Press agencies have reported that, according to some sources, a second round of talks will take place between 11 and 16 August near Geneva, Switzerland. During yesterday's direct negotiations, the UN Secretary-General's Special Advisor for Cyprus, Diego Cordovez, who is conducting the talks on behalf of the UN Secretary-General, had separate meetings with President Clerides and Mr Denktash, which were followed by a joint meeting. The UN Secretary-General's Spokesman Mr Fred Eckhard, in a short briefing yesterday, said that there is a press blackout until the end of the talks. "We expect them to end on Sunday, and on Monday morning we will have a noon briefing here", he said, adding that Mr Diego Cordovez would also be with him "to give a readout on the Cyprus talks". Yesterday afternoon President Clerides had a three-hour meeting with Cyprus' political party leaders, during which a document presented by Mr Cordovez was discussed. According to the President the document "covers procedural issues as well as issues of substance, but not the whole spectrum of the Cyprus problem". The President refrained from giving any additional information when asked by the press. [02] President Clinton reaffirms US commitment on CyprusIn his bimonthly report to Congress on Cyprus US President Bill Clinton expresses his government's appreciation over the moratorium of overflights observed, as he notes, by the governments of Cyprus and Turkey.President Clinton says in the report, which covers the period 1 April 1997 to 31 May, that he "was also encouraged by the effective action taken against extremists on both sides of the island when they attempted to disrupt a (bicommunal) concert in May." He also makes reference to the appointment of US Presidential Emissary for Cyprus, Richard Holbrooke, (on 4 June 1997) stressing that this reflects the US' strong interest and continued commitment to promoting Cyprus reconciliation efforts. [03] Cyprus telecommunications system one of the best in the worldThe Cyprus Telecommunications Authority (CYTA) is one of the best telecommunications organisations in the world and its services rely on state-of-the-art technology, making Cyprus one of the most attractive business centres in the world, said its Chairman, Michalakis Zivanaris, presenting the Authority's annual report for 1996 last week.He said "1996 was a very good year for the Authority", which had shown a surplus of 26 million Cyprus pounds before tax, compared with 16,1 million the previous year. As part of its policy for technological upgrading, CYTA continued to digitalise its network, introduced the Integrated Services Digital Network (ISDN). He said that the number of telephone subscribers rose to 366.363, while the number of mobile telephone service subscribers reached 51.300, recording an increase of 145 per cent, ranking Cyprus eighth in the use of mobile telephone services in Europe. In 1996 CYTA signed a memorandum to participate in the construction and maintenance of SEA-ME-WEE, the biggest in length and capacity international submarine fibre optic cable system.
