  • [01] BASEL CONVENTION ON CONTROL OF TOXIC WASTE

    The Federal Government has sent to the Yugoslav Parliament a draft law on ratifying the March 1989 Basel Convention on the control of the trans-bo rder movement of toxic waste and its disposal. The Federal Government sa id that this convention is a very important act which represents a major step forward in the international legal regulation of toxic waste traffic since this is one of the most important environmental issues. The Yugos lav Government said that joining the Basel Convention would be useful sin ce the Federal Republic of Yugoslavia is a transit country whose transpor t routes are constantly threatened by being exposed to toxic waste. Acco rding to the Federal Ministry for Development, Science and the Environmen t, every year are created 225,280 tonnes of toxic waste, of which 69,700 tons are liquid toxic waste.

    [02] STOJILJKOVIC: NOWHERE IN THE WORLD HAVE TERRORISTS WON

    Serbian Interior Minister Vlajko Stojiljkovic said on Monday in Kosovo P olje that "nowhere in the world, in no country, have terrorists beaten th e state." "You can be assured that our state too, will not allow terrori sts to win in Kosovo and Metohija," Stojiljkovic told the citizens of Kos ovo Polje at a rally today held because of the increasing frequent ethnic Albanian terrorist crimes. The rally was attended by about 2,000 citize ns and also by the President of the Provisional Executive Council of Koso vo and Metohija, Zoran Andjelkovic, and the President of the Provincial B oard of the Socialist Party of Serbia (SPS) for Kosovo and Metohija, Voji slav Zivkovic. "I believe that no crime committed by the ethnic Albanian terrorists can force you, our people living here, to succumb to threats and pressures and leave Kosovo and Metohija. This is also reason more for us, members of the Serbian police, and for you to conduct a more decisiv e struggle for the final destruction of the terrorists," Stojiljkovic set out. He pointed out that "the Yugoslav Army is decisively securing the borders and refusing to allow the transfer of arms and terrorists. In thi s way it is preventing their arming and cadre revitalization. Our task is to secure, as we are doing successfully, all communications, as well as the safety of the citizens and their property," Stojiljkovic said. "Our state bodies are independent in carrying out the tasks determined by the constitution and the law and the members of the police are doing their jo bs in a professional and responsible way, like all police forces in the w orld when they are catching and destroying criminals," Stojiljkovic state d. "The concern of the inhabitants of Kosovo Polje is understandable and comprehensible, as is that of the people living in the other parts of Ko sovo and Metohija, Serbia and the Federal Republic of Yugoslavia," Stojil jkovic said. He added that this reflects the determination of our people to preserve their country, everything created so far and everything new b eing created for the future and prosperity of Serbia and Yugoslavia. Cal ling the citizens to cooperate in the joint struggle against the terroris ts and separatists, and for the preservation of the country's sovereignty and integrity, Stojiljkovic said that "this year our country has faced t he most extreme separatism and terrorism."

    "The majority of the terrorist gangs have been destroyed, remaining are only small groups which are terrorizing the Serbs, Montenegrins, Romanies .... and their own compatriots. Also remaining are gangs of criminals who are applying the most bestial means - kidnappings, torture, murder - all of which reflects their real nature, i.e. the fascist characteristics of the projects and goals they urge," Stojiljkovic stated. "We are capable of doing everything to capture these bandits and criminals and to bring t hem before justice, and we will do so," Stojiljkovic said.

    [03] ETHNIC ALBANIAN TERRORISTS KILL A SECURITY SERVICE INSPECTOR

    Two ethnic Albanian terrorists killed a state security service inspector and wounded a civilian in central Podujevo early Monday, police in Prist ina, chief city of Serbia's southern province of Kosovo and Metohija, rep orted. The terrorists opened fire from automatic guns on Milic Jovic, wh o had been on his way to work, near the local health care centre, shootin g him in the back. Jovic died on the way to the Clinical Centre in Pristi na. Milijana Pantic, who had been in Jovic's company, was lightly wounde d in the legs. She was also transferred to the Clinical Centre. An inves tigation into the terrorist attack is in progress.

    [04] HIGH COMMISSIONER FOR REFUGEES OGATA VISITS KOSMET

    UN High Commissioner for Refugees Sadako Ogata toured on Monday Malisevo , Dragobilje and Blace, Serbia's southern province of Kosovo and Metohija , to find out the humanitarian needs of ethnic Albanian families in the a rea. She visited also a school center in Prizren which now houses 130 Ser bs expelled from Krajina, Croatia. Accompanied by OSCE Verification Miss ion chief William Walker, Ogata first visited Malisevo, Dragobilje and Bl ace and met ethnic Albanian families there. In Prizren, Ogata was welcom ed by Mayor Ljubisa Stevanovic and head of the refugee centre Dimitrije M isic, who said this was the first time a representative of an internation al organization came to visit the refugee accommodation center in Prizren .. Ogata thanked the Prizren municipal authorities for the care provided to the refugees, and noted that another 7,000 Serb refugees from Croatia were being hosted by the province, adding that the UNHCR would care for t hem. The Serb refugees expressed dissatisfaction not only with their own situation, but also with the fact that Ogata had not deemed it necessary to visit some Serb villages suffering great humanitarian problems. Ogat a avoided giving any explanation for this and left Prizren for Pec sooner than her hosts expected. In Pec, Ogata visited the UNHCR office and lef t for Pristina, from where she headed for Belgrade later in the afternoon.

    [05] DEPUTY PREMIER SAINOVIC RECEIVED UNHCR CHIEF OGATA

    Yugoslav Deputy Prime Minister Nikola Sainovic on Monday received U.N. H igh Commissioner for Refugees Sadako Ogata, the Yugoslav Information Secr etariat said in a statement. The talk focused on the problem of refugees that had found shelter in Yugoslavia. It was noted that the process of r epatriating refugees from former Yugoslav republics was impermissibly slo w, especially refugee repatriation to Croatia, as well as that the intern ational community must take additional steps to assist the refugees, the statement said. As for the situation in the Yugoslav republic of Serbia' s Kosovo and Metohija province, it was noted that major headway was made in dealing with humanitarian issues. Steps to improve the situation furth er were also agreed. Sainovic underscored that ethnic Albanian terrorist activities still jeopardized the lives of all the people in Kosovo and M etohija and threatened humanitarian activities, said the statement.

    [06] MILOJEVIC RECEIVED A CHINESE MACHINE-BUILDING INDUSTRY DELEGATION

    Yugoslav Chamber of Economy President Mihailo Milojevic received on Mond ay a delegation of the Chinese National Heavy Industry Corporation CHMC. The Chinese delegation, on a several-day visit to Yugoslavia, is headed b y CHMC Deputy Director Yu Shuwen. Milojevic said that the "Lola Corporat ion" and "Sartid" iron and steel works, visited by the Chinese delegation , can be serious partners, as well as the heavy machine-building factory, "14 Oktobar", of Krusevac, which the guests will also visit.

    [07] YUGOSLAV AND CROAT EXPERTS ARE TO DISCUSS THE MISSING PERSONS ISSUE

    Expert groups of the Yugoslav Federal Government Committee for Humanitar ian Issues and Missing Persons and the Croatian Government Committee for Captured and Missing Persons open two-day talks in Zagreb on Tuesday, the Federal Information Secretariat has said. The Yugoslav group of experts will be headed by Committee chairman, Maksim Korac. The talks will focu s on the realization of the Agreement on the exchange of prisoners on the principle "all for all", reached on August 18 in Zagreb by foreign minis ters of the Federal Republic of Yugoslavia and the Republic of Croatia, Z ivadin Jovanovic and Mate Granic. The committees are expected to determin e the final lists of persons included in this agreement and the time of t heir release. The Yugoslav Government experts will insist on responses f or the unresolved Yugoslav demands which refer to the fate of the pilots of the former Yugoslav People's Army (JNA), a group of soldiers from Donj e Kolibe, reserve troops of the Niksic and Savnik groups, groups of missi ng Serbs in Vukovar in 1991 and other individual cases.

    [08] PREMIER MARJANOVIC RECEIVED THE DUTCH AMBASSADOR

    Serbian Premier Mirko Marjanovic received the newly appointed Ambassador of the Netherlands to Yugoslavia Jan Piet Kleiweg De Zwaan, Serbian Mini stry of Information said on Monday. Both officials expressed interest in promoting Dutch-Yugoslav relations and cooperation. Both sides assessed that there were significant prospects for richer cooperation in numerous spheres of common interest, specifically economic. Marjanovic wished the Dutch Ambassador success in his diplomatic office.

    [09] YUGOSLAV ARMY CHIEF-OF-STAFF MEETS NATO COMMANDER FOR EUROPE

    Yugoslav Army Chief-of-Staff Gen. Dragoljub Ojdanic on Monday received N ATO's Supreme Allied Commander for Europe Gen. Wesley Clark. The talk fo cused on issues pertaining to security. Taking part in the talk was also Yugoslav Deputy Prime Minister Nikola Sainovic, who chairs the Commission for relations with the Organization for Security and Cooperation in Euro pe (OSCE) verification mission to the Yugoslav republic of Serbia's Kosov o and Metohija province. Gen. Clark was received also by the head of the Serbian Interior Ministry's Public Safety Department, Gen. Vlastimir Djo rdjevic, the Yugoslav Information Secretariat said in a statement.
