[01] European Parliament ratifies Resolution on Cyprus

The European Parliament (EP) during its plenary session for the month of September ratified on 5 September 2001 the resolution on Cyprus' membership application to the European Union and the state of negotiations based on its rapporteur's report, Mr Jacques F. Poos (COM(2000)702-C5-0602/2000- 1997/2171(COS)).

With this resolution the EP emphasises, inter alia, the excellent progress achieved by the government of the Republic of Cyprus in adopting the acquis communautaire, it refers to the closing of 23 chapters and considers that Cyprus can look forward to its accession to the EU in the near future.

[02] Announcement by the Ministry of Foreign Affairs

With the occasion of the completion of the examination of the Report on Cyprus by the European Parliament and following the unacceptable personal attack against its Rapporteur of the Committee on Foreign Affairs, Human Rights, Common Security and Defence Policy, Mr Jacques F. Poos, the Cypriot Foreign Ministry has made, inter alia, the following remarks: "Mr Jacques Poos has been Luxembourg/s Foreign Minister for many years and he is very well respected in the whole of Europe. He is characterised as objective and as accurate in his reports on a variety of issues. If the Turkish diplomacy remains intransigent, continuously inhibits the efforts for a solution to the Cyprus problem, violates the UN Security Council's resolutions, the Convention of Human Rights of the Council of Europe, then it must have the courage to take the responsibility of its policy and hold back from attacking objective rapporteurs".

[03] Greece's Foreign Minister: President Clerides responded positively to the UN invitation for the resumption of talks

Greece's Foreign Minister, Mr George Papandreou, completed his two-day official visit to the island and left for Athens on 5 September 2001.

Before leaving the island he made, inter alia, the following statement: "President Clerides has responded immediately and positively to Mr Kofi Anan/s invitation. Contrary to President Clerides, Mr Denktash responded negatively. I think that not only history but the international community, the UN and the EU will be the judge of these actions. I will have the chance to discuss this issue in the following days when I will be meeting with the rest of the Foreign Ministers of the European Union in Belgium. We have a clear perspective, a clear position and we have the support of the international community. The solution of the Cyprus problem will be in the framework and according to the decisions of the UN, the Security Council and the General Assembly".

[04] Statement by the Special Advisor on Cyprus of the UN Secretary General, Mr Alvaro de Soto

In his opening statement the Special Advisor of the Secretary-General of the UN on the Cyprus Problem, Mr. Alvaro de Soto, during a press conference on 5 September 2001, stated the following:

"As it is well-known consultations have been underway for some time in order to put talks on the Cyprus problem back on track. As part of these efforts in which many have contributed the Secretary-General met last week with his Excellency Mr. Rauf Denktash, the Turkish Cypriot leader.

During my visit here which ends today I have continued consultations with his Excellency Mr. Glafcos Clerides, the Greek Cypriot leader and with Mr. Denktash.

In concluding my visit I wish to make the following announcement: I wish to announce that on behalf of the Secretary-General I have conveyed to his Excellency The Greek Cypriot Leader Mr. Glafcos Clerides and his Excellency Mr. Rauf Denktash, the Turkish Cypriot leader, an invitation to resume the search for a comprehensive settlement to the Cyprus problem under the Secretary-General/s auspices. It is our hope that a new and re-invigorated phase of the Secretary-General/s good offices will begin with separate meetings of the Secretary-General with each of the two leaders on 12 September 2001 in New York.

Let me add a couple of points before taking your questions. First you will see that there is no date foreseen for adjournment of the talks that we hope would begin on the 12th of September.

What we would hope is that in the days following the meeting with the Secretary-General the two leaders would have separate working meetings with me as they have done in the past on the substantive issues that must be addressed as a part of a comprehensive settlement.

The Secretary-General, and in this he is supported widely, would hope to see an intense period of work in the time ahead as part of a continuous process. The Secretary-General very much wants to be in a position to report progress on issues of substance before the end of the year. This is without prejudice to the guiding principle that nothing is agreed until everything is agreed".
