    A meeting with Turkish Cypriot leader Mehmet Ali Talat at this point would neutralize the UN procedure for Cyprus, President Tassos Papadopoulos has said.

    Responding to questions, President Papadopoulos said such a meeting cannot take place before the implementation of the 8th July 2006 agreement, reached between the leaders of the two communities to begin a process of bicommunal discussions of technical committees and working groups on issues that affect the day-to-day life of the people and concurrently those that concern substantive issues of the Cyprus problem.

    Asked if the Turkish Cypriot side has given its answer to Greek Cypriot proposals for the implementation of the agreement, the President of the Republic said that there is no sign.

    It is now clear that the reason for which the talks have not started is the other sides denial to respond to our proposals, he said, noting that the proposals are absolutely in accordance with the agreement reached on 8th July 2006 and the letter of UN Under Secretary General for political affairs Ibrahim Gambari regarding the acceleration of the efforts.

    President Papadopoulos indicated that a basic condition is that each side has the right to raise any issue, at the technical committees and the working groups and that when the committees start to work, then the leaders of the two communities should meet to evaluate the work done and give further instructions of the progress of the dialogue.

    [02] EURO-ARAB FORUM

    The newly established European-Arab Interactive Forum will be holding its first seminar on March 21 and 22, titled ``The way forward to a strong European Arab Cooperation,`` aiming at building bridges of communication between the European Union and the Arab countries.

    Chairman and founder of the Forum, former Permanent Secretary of the Ministry of Foreign Affairs, Sotos Zackheos has told CNA that the aim of the foundation, through such seminars, is to create friendships of cooperation and understanding between the EU and the Arab countries, in order to strengthen the dialogue between the two sides.

    Zackheos said the foundation did not restrict the dialogue to Mediterranean Arab countries, as in the framework of the Euro-Mediterranean Conference, but extends the dialogue to include all Arab countries.
