    Cyprus PACE delegation president praises Schwimmer

    Strasbourg, Sep 27 (CNA) -- The President of the Cyprus delegation at the Parliamentary Assembly of the Council of Europe (PACE), Doros Christodoulides, has welcomed a statement yesterday by Council of Europe (CoE) Secretary General, Walter Schwimmer, that Turkey's membership to the CoE will be questioned if it tries to solve its conflict with Cyprus or any other CoE member-state with the use of arms.

    Speaking to CNA, Christodoulides expressed the view that Turkey should comply with and implement European Court of Human Rights decisions, and especially regarding the case of Titina Loizidou, as prescribed by the plenary of the PACE.

    Strasbourg, Sep 27 (CNA) -- Jaakko Laakso, member of the Finnish parliament and Rapporteur of the Parliamentary Assembly of the Council of Europe (PACE) on settlers in the Turkish-occupied areas of Cyprus, in a draft resolution submitted and approved by the majority of the Committee on Migration, Refugees and Demography, has suggested a census should be held in the occupied part of Cyprus.

    In statements to CNA, the head of Cyprus' delegation at PACE, Doros Christodoulides, said the Laakso report is substantial and goes a step further in proposing measures to ascertain the real number of population in the occupied areas, including locals, settlers and military personnel, through a census under the auspices of the CoE.

    Strasbourg, Sep 27 (CNA) -- The President of the Committee of Ministers of the Council of Europe has stated that failure by Turkey to comply with its obligations in the Titina Loizidou case would have very serious consequences for the European Convention on Human Rights and for the Council of Europe as a whole.

    Lydie Polfer (Deputy Prime Minister of Luxembourg, Minister for Foreign Affairs and Foreign Trade and Minister for the Civil Service and Administrative Reform) assured the plenary session of the Parliamentary Assembly of the Council of Europe (PACE) that there is presently intense activity in the Committee to find a solution to Loizidou case.

    PACE disapproves of possible US action against Iraq

    Strasbourg, Sep 27 (CNA) - The Parliamentary Assembly of the Council of Europe (PACE) disapproves of the United States indicating a willingness to move towards armed conflict with Iraq, without a mandate from the Security Council.

    ''Such an attitude,'' says the Assembly in the amended resolution adopted yesterday in Strasbourg, ''is in accordance neither with the principles of international law nor with the objectives of the Council of Europe (CoE) to which, as an observer state, the United States is expected to subscribe.''

    By another amendment of the resolution, tabled by the President of the Greek delegation Theodoros Pangalos and four other members of the Assembly, CoE calls on all its members states ''to refrain from supporting any action not covered by a mandate of the United Nations Security Council.''

    Nicosia, Sep 27 (CNA) -- President Glafcos Clerides gave National Council members an extensive briefing on the state of affairs at the UN-led peace talks on the Cyprus problem, Government Spokesman Michalis Papapetrou said after today's Council meeting.

    He said the Council, comprising all parliamentary parties, will meet again after the President meets UN Secretary General Kofi Annan and Turkish Cypriot leader Rauf Denktash next week in New York and before Clerides goes to Athens for consultations.

    Latvian president backs a just and viable settlement in Cyprus

    Nicosia, Sep 27 (CNA) - Cyprus' accession to the European Union will act as a catalyst to the peace effort to reunite the country, Latvian President Vaira Vike-Freiberga has said, adding that a political settlement is not a precondition for accession.

    She expressed her country's support for a just and comprehensive settlement, in accordance with the fundamental principles of international law and UN resolutions.

    The President outlined her position as she received the credentials of Cyprus' Ambassador to Riga, Costas Papademas, who is based in Stockholm.
