, as he said, "a great military operations are not stopped against civilian population in Kosovo". "we are ready for continuation of the dialogue, but we have the mandate, our orientation id independent Kosovo and we shall argument this option when the negotiations were released" - said Agani after talks with the state secretary of Foreign Office Tony Lloyd in Pristina.

PODGORICA - The president of Montenegro Milo Djukanovic announced in Podgorica, after the meeting with Tony Lloyd, the British state secretary in Foreign Office, that EU will impose the trade exemptions for Montenegro products what, as he said, represent a great encouragement for economy of Montenegro as the whole. Djukanovic explained that during the meeting with Lloyd mostly they talked about situation in Kosovo and added that he conveyed the stance of Montenegro to the state secretary Lloyd that "the crisis in Kosovo must be solved as soon as possible by the political means, i.e. by the negotiating table".

NEWS REVIEW, REPUBLIKA SRPSKA

ROGATICA - The premier of Republika Srpska /RS/ Milorad Dodik stated in Rogatica that Government will try to respect and provide all obligations and rights from Dayton Agreement, because, as he said, there do not exist another solution except of the consistent implementation of Peace Agreement. Answering on the SRNA's reporter question about the consequences of the newest regulations of the Steering Board of the Council for implementation of peace in Luxembourg, as well ass the earlier from Sintra and Bonn, which indicate the revision of Dayton document, Dodik said that the Government do not want to transfer any right of the entity on the joint organs of B&H.

BANJA LUKA - The governor of the Central Bank of B&H Peter Nicoll and the director of Development Bank of RS AD Banja Luka - sector payment system Ranko Travar in Banja Luka signed the agent agreement about taking over and distribution of the Convertible mark in the region of RS. Nicoll reminded, at the press conference, that according to the earlier plan, new joint currency should be put into circulation on June 15, but, as he said because of the technical problems in distribution that term was prolonged for June 22.

NEW YORK - The UN Secretary General Koffi Annan has proposed to the Security Council that the mandate of IPTF in B&H should be extended for another year - until June 21 next year. In Annan's report is stated that in last three months was recorded the increase in violence and incidents in B&H, especially in case of refugees returnees to their prewar homes.

PRISTINA - The Albanian terrorists in the village Leocina West from Srbica, at the border with the municipality Istok, have burned the eight Serbian houses, learns the SRNA correspondent from the municipal representatives in Istok. From this village have fled all Serbian families because of the fear of Albanian terrorists, except three old people about whom there are no any information.

PRISTINA - The head of the Kosovo county Veljko Odalovic informed in Pristina the Swedish Ambassador to FRY Mats Stefanson that the governments of Serbia an FRY are opened for the dialogue about the Kosovo crisis and that its continuation depends on Albanians. "It is necessary that international community conduct the positive pressure on the leaders of Albanian parties to condemn terrorism and in the right way show the readiness for dialogue and peaceful solution", is stated in the announcement of the Province secretariat for information which is conveying the Odalovic's statement.
