    The European Union's Permanent Representatives Committee or Coreper yesterday approved the proposed regulation on the financial aid to be extended to the Turkish-Cypriots, with the Cyprus Government voicing its particular satisfaction over the regulation's provisions.

    According to our on-the-scene correspondent Yiannis Nikolaou, all changes requested by the government were accepted, while those points over which the Cyprus Republic had voiced concern were expunged.

    These included a reference to official authority-wielding instruments in the occupied areas, while at the same time a supplementary paragraph was appended noting that as far as the implementation of the regulation is concerned, the only entity recognised is the Cyprus Republic, with the European Commission binding itself to consult on major issues with the Republic's authorities and no other.

    Also included in the regulation is article 6, providing for the protection of Greek-Cypriot property rights.

    On the flip side of the property issue, the occupied areas' "Afrika" newspaper reported today that many Turkish-Cypriots plan to follow in the footsteps of Arif Mustafa, who won a Supreme Court case as regards rights to his property in the Limassol-district village of Episkopi.

    The paper specifically mentions that public feeling among Turkish-Cypriots is running high, with some one-hundred already preparing to file suits.

    Towards this end, the paper notes that Turkish-Cypriot lawyers are in contact with their Greek-Cypriot colleagues in relation to the cases.

    President of the Republic Tassos Papadopoulos will this evening address a message to the people of the island on the occasion of tomorrow's Cyprus Independence Day.

    The address is to be carried on our First and Third radio channels right after the 7 o'clock news, as well as in its televised form right after the main news bulletin in Greek on our First TV-channel.

    At 11 o'clock tomorrow morning meanwhile, the President of the Republic will take the salute of a military parade to be held on Strovolos' Iossif HjiIossif Avenue, while 7 to 9 p.m. will see President and Mrs Papadopoulos hosting a reception open to the public at the Presidential Palace in Nicosia.

    Palestinian gunmen killed an Israeli soldier and a woman jogger in Gaza today, as the army intensified an offensive to root out militants behind a rocket attack that killed two Israeli children in a border town.

    Hospital sources said that Israeli forces raiding the Jabalya refugee camp killed a Palestinian man and wounded at least 27 people in heavy fighting, while Israel Radio reported that gunmen also shot dead another Israeli near a Jewish settlement.

    Under cover of fog and darkness, two Hamas gunmen attacked an army position near the Jabalya refugee camp before dawn, opening fire and launching grenades. One soldier was killed and two wounded before troops shot dead the militants.

    Military sources added that hours later, gunmen killed an Israeli woman as she went for a morning jog on a road connecting two Jewish settlements in northern Gaza, with soldiers who rushed to the scene returning fire and killing at least one gunman.

    The army expanded its operation against militants early this morning, sending a column of tanks to the centre of Jabalya, a militant stronghold, where fierce fighting between soldiers and gunmen raged overnight.

    The deepening spiral of violence threatens to complicate Prime Minister Ariel Sharon's plan to withdraw Israeli troops and Jewish settlers from the occupied Gaza Strip next year.

    Over in Iraq meanwhile, a suicide bomber today killed two Iraqi police and a US soldier when he blew up his car west of Baghdad. An Iraqi doctor said around 60 people were wounded.

    In a statement, the US military said the explosives-laden vehicle blew up near a US checkpoint at around 0545 GMT just west of the capital, near the town of Abu Ghraib.

    Meanwhile, insurgents detonated two bombs near a convoy of US military vehicles in southern Baghdad today, killing several people.

    They said the first blast was probably caused by a car bomb, with the second bomb going off shortly afterwards, as US troops tried to help those hit in the first explosion.

    One policeman on the scene said he thought as many as 20 people could have been killed, but the number could not immediately be verified.

    Our station last night unveiled its new TV scheduling for the coming season, with Chairman of the Board Andreas Aloneftis declaring CyBC's immutable goal of raising standards through educational and programmes and objective reporting, far from ulterior motives and without setting viewership as the sole objective, even though he did note that a failure to reach predetermined acceptable levels would indicate that the state broadcaster is not fulfilling its role and mission.

    Asked about CyBC's cooperation with Greek-based ALFA-TV, Andreas Aloneftis said that the relay of such programmes does not lower the state broadcaster's competitiveness, and when carried out within a well-studied framework can do no harm, adding that in time, the standard of the re-broadcast programmes will be raised, in replacement of soap operas and repeats. He stressed however, that under no circumstances, should CyBC be allowed to become a mere re-broadcaster of the Greek station.

    On financial matters, and asked if recent budget cuts and belt-tightening will affect the quality of output, Mr Aloneftis noted that further cuts will have an effect on development programmes such as archiving and digitalisation, as well as the much-needed replacement of old and, in some cases, obsolete equipment.
