[A] NEWS ITEMS[01] Soysal: Second round of talks should be more realistic'According to illegal Bayrak radio (11.8.97), Professor Mumtaz Soysal, Rauf Denktash' constitutional adviser, has stressed that the second round of the direct talks should be more realistic.Explaining that the Turkish Cypriot request, which calls for political equality to be secured on the island, constituted the key factor in the talks, Prof. Soysal added: "It will be sheer fantasy to think that the Turkish Republic will be willing to set up a federation under the present conditions." Noting that the approach to be adopted by the Turkish Cypriot side was along the lines of repeating what has already been said up to now, Soysal said: "This is not tantamount to avoiding a solution.. On the contrary, it means that efforts are under way to secure a lasting peace." [02] Batu: " Denktash not to `Break Off' direct talksAccording to Ankara radio (11.8.97) Ambassador Inal Batu, Foreign Ministry deputy under secretary, said on Monday that the Turkish Cypriots will not be the side who will quit the direct negotiations that are held in Switzerland regarding the Cyprus issue. The second round of direct negotiations between President Clerides and Turkish Cypriot leader Denktash started in Glion town of Switzerland.Batu, who participates in the negotiations as an observer and representative of Turkey, told AA that the two sides will continue the negotiations and that Rauf Denktash does not intend to break off the talks, underlining the fact that the Turkish Cypriot side is in Switzerland in order to hold negotiations. Noting that they wish the negotiations to result positively, Batu said: "However, the dark shadow of the European Union (EU) stands on the negotiations." The agenda of the negotiations will be specified on a daily basis and UN officials launch efforts in order to prevent the curtailment of the negotiations. UN Secretary General's Cyprus mediator Diego Cordovez is expected to submit a document and efforts will be launched to transform this document into a joint declaration during the Glion negotiations. The United Nations aims to urge the two sides to continue direct negotiations until a solution is reached after the Glion meetings. The US Administration, which appointed Richard Holbrooke as the special Cyprus representative, is expected to focus deeply on the Cyprus issue after the negotiations held under the auspices of the United Nations. [03] Turkish Foreign Ministry declares support for Cyprus talksAccording to Ankara TRT Television (11.8.97), Turkey has again declared that it supports the Cyprus intercommunal talks. A statement on the subject was issued by the Foreign Ministry.Accordingly, the so-called Partnership Council agreement signed between Turkey and the occupied area is not viewed as an alternative to the talks between the Turkish and Greek Cypriot communities. The statement adds: "Turkey supports the intercommunal talks. There is no question of the Partnership Council agreement creating difficulties with regard to the intercommunal talks or obstructing them. These talks are seriously threatened, however, because of the attitude of the Greek Cypriot side." [04] New equipment for the "Civil Defence Organization"According to KIBRIS (12.8.97) the so-called Civil Defence Organization in the occupied area, with a view to furthering its services and within the framework of the plan drawn to this end, the organization bought new equipment.KIBRIS says that the head of the so-called Civil Defence Organization Erdal Tez, has stated that they have bought five electric cutter sets used during natural disasters like earthquake and floods. Tez said that the tool set is easy to use. He also said that the computer network established within the "organization" for prompt service is being further developed. (MY) [05] Asil Nadir on the stop list in TurkeyAccording to VATAN (12.8.97) Turkish Cypriot fugitive businessman Asil Nadir who jumped British bail and escaped to the occupied area, and then went to Turkey, is facing problems in Turkey, as well.VATAN says that because of his half billion TL, income tax debt to Turkish income tax office Turkish authorities prohibited Nadir to leave Turkey. VATAN says that Nadir has been put on the stop list. After four years, in the occupied area, Nadir left for Turkey, a few months ago to follow up and re-establish his business there. The paper says that, because he has been put on the stop list Nadir was unable to attend a court case against him on 7 August, 1997 in the occupied area.
