    [02] EU Constitution

    Irish Prime Minister Bertie Ahern has made a final appeal to his European Union partners to put aside their differences and agree a constitution to give the enlarged bloc a fresh start.

    Speaking before a two-day EU summit in Brussels, Ahern, charged with reconciling those differences as current head of the European Council, said he was still confident of brokering a deal.

    This week's summit comes six months after a first attempt to conclude the charter foundered in a row over member states' voting powers.

    Ahern said the summit would discuss the constitution late on Thursday and if necessary on Friday too. Leaders will also discuss terrorism, security and home affairs issues.

    The draft constitution would give the 25-member EU a long-term president instead of the current six-month rotating presidency and a foreign minister to give Europe's emerging foreign and defence policy more weight.

    It would allow more majority decision-making, make the voting system easier and more democratic, give parliament wider powers and simplify legislative procedures.

    Battles remain over the voting system as well as the policy areas where national vetoes will remain.

    [03] Tassos

    President of the republic Tassos Papadopoulos said that the goal of the pseudostate for upgrading its participation at the Organization of the Islamic Conference, has failed. However, he admitted that the participation of the pseudostate in the Conference, with the name laid down in the Anan plan, is not a favorable development for the Greek cypriot side. Before leaving for Brussels to take part in the European Council, starting tomorrow, President Papadopoulos said that the election of a Turkish candidate to the position of the General Secretary of the Islamic Conference, was not so important. He said that the election had been predetermined since last year.

    [04] Fatal Athiainou

    A thirty two year old father of four from Athiainou was killed at dawn in a road accident on the old Athiainou-Larnaca road. Charis Pamboris, an employee in a private firm, lost control of his car, around four hundred meters from the exit to the village of Lympia. The vehicle overturned in a nearby field, two meters lower. Pamboris who was not wearing a seat belt, was thrown out of the car and died instantly.

    The independent commission investigating the Sept. 11 attacks has found that the Pentagon's domestic air-defense command was disastrously unprepared for a major terrorist strike on American soil.

    The New York Times reported that the commission says the air-defense command was slow and confused in its response to the airliner hijacking attacks on New York and Washington, according to officials who have read a draft report of the commission's findings.

    The report, they said, suggests without explicitly saying that a more organized response by the North American Aerospace Defense Command might have allowed fighter pilots to reach one jetliner and shoot it down before it flew into the Pentagon.

    [06] Iraq bomb

    A car bomb attack destroyed an Iraqi police car and a civilian four-wheel-drive vehicle carrying foreigners in the western city of Ramadi, killing at least four Iraqis.

    Witnesses said several foreigners were also believed to be among the casualties.

    Ramadi, 110 km west of Baghdad, has seen several attacks againt U.S. forces.

    Meanwhile, in Afghanistan, rebels exploded a bomb near a German military vehicle in the northern province of Kunduz, killing at least four Afghans, including the driver and two children.

    [07] Mideast violence

    Israeli forces shot dead a wanted Palestinian militant and arrested several others in the West Bank city of Jenin.

    An Israeli undercover unit entered the city early in the morning, cornered a number of militants in a restaurant and shot dead a 25-year-old Islamic Jihad member.

    Israeli military sources said forces on an arrest raid in the city shot and killed a wanted Palestinian militant when he tried to evade arrest.

    Israel has arrested hundreds of suspects and tracked and killed dozens it says are behind suicide bombings and attacks in more than three years of conflict.

    Jenin, in the northern part of the West Bank, has been a stronghold of militancy.

    [08] English trouble

    Portuguese police said they had arrested 20 people early today after battling mostly English hooligans in a second night of violence in the Algarve.

    Private TSF radio reported more than 32 people were arrested and three were slightly injured, including a police officer.

    Hooligans started throwing bottles and chairs at police in the same area of bars and restaurants in this coastal town where hundreds of soccer fans, many wearing England shirts, rioted the previous night.

    The street of bars and clubs, many offering English fare, had been lively but peaceful during the evening as England fans mingled with Dutch supporters watching the Netherlands' 1-1 draw with Germany on big screens and televisions.

    UEFA, European soccer's governing body, has warned the English FA that the national team could be banned from competition if fans cause trouble.

    [09] Weather

    It will be mainly fine this afternoon, with patchy clouds, expected to bring isolated showers. Winds will be light to moderate, northwesterly to southwesterly, force three to four, over slight seas. Temperatures will reach 37 degrees inland, 31 on the southern coastal areas and 27 in western coastal areas and on higher ground. Tonight it will be mainly fine. However, thin mist and low clouds are expected in some areas. Winds will be light variable, force two to three, over calm to slight seas. Temperatures will drop to 21 degrees inland and in coastal areas and 18 on higher ground. The fire hazard is very high in all forest areas.
