    [01] UDI celebrations start today

KIBRIS (13.11.96) reports that the so-called independence celebrations of the pseudostate have started as of today with a music concert to be held tonight.

According to KIBRIS the celebrations will reach their climax on the day of the UDI. It will start with a speech by Denktash and with a 21 gun salute.

The celebrations at the Ataturk Square will start at 1045 with a wreath lying ceremony and visit to Dr. Kuchuk's tomb. After that, there will be a jumping demonstration by parachutists.

Denktash will again address the people there and then there will be a military parade.

KIBRIS further reports that former commanders of the terrorist organization TMT as well as commanders who took part in the 1974 invasion will be coming from Turkey to attend the celebrations.

[02] Denktash wants to settle territorial issue through "border" rearrangements

According to KIBRIS (13.11.96) Turkish Cypriot leader Rauf Denktash has alleged that, "Cyprus did not apply to EU membership and the application for membership is only made by the Greek Cypriot side". He directed his known allegations against the EU.

As for the settlement of the Cyprus problem and specifically the territorial issue, Denktash said that "Zeroing the land could be realized through territorial exchange and payment of compensation".

He also said that the way to settle the territorial issue was agreed upon in 1977 and the criteria for the settlement of the issue are productivity, sufficiency, security and title-deeds, as agreed with late Makarios in 1977.

When asked to comment on reports that on the territorial issue he insists on 29+ Denktash said that since the Greek Cypriot side refuse this, there is no need from his side to insist on it.

Expressing the view that when the time comes the territorial issue will be discussed, not as percentage but according to the criteria agreed upon, Denktash said: "The aim is the rearrangement of the borders, and this can only be realized with the consent of the assembly. This is an issue that needs constitutional changes.

The territorial issue can be discussed at the last stage. First we have to discuss the building (federation) and the interior divisions (powers and rights of both sides)". (MY)

    [03] London's Cyprus plan

MILLIYET (13.11.96) correspondent Orsan Oymen reporting from Ankara says that Turkey and the Turkish Cypriots were cool to the new proposal put forward by the British Special Envoy to Cyprus, Sir David Hannay, during his recent visit to the Ankara - Athens Nicosia triangle. According to this plan, there will be a federal system and the presidency will alternate between Turkish and Greek Cypriot communities. The presidential system will be abandoned and parliamentary system will be adopted where the prime minister will be Greek Cypriot elected by the whole population of Cyprus. The Prime Minister will have all the powers. Turkey and Turkish Cypriots are cool to this plan because a president without any powers will have symbolic role and since 70 of the island population is Greek Cypriot, the PM will always be a Greek Cypriot.

Quoting a Turkish Foreign Ministry official, Oymen says that British and US officials are working full-time to solve the Cyprus problem.

The Foreign Ministry official then listed Turkish side's three basic principles regarding the settlement of the Cyprus problem, as follows; Political equality; Turkey's guarantorship and a bizonal federation or confederation.

He said that limited freedom of movement, right to ownership and territorial issue could be discussed. As for the EU membership the Turkish Foreign Ministry official repeated Turkey's position, but added that on this, issue the EU is not sharing the Turkish side's view. (MY)

[04] Turkish and Kurdish Youth fought-40 arrested

According to KIBRIS (13.11.96) around-40 nationalist idealist Turkish students who fought against the ethnic Kurdish students the other day at the so-called Near East University campus are brought before the so-called Nicosia district court.

The so-called court has issued three days remand order for the students who are under police custody. Occupation officials have declared that further investigation into the issue will be carried out to decide the real reasons behind the fight, which left four people wounded. (MY)

[05] Turkey's Labour Minister is to visit the occupied area

According to KIBRIS (13.11.96), Turkey's Labour and Social Security Minister, Necati Celile is to arrive in the occupied area on Friday, to be present at the signing ceremony of the amended Social Security Agreement reached between Turkey and the occupied area, as well as administrative arrangements regarding this agreement.

During his stay Celile will meet Denktash, Eroglu and other Turkish Cypriot leaders. (MY)
